I also hereby request the endorsement of the ccNSO to serve in this capacity. I have been active in the ccNSO since late 2014 and have served since 2015 on its Guideline Review Committee. I have been employed by Verisign, Inc., since September 2014, and serve there as Senior International Policy and Business Development Manager. Disclosure: There is a currently pending IRP matter known as Afilias Domains No. 3 Limited (.WEB). In this matter I submitted a written statement, and, in August of this year, I testified and was cross-examined during a virtual hearing. Verisign has intervened in this matter as Amicus Curiae. Otherwise, I have no connection with this matter of which I am aware. Attached is my current CV showing relevant experience. Here are particular experiences I have of relevance to service on this group: * I am an attorney admitted to practice before the United States Supreme Court. I am a member of the Bars of the states of Pennsylvania and Texas in the USA (both now in inactive status as I have retired from the active practice of law). * I served as a Special Court-Martial military judge when I was on active duty in the U.S. Navy Judge Advocate General’s Corps. I heard about 25 cases, most of which were bench trials (judge alone) but several of which were members (jury) trials. Special Courts-Martial are similar to misdemeanor criminal courts. * During part of the 1990’s, I served as an arbitrator for the American Arbitration Association. I sat on three cases. One was as a member of a three-member panel and the others were as a sole panelist. All cases regarded commercial disputes and settled during the motion phase. * While living in Dallas, Texas, I served as a political appointee to the Dallas Civil Service Commission and heard and decided, as a member of a three-commissioner panel, ten to twenty appeals of personnel action. * For two years I served on a Texas Bar committee that vetted the backgrounds of applicants to the Texas Bar. * With respect to the ICANN IRP, I have the following experience: * I participated as an active member of CCWG-Accountability Work Streams 1 and 2 and served on the CCWG’s Legal Team; * I have participated in the ongoing IRP Implementation Oversight Team since its inception and served as Chair for approximately two years prior to its recent reconstitution. I remain active in the IoT. * I am well acquainted with the provisions of ICANN Bylaw 4.3 dealing with IRP. * I have worked in a number of ICANN-related teams across multiple times zones and with numerous colleagues: * Participant, as noted above, in CCWG-Accountability Work Streams 1 and 2; * Active in ccNSO including service on Guideline review Committee; * Active in GNSO – specifically the RySG; * Active in IRP-IOT; * Active for entire duration of GNSO’s RPM PDP Phase 1, including: * Co-Chair of ‘Sunrise’ Subteam; * Chair of Subteam A – tasked with considering public comments on all matters excepting URS. * I served as Assistant General Counsel of a publicly traded software company (Hogan Systems, Inc.) where I managed the defense of several commercial lawsuits in federal district courts in the USA – including managing representation by outside counsel. * I served as General Counsel of an international software company (Uniplex, Ltd. – privately held) where I hired counsel and managed outside counsel. I have permission of my employer to commit the time and attention necessary to perform this role.
