I also have to admit that I followed only loosely the IDNC Final Report and it maybe therefore didn't struck me that the reference "IDN Guidelines" are exactly those guidelines formerly known as "IDN Implementation Guidelines" dealing with registration policies on the second level. But still then my question remains valid. Is ICANN allowed to provide guidelines to issues which are outside it's scope? Even if a broad global community is in favour - registration rules for ccTLDs are subject to the decision of the Internet local community. And if I recall it right it is also layed down in ICANN's bylaws that before a policy is adopted there should be a review by ICANN's general council that the issue is properly defined and within the scope of ICANN. Was that issue discussed during that phase? One last question. ICANNs bylaws doesn't provide any role for ICANN to develope registration policies on the second level for ccTLDs as that is a local matter and local policy. But as I understand from Hiro's answer there seemed to be ccTLDs where ICANN has in fact in bilateral contracts set those policies. Can you please clarify, how and on which base these rules are developed by whom?

Thanks for pointing this out. The text in the guideline announcement has been updated to remove this ambiguity. I can confirm that while some TLDs have contractual obligations to follow the guidelines, this does not apply to all TLDs.

The IDN Guidelines are a list of general standards that all top-level domain registries deploying IDNs are required to follow based on the Internationalised Domain Names for Applications (IDNA) protocol standard from the IETF. Registries offering IDN registrations should begin transitioning to version 3.0 of the IDN Guidelines.
