As to your comment: You are right that the recommendation in the final report includes the qualification and not included in the draft letter. The reasons for not including it in the letter are: The full wg report and recommendations are attached to the letter, including the recommendation to the council. The recommendation to enter into a dialogue implies a conversation without prejudice and therefore this aspect would be communicated to the Board any way, without the additional qualification of the dialogue. It appears that the letter is avoiding the wild card study group recommendation that ICANN should suspend acting "judgement(ally) on reasons for use" of wild cards by ccTLDs if dialogue is to succeed.

This seems an important recommendation and action item for ICANN that is coming out of this study. Please clarify why this is being left out in the letter?
