Proposed new member ccNSO travel funding committee ( Victor Abboud stepping down from Council)
Dear all, As you will have noted Victor has stepped down as a member of the ccNSO Council. One of his roles was membership of the ccNSO travel funding committee ( the other members are Dotty and Katrina). As this committee will deal with the travel funding application for Dublin shortly this Council committee will need to be quorate again as soon as possible. Jordi Iparraguirre is willing to take up that role. If you have any questions or objections, please reply to this list by Friday 17 July 2015 noon UTC. Whilst I support Jordi for the role, more than wholeheartedly, I'm somehow confused by the process disclosed here. Is it ICANN standard procedure for committees of Council to select their own members or is this something Council should be doing? Nigel, First of all this is NOT an ICANN procedure, but based on the ccNSO Travel Funding Guideline, and taking into account earlier practice. According to the ccNSO travel funding Guideline, the Council appoints members to the travel funding committee, which are all members of the Council (see http://ccnso.icann.org/about/travel-funding-12feb13-en.pdf).As you know Victor stepped down as Councillor and hence also as member of the ccNSO travel funding committee. As you know this committee has 3 members and decides on travel applications for ICANN meeting, including the Dublin meeting, which is required shortly. Please let me know if you have any questions. Dear Bart Thank you for referring me to the 12th Feb 2013 document. I have now (re-) read it. I note particularly that it states that it is the Council that appoints members of the committee, as I thought, and as you've also now reconfirmed. Now, I did not see any discussion previously about the vacancy on the Council list. At least to me, it seems that as Council Members we appear to be being asked to rubber stamp a decision taken elsewhere, that, it seems to me, is proposed by some method that is not as transparent as one would expect (particularly with all the attention on accountable processes these days). Now, I, myself, would not have applied to serve on this committee. So I'm not inquiring out of any personal self-interest. Nor, on behalf of any other Councillor. I am, however, rather concerned that, despite my 100%++ confidence in the person proposed by you earlier today, that there could be other potential candidates that might be excluded if we have non-transparent appointment processes. And that might be the case in other Committees in the future too. Sp, I'd really like to understand the mechanism as to how this proposal was made formally to Council by the Committee, and to understand whether we have any lacunae in procedures here that, as a body, we might need to address, going forward. As stated, it is my feeling that we should be having, for all such Committees, open calls for volunteers. And when (or if) there is an expression of interest from more Councillors prepared to serve than there are vacancies (and there may not be), it shall be Council that decides, exactly as stated in the document you referred to me.
