At its meeting on 3 September 2009, the GNSO Council approved the charter to convene a drafting team to: (i) draft a registrant rights charter in cooperation with ALAC, and (ii) discuss further amendments to the RAA and to identify those on which further action may be desirable.
For those of you who are interested in participating in these efforts, please reply to this email and use the Doodle below to identify the times that you are available in order to schedule the first call.
Please also submit your Statement of Interest along with your response. The Statement of Interest should include the following information: 1. Current vocation, employer and position 2. Type of work performed in 1 above 3. Identify any financial ownership or senior management/leadership interest in registries, registrars or other firms that are interested parties in ICANN policy or any entity with which ICANN has a transaction, contract, or other arrangement 4. Identify any type of commercial interest in ICANN GNSO policy development outcomes. Are you representing other parties? 5. Describe any arrangements or agreements between you and any other group, constituency or person(s) regarding your nomination or selection as a work team member.
The purpose of this first call will be to determine the logistics on how to proceed with these RAA related efforts, and to identify coordinators from ALAC and the GNSO for this joint effort, as well as the chair for the work of each of the subgroups.

Dear Hiro: I apologize for the lack of clarity in my last Council report. I will attempt to address your questions. In my ALAC Liaison report to the September 15th Council meeting, I noted that the GNSO had approved the creation of a "Registrant's Bill of Rights" (RBR). I also referred to an ALAC member's concern that, while the RBR was to be created as a guideline document to apply to accredited Registrars, it should also apply to ccTLDs, which are considered by the At-Large to be registrars (due to the fact that they operate and control their own registries). A further concern was that where ccTLDs use independent registrars to manage or represent their domain registries, the ccTLDs do have the obligation to control the terms of any agreement with an independent registrar (whether or not those registrars are accredited). The At-Large suggestion was for ccTLDs to support and adopt any reasonable RBR that would be acceptable to the GNSO. Further comment on the issue noted the belief that any terms of service included in an RBR adopted by the GNSO would already be included, or exceeded, by most ccTLD terms and conditions anyway. This report was meant to inform council members of an At-Large view of ccTLDs as registrars. I will keep the Council informed of any progress made on the "Registrants Bill of Rights" issue.
