Dear Joke, I have questions about the selection algorithm. (1) I understand that in the attached table, 1, 2, 3, and 4 shows the ranking of the candidate. What does '0' mean? If '0' means that the candidate does not meet the requirements', it is strange. 'not meet the requirements' should be given rank '5' or bigger. (2) ballot#12 has two '1's. ballot#12 may not be reflected to the table correctly. Regards, Hiro On Mon, 31 Jul 2017 12:46:42 +0000 Joke Braeken <joke.braeken@icann.org> wrote:

Note that the committee's workload will increase significantly during Apr/May/June 2018 when the candidate assessment process will be at its busiest. Conference calls are held more frequently (typically weekly) during this time as well.
* The person must be able to attend the NomCom selection meeting in late June 2018.
* The person should be willing to work in a large, consensus-oriented committee.
The NomCom has its own guideline <https://www.icann.org/resources/pages/2015-guidelines-2014-11-14-en> and procedure <https://www.icann.org/resources/pages/2015-procedures-2014-11-14-en> . These reference documents provide additional information about the work of the NomCom.
Hiro, colleagues: I agree that the selection algothirm is unclear. From looking at the list of anonymised votes, I am pretty sure the outcome of this election would have been the same under FPTP or AV. So I'm extremely happy with the decision of this election, in any case. However, I'm concerned that the selection algorithm does not seem to correspond with a recognised voting system, unless I'm very confused (which is entirely possible). And my particular worry is that in future elections, the result might not correspond to the "aggregate will of Council" - in other words, it might produce an election winner who did not command the largest number of first preference votes (in this case it did). I did once study comparative electoral systems around the world, but it's over 20 years ago, so I might be missing something here, so I'd really appreciate help as to the background of this particular twist on preferential voting. (As Patricio and maybe others will recall I was instrumental in the decision of the original ccTLD constituency to use STV in multi-member elections, which was dropped when ICANN V2.0 was rebooted) So could we (perhaps through the GRC please revisit the Council decision (whenever it was) to adopt this particular electoral device? In fact, perhaps it's time for a review in any event? On 01/08/17 07:50, HiroHOTTA wrote:

Dear Hiro, all, Many thanks for this feedback. Regarding your first question. “zero” meant indeed that no ranking was given to that particular candidate, and I agree the value in that case should have been “5” instead of “zero”. I have replaced all “0” with a “5”, and have included the updated table below. Pablo Rodriguez still has the lowest total score, in other words: the largest number of first preference votes. Apologies for the mistake in ballot number 12: all values for all ballots have been double-check, and those for ballot number 12 were corrected in the table below. Dear Hiro, All,
(1) I understand that in the attached table, 1, 2, 3, and 4 shows the ranking of the candidate. What does '0' mean? If '0' means that the candidate does not meet the requirements', it is strange. 'not meet the requirements' should be given rank '5' or bigger.
That¹s a fair point. Hiro is right. Joke, could you please assign 5s instead of 0s and recalculate the table for the sake of transparency? Thank you! Kind regards, ]{atrina On 01/08/17 09:50, "HiroHOTTA" <ccnso-council-bounces@icann.org on behalf of hotta@jprs.co.jp> wrote:
