In response to this announcement the ccNSO Council has requested the drafting team that prepared the initial ccNSO Council response in June 2014 to draft a ccNSO input. Given the limited timeframe, the ccNSO input has to be submitted as a ccNSO Council Statement. However, the drafting team, wants to keep you informed of its progress, and is seeking your input.
According to ICANN's announcement the Accountability Process is intended " to deal with focused systemic issues caused by the changing historical relationship with the United States, including for example, by stress testing against internal or external captures or takeovers, and safeguards against capture at all levels, which is a pre-condition of the IANA stewardship transition.² Further, "the public comment is intended to be focused on addressing questions about the design of the Enhancing ICANN Accountability Process not about the potential solutions or outcomes of the review.²
In its response the drafting team intends to focus on the following points:
1. Clarify that the goal of the accountability track is to reinforce trust (and so the process better be trusted itself).
2. Set up ONE cross community WG (instead of three confusingly similar groups), based on standard procedures.
3. The Board and staff could be observers in this group (but no more, as it sshould be a multistakeholder bottom up initiative). liaison as well with IANA coordination group.
4. Include external Advisors providing specific skills (Advisors have no vote, selected by the ccWG based on predefined skillset and open nomination process, specific high expectations against conflicts of interest for Advisors). Compensation of Advisors should be considered to attract most competent people.
4. Secretariat for the group should be provided by independant provider, selected by the group
5. Examine possibility of "Non voting" chairman of the WG elected amongst Advisors (should be very skilled at chairing, complex groups and management of processes).
6. Scope should address any "appropriate" accountability mechanism (based on Sao Paulo definition), without any restriction. However the outcome should be prioritized in the context of the IAAN Stewardship Transition. Therefore the outcome needs to be prioritized with a view of what needs to be in place before the IANA transition.
7. Clarify upfront conditions of Board approval or rejection of recommendations (inspired by current policy approval rules for instance).
8. Working methods : charter and working methods defined for the CCWG.
9. In case Icann would proceed with the process submitted for comment, importance of taking into account diverse nature of ccTLD accountability mechanisms in the constituion of the groups.

The drafting team intends to complete its draft by 23 September 2014 to the Council, for approval at its meeting on 25 September 2014. The drafting team will share its final draft with you as well, and will invite you to express support and use it to prepare your own submission.
