It was decided at the council meeting to prepare a boilerplate text for a standard invitation letter to be ready at the request of a ccTLD that needs one. Such text still needs to be reviewed by the council, but when it is finalized I'll let you know for next steps.

I need your advice on quite weird question. The ccTLD of Uzbekistan, one which I am interacting with in my region, has plans to become more visible in ICANN community and join ccNSO and other SOs and ACs. The problem is that their ministry requires them to get an invitation from every entity which is supposed to be joined.
Business and governance culture in Uzbekistan is quite different from what we usually see in other countries. The logic of the local Ministry is the following: ccTLD could not come up with the idea to join the organization or community, because to their mind it looks suspicious and may contain the corruption element. That is why the .UZ ccTLD could not be the one who makes the first move towards the ccNSO.
They are kindly asking if there any chance for them to get a letter from ccNSO secretariate with the invitation to join ccNSO and brief text describing the benefits which ccTLD will get out of it. I know that it sounds a bit weird because it’s ccTLD who needs participation in ccNSO, and not the opposite. I don’t know if you or any of the ccNSO have ever got any requests like this. Meanwhile this is the only chance for them to join: they want to do it, but there is no way they could request the Ministry about it.
How do you think, could we help them in this delicate question? This letter should not contain any obligations from ccNSO, this might be mote informative letter with the formal invitation to join.
