Hi Chris,
I think that this is an excellent response and captures exactly the discussions we have all been having.
I have one possible suggestion for change/addition on the section headed 'Demand for a DNS-CERT'. Might it be worth asking ICANN to clearly clarify (perhaps in bullets) why it is important to understand the perceived 'need' and what the gap is from the organisations and processes we have now. Something along the lines of:
1. What is the DNS-CERT expected to tackle now and what future processes and needs might this also encompass? 2. What is the capability of the current organisations and CERTs already in existence? 3. What is the gap that is not currently being addressed by these organisations?
Once that gap has been established, it should be straightforward to understand whether the existing organisations can fill that gap or whether a new solution might be needed. This could then be addressed through a community-led, inclusive approach as outlined by the letter.
The section already covers a fair amount of this ground, but I wonder whether this focus on the 'gap' might help clarify a little.
