First, thank you to Cyrus Namazi and the ranking members of Global Domains Division for the opportunity to provide comment on the proposed Amendment 3 to the .COM Registry Agreement. Advena recognises the significant importance of maintaining an open, inclusive and diverse internet. ICANN, which has a critical role to play in empowering this connectivity, has historically demonstrated its commitment to this idea; the idea that the internet should be accessible, and embrace all positions - including, of course, the idea that on the internet, everyone’s voice is equal. The proposed amendment does not pass this test. Amendment 3 would introduce deeply concerning questions surrounding the integrity and motivations of ICANN. The presently proposed Amendment 3 includes a $2M support deal, but no clarification on how these funds will be used, and how these funds may benefit the community as a whole. It seeks to damage the ease of free expression with TLD price increases. This amendment projects to the world that concerns relating to operations of TLDs are only notably addressed when money is a motivator. Conclusively, and without shame, the amendment stands to confront the diversity of ideas and information on the internet, and if passed as it reads today, introduces uncertain questions surrounding the future of occupants on the .COM TLD. When incredible, talented people are not able to easily and affordably express their ideas on the internet, everyone loses. Advena does not support the Proposed Amendment 3 to the .COM Registry Agreement.

Under this proposal wholesale .com domain prices can grow by more than 70% over and above current prices over the next decade. And those increases do not include increases in exchange rates affecting users of the .com tld outside America. The proposed increases are excessive; if prices are to be increased the increase should be limited to levels corresponding to cost-of-living increases or inflation as measured in US$. The previous rule preventing the operator of .com from operating as a domain name registrar should be retained. Allowing a company that controls almost 85% of the registrar pricing for domain names to operate its own registry would be a bad move affecting consumers and competing registrars. If you increase the rates for domains, your organisation will ruin many businesses and again give advantage to those with more resources and not necessarily with better quality service or product.

To the team at ICANN, Please kindly reconsider allowing the huge price increases .com domains. I, like many others across the world, started out as self-employed and have finally taken the courage to buy .com domains to commence educational businesses first on a domestic scale (in the UK) with the intention of reaching out to children and young learners across on a global scale. I bit the bullet of buying multiple .com domains precisely for the approachable fees. Extortionate rates would have put me off as a start up and without the .com domain, my businesses would not hold the same image of professionalism and accessibility as it does today. Please, for the sake of new and budding entrepreneurs, please disallow the surges in prices to .com domains. Sincere regards, Teresa T

I am a registrant of a .com domain name. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest.
