Dear Alejandra, Regarding the recent email concerning the .nu ccTLD, my view as a ccNSO Councillor is as follows: I support acknowledging receipt of the message, noting it was received on 29 October 2025. The ccNSO operates strictly under Article 10 of the ICANN Bylaws and does not intervene in domestic governance or disputes concerning ccTLD management. Our actions are guided solely by the authoritative information published in the IANA Root Zone Database. IANA Source: https://www.iana.org/domains/root/db/nu.htm Any requests to change the designated sponsoring organization or administrative contact for .nu should be submitted through the formal IANA procedures. In summary, I believe our response should remain procedural, neutral, and consistent with ccNSO’s mandate. Dear Councillors
Below you will find an email Jordan and I received regarding .nu.
My proposed response is that we - per request - acknowledge receipt noting we received it on Wednesday 29 October 2025. Further I want to note that with respect to the matters raised in the email the ccNSO is bound by Article 10 of the ICANN Bylaws.
Please let me know your thoughts by Monday 17 November.
Best regards, Alejandra

Dear Alejandra and Jordan On behalf of the Cabinet, the Minister of Infrastructure and Finance,
In light of recent developments concerning the representation of the ccTLD.nu domain, and given that Emani Fakaotimanava-Lui is currently attending the ICANN meeting in Dublin as a purported representative of the ccTLD.nu, the Government of Niue hereby directs that all relevant parties:
1. Immediately repudiate any claims of authority, legitimacy, or representation by Emani Fakaotimanava-Lui regarding the management of the ccTLD.nu domain.
2. Communicate to the relevant point persons at the Country Code Names Supporting Organization (ccNSO), and other relevant entities, that the Niue National NU Domain Company Ltd is the lawful, duly approved, and officially appointed manager of the ccTLD.nu domain.
3. Reference the legal basis for this appointment, specifically Sections 30B(b) and 30D of the Communications Amendment Act 2000 No. 251, which affirms that the management and administration of the ccTLD.nu domain is vested solely in the Niue National NU Domain Company Ltd, and not the IUSN Foundation or any other entity.
The attached Government Order, which formalises this position, shall be shared with all relevant stakeholders.
This direction is issued to ensure the integrity and lawful management of the ccTLD.nu domain in accordance with Niuean law.
I would be grateful if you could kindly acknowledge receipt of this email.
Kind Regards
Pats Sionetama Executive Assistant to Minister of Finance and Infrastructure
