Best regards, Joke Braeken Number: 41-2019 Topic: Registration Directory Service (RDS-WHOIS2) Review Team Final Report Request from: ICANN Org – Multistakeholder Strategy and Strategic Initiatives (MSSI) Summary: In its Final Report [newsalerts.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__newsalerts.icann.org_E0...>, the Registration Directory Service Review Team assessed the extent to which prior Directory Service Review recommendations have been implemented and whether the implementation has resulted in the intended effect. The review team also assessed the effectiveness of the then current generic top-level domain (gTLD) registry directory service and whether its implementation meets the legitimate needs of law enforcement, promotes consumer trust, and safeguards registrant data. The report contains 22 recommendations, covering requests for more and better data collection, policy issues to be addressed by the community, a correction of the ICANN Bylaws, and suggested reforms relating to transparency and data collection within ICANN Contractual Compliance. If adopted, the changed SLA and new requirements will be added to the performance metrics as defined in the Service Level Agreements for the IANA Naming Functions Contract. The ccTLD delegation and transfer process is designed to assign or re-assign a ccTLD to a manager, taking into account a number of technical and public interest criteria. There is currently a single measurement of staff processing time for ccTLD delegation and transfer requests, representing the cumulative time the request is being processed by the IANA team for the life of a request. However, the processing time for this type of request varies greatly from several weeks to several months. the CSC and PTI determined that perhaps identifying new SLAs that measure these transactions in a totally different manner is necessary.
