Timeline Board Nomination
Dear all, Plese find included the proposed timeline for the Nomination Process Board Seat 11 (item C.3 Meeting 184 agenda) Kind regards, Bart
Thank you Bart - it seems to me we need to take a look at the bylaws timeframes in this process, since it once again leads to a nomination for a Board member starting in July, when they do not take their seat until the following October. Still feels too long to me. I do appreciate the approach sketched out to at least defer the Q&A later than ICANN 75. Hi Jordan, Thanks for sharing. The first term of Patricio Poblete will expire at the ICANN78 Annual General Meeting held in October 2023. Patricio is eligible for up to 2 additional terms. The ccNSO Council is required to select a candidate in accordance with the relevant ICANN Bylaws and internal rules of the ccNSO applicable at the time of the call for nominations. To meet the ICANN Bylaws requirement of appointing a Director by 26 April 2023, the draft timeline foresees that the ccNSO Council will open a call for nominations to fill ICANN Board Seat number 11, starting Tuesday, 19 July 2022 (00:01 UTC) and closing 3 weeks later (as per the ccNSO Guideline). Elections are proposed to be held in November 2022, after completion of due diligence verifications by a professional firm on the nominee(s). This process could be lengthy, depending on the background and specifics of the candidate(s). As discussed during the May Council meeting, the proposed timeline also foresees a virtual Q&A session with the candidate(s) end October – start November, post ICANN75 and after completion of the due diligence checks. Hi Jordan If you agree I’ll explain the background of the timeline on the call, but already want to point out that the canddaidate needs to appointed by the ECA 6 months prior to the AGM the nominee takes her or his seat on the Board, Kind regards, Bart From: Jordan Carter <jordan@internetnz.net.nz> Date: Monday, 13 June 2022 at 16:18 To: Bart Boswinkel <bart.boswinkel@icann.org> Cc: "ccnso-council@icann.org" <ccnso-council@icann.org> Subject: [Ext] Re: [ccnso-council] Timeline Board Nomination Thank you Bart - it seems to me we need to take a look at the bylaws timeframes in this process, since it once again leads to a nomination for a Board member starting in July, when they do not take their seat until the following October. Hi Bart and also Joke Thank you for your responses. I’m clear what the constraints are on us. I think you have done a lovely job of developing a timeline that complies with them. I just think that the requirements are unreasonable and should be changed, that’s all. There is no practical reasonable reason I can see why the ECA step needs to be so early. I think it is a part of the bylaws that should probably be changed. Of course there will be all sorts of reasons why they are what they are, but the impact isn’t good enough in my opinion. That said, I don’t think doing so is any kind of priority. It just offends me that the process creates such a difficult spot for nominees and incumbent board members, as Nigel highlighted to us last year. Hi All, Jordan is, I believe, correct on the length of time involved. While the process matches the requirements, as it should, I am left to ponder how we have ended up with an election cycle considerably longer than most nation-states. Saying that, I suspect it is a series of unintended consequences more than anything else. Sean Sent from my iPhone
