I’m opposed to the proposed amendment No. 3 to the .COM Registry Agreement. I’ve contributed to the development of the Worldwide Web since 1991 as a software developer and journalist and I’ve owned domain names since 1994. The Internet has become a major force in global society based on a model of non-governmental, non-commercial governance of key protocols and supporting institutions. Amendment 3 is a massive step away from the established (and successful) governance of the Internet toward a system that provides exclusive benefit to limited commercial stakeholders. It is inappropriate for ICANN as stewards of the domain name system to provide favorable commercial terms to Verisign. The close relationship between Verisign and ICANN invites corruption and abuse of stewardship. Hi, I own and control about 10 .com domains. I am an IT professional. With the prices for IT resources dropping so fast, it does not make sense to increase the cost to have a database entry made to track a registered domain. Unless of course the only reason is to increase profit (when profit should already be increasing with the above mentioned reduction in costs incurred) in a drastic manner and disregard the internet community as a whole. If you look at all other IT industries where there are competitors, the prices tend to continually decrease over time, or the resources offered for the same prices tend to increase. It's unfortunate that there is a monopoly on .com registration so this becomes a captive market. If this goes thru I will unfortunately be put in a position to send in complaints to the various regulators which control various aspects of the Internet or the organisations which are using the Internet. This of course includes Verizon and ICANN. This will probably involve the various EU organisations which are concerned with competition and other consumer matters, since the US government does not seem to be so interested in this, EU or other big governments will hopefully take an interest in such matters. Dear, Price gauging by a monopoly is unethical and legally questionable. Top-level domain names are a de-facto public utility and monopoly, so prices should be tightly regulated. If ICANN fails to do this, as is evidently the case considering what happened to .org and is now happening to .com, the responsibility should be transferred to another authority sooner rather than later. The proposal under consideration lacks transparency and exposure to the vast number of clients using the .com domain for their sites. It is not clear how this might impact domain name owners except in as much as it implies steep changes to pricing over the coming years. It would be more prudent to be more open about the process, reasons and approach, allow more people time to comment and come up with a pricing proposal that is less likely to creat sticker shock in the clients you serve. I have learned that these changes have occurred without consultation or feedback from the ICANN community and internet users. It is my concern that the proposed amendments are directly harmful to individuals and small businesses who rely on an accessible and affordable .com registry agreement. As an operator of numerous small, non-profit websites focused on hobby and social communities, this change, and the resulting increase in registration fees by up to 70% over the next ten years, will undoubtedly impact my ability to provide these services and websites to the internet community -- this makes small .com websites considerably more inaccessible to non-business users, who gain nothing from the proposal! However, it is also seen that the prices of .com domains are already quite high and increasing prices even further will put a burden on small business owners who want to get online with a website but can’t as the expenses will be increased quite a lot. I strongly oppose the proposed amendment. While I agree that some price increase should be allowed to keep up with inflation, but allowing an increase of 7% for 8 out of 10 years in the next decade in preposterous. Especially since Verisign has a monopoly over the .com registry. Even taking into account the price freeze since 2012, an average inflation rate of about 2% should lead to about an increase of 43% over 18 years (2012–2030). The proposed amendment allows Verisign to increase prices by up to 72%, which is unacceptable. As other companies would almost certainly be bidding at a lower price for the rights to maintain the .com registry if permitted to do so. Giving one company a monopoly is bad enough, but potentially authorizing increases far in excess of inflation or their costs is truly offensive. You represent the public's interest. Like many people i believe in the internet being a free and open space for the sharing of information It has become evident that the internet as a whole is being consolidated into a handful of platforms owned by a small number of Tech Companies. Such as Facebook, Google and Amazon One of the only ways to have your own space on the internet outside of the reach of big techs ever-changing terms of service. Is to purchase your own domain and hosting. Increasing the price of purchasing a domain name. Even if this price change is very small. May be enough to stop smaller domain owners from renewing or buying new domains. I already have noticed that many small businesses still use Gmail addresses and Facebook pages instead of hosting their own websites and email. I can see why many business owners may do this. After-all why bother buying your own domain names, email and hosting when Google and Facebook will happily provide all the internet services you may need for free. Besides the data collection and lack of Privacy. Please don't play into Big Tech's hands Thank you for your consideration.

Hi ICANN, >From NameCheap.com, we got to know that Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and this might not even stop there. Handing over such kind of power to a single company without any regulation would only mean havoc. Without the information on the company's intent on using that power gives a chance, that it can capitalised to the point where the le' website/ business owner would be charged more that the existing prices for the greed of the company. A justified price with improved service or security features are always welcome. However, using a fake or non-existing technology just to mint money would be a blunder. Hope, ICANN would reconsider the agreement with Verisign or the proposal in the view of their consumer's interests. In the worst case scenario, if the .COM website prices are hiked the consumers would move to a better service that would offer .COM sites at a lower price or to stick to other endings, .org, .net, etc.... As an owner of a couple .com domains, I’m very concerned about the rent-seeking behavior of registries in this essentially captured market. These digital properties (domains) were created years ago and, yet, their owners are still charged yearly to be able to retain their domains. What sense does this make, given the extremely low cost of property rights maintenance in this virtual world? A unilaterally imposed rental arrangement, much like property taxes in the statist realm, can’t be considered true ownership. And a valid contract would require a meeting of the minds and transparency of pricing alterations during contract renewals. There was a reason the freeze was in place to avoid monopoly and other unfairness. Margin should still be healthy. I am against this amendment as it currently stands. I do not agree with the idea that .COM domains prices must be raised. It seems that Verisign benefits from this agreement, while ICANN receives $20 million with no oversight or clarity on how that money will be spent, and the general public is meant to shoulder the burden that this agreement will create. There should be more clarity and transparency regarding how the $20 million will be used, and an open discussion about options moving forward rather than a deal made behind closed doors with a brief period of public comment. I do not agree with the amount the prices are able to be increased in this agreement. There are not viable alternatives to the .com tld. Average used don't understand or trust many other domains. This will put an undue burden on domain owners who don't have a large (or any) income.

I am against the proposed price increase to .COM domains because I sincerely believe that it is unfair and a money earning scheme by Verisign want increases in .COM prices. Such an increase will not only drive small businesses out but also make them look for other alternatives and given the power of the people in bringing those to answer in recent media, I am sure the same power will be able to come up with an alternative if pushed which will go against Verisign and ICANN. Dear Icann, Please refrain from allowing Verisign to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and then some. Hello, I would like to request that you maintain the .com registry at it current cost to consumers. I have a domain name for my personal use for accessing my home network and having an email address that does not change across different internet service providers. The proposal to allow Verisign to buy their way towards a monopoly in domain name registry by PAYING ICANN to assert price increases which the majority of Domain registrars disagree with and without consulting them is ethically wrong and dangerous for business. It is a blatent attempt to shut down other domain registrars and the price increases proposed are a measure to price out the general public from accessing domain registration and building their own websites and online businesses. This is by design so that the takeover of the internet by large corporate entities can begin as control of the internet roles out in conjunction with the roll out of harmful 5g technology and the re organisation of world power. As well as the shadow banning and censorship of non mainstream alternative viewpoints on current and historial events. Domain price highjacking without consultation with internet providers and users should be illegal and the relevant parties involved should be taken to court in a class action lawsuit.

the internet is for everyone, not just the reach. And not just the massive corporations. I have been running a small sole proprietor business for over 30 years. I have registered two domain names with a .com extension nearly 20 years ago. I initially dealt with Verisign and over the years they became more and more greedy, charging me higher and higher fees despite a limited small scale website. the user interface became more convoluted and difficult and the customer support declined to almost useless. I eventually sought out other avenues to keep my domains registered and another hosting site that was reasonably priced and actually helpful. Now I learn that ICANN is basically taking a "bribe" or a cut off the top to allow Verisign unrestricted abilities to increase prices. Thanks for ruining it for the little guy. The mom and pop businesses that are just having a small web presence. Name Cheap and HostGator have made it financially and technically possible for me to keep my small business and it's 20 year old website up and running. Now Verisign is making sure that I will most likely have to pay significantly more as they try to crowd out, price out any competition by dictating the over price for domain registration to fall in line with their inflated pricing schemes. ICANN and Verisign have now fallen into the same category as massive corporate banks and insurance companies who do not give a damn except for making a profit and improving shareholder value, while taking advantage of the simple small organisations that allowed them to start in the first place. Income inequality at its best, corporate bureaucracy trodding on the little guy. Thanks for making it even harder. Typically, public opinion matters especially when decisions such as these affect a majority. .COM domains are the largest TLDs and should not experience this price hike. I am a domainer (I invest in domain names as a business). I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry - it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. Dear Sir Referring to the subject, we as reseller for domain & hosting services in Malaysia do not agree to proceed with the amendment as .com domains affects worldwide domain owners. Kindly clarify the following : 1. Why is only Verisign involved in this initiative? 2. What about participation from the Internet community and other players in the market to contribute to this framework? 3. The US$ 20 million funding from Verisign does not seem appropriate as ICANN is an organization that provide accreditation to many other companies. What are the measures to ensure the money does not affect the decision-making process in ICANN?
