Bart, It appears that the letter is avoiding the wild card study group recommendation that ICANN should suspend acting "judgement(ally) on reasons for use" of wild cards by ccTLDs if dialogue is to succeed. This seems an important recommendation and action item for ICANN that is coming out of this study. Please clarify why this is being left out in the letter?
