The costs for maintaining a secure and simple database which has been maintained now for almost 3 decades (that I can recall since I started owning and managing domains in 1993) should be declining and not increasing. You can make a case for increased security but give me a break ! At best you can raise for inflation but only from the lowest your rates ever were. ICANN has done a good job but there is no need to start screwing the industry and everyone involved (see the whole world) just because you can. This amendment is monopolistic, greedy, a blatant conflict of interest with Verisign. It is unfair to hosting providers and it is unfair to users. It reflects poorly on ICANN and your mission. There will be backlash. There will be consequences. Maybe there will be a new ICANN that doens't use Verisign. Then you'll have a real reason to raise rates to pay for the legal battles you'll be fighting with every country that uses the internet. Deep Puri

Don’t increase the domain site prices. Keep internet accessible to the people. Internet should be considered a right and anyone should be able to participate in the space that allows freedom of information. By increasing the prices you will negatively impact this accessibility and thus hurt the freedom it brings. Instead focus on prevention of domain dominance of bots that buy them to make profit.

Hello, I think the rate of price increase for .com domains should be tied directly to cost of administration. DNS is essentially a public utility, and should be priced as such. The language of the amendment should reflect that. I don’t actually mind the 7% per year maximum, as long as the primary criteria for changing rates is tied to the actual cost. I like that Verisign will contribute $20 million to improve DNS security. And I like that work is being put into the RDAP protocol. It’s not explicitly stated, but I hope that RDAP can help make domain privacy “add ons” obsolete, and provide some of the same benefit by default. IF ICANN does this, it will impact MILLIONS of domain users and Millions of people CAN be catalyzed to strong opposition lobbying efforts with voices in THOSE VERY same MILLIONS of .com sites to demand removal of ICANN authority due to breach of fiduciary trust for personal (corporate) gain. The deal with VeriSign is structured in such a way as to be perceived as a bribe. Times are changing whereas decisions made to impact multitudes by the few will be tolerated and accepted. Inquiries into ANTI-TURST CAN be initiated and penalties well above the $20,000,000 ICANN plans to receive can be pressured by the public to be demanded. These are just some of the very real consequences that CAN be enacted if this deal goes through. it will NOT take much encouragement to the MILLIONS that will be affected to be convinced. Particularly when the issue is impacting them financially. in fact, support of this initiative IS what will be MOST difficult to garner from these very MILLIONS. To whom it may concern: I find it ridiculous that over the next decade you feel that up to a 70% increase in the pricing of .com domains is appropriate. As a small business owner who manages a large number of domains for various clients, this will directly impact my business and my ability to provide quality services at affordable prices. I can wholeheartedly understand the need to increase prices with rising costs, as inflation does impact an organizations bottom line, such a large increase over the next decade is not warranted. I would support a market indexed inflation increase % every few years to keep up with the rise in costs, but dramatic increases in prices only harm our overall industry, and the economy. In this age of social networks, big web platforms and apps there has been a drastic decrease in traffic on all sites. There was never less need to have a domain and a site, instead of simply having a corner in each of those platforms, whether for a business or private purpose. In addition, there were never as many TLDs as today, so increasing the price of .COM registration is a bad move for all involved parties. If the increase happens, as someone with multiple registered COM domains with content, I will be considering simply moving to a new TLD, especially for any future domain consideration. Please consider the long-term strategic impact of increasing the prices for .com. Anyone who knows anything about infrastructure knows these changes are driven much more by the desire for more money than a core need for more infrastructure to support domain names. ".com" already holds a dominant position among domain names, and brings in significant "revenue" to support the infrastructure. Why risk undermining a good thing? Using basic economic analysis we can theorize the higher we drive prices the more likely an alternative is likely to arise, one that ICANN will have much less influence over. I do not support the proposed changes. It feels like there has not been adequate transparency for how the money generated by the increased fees will be spent or managed. It also feels like fee increases are unnecessary and being driven by misguided priorities. Then they will be able to compete against the very registrars that they are administering to will give them an unfair advantage and that will give them a virtual monopoly.Verisign giving you $20 million dollars amounts to bribery for you looking the other way. I do not support the proposed amendment. There seems to be no particular benefit to end users like myself who run a small .com domain, and the only likely visible effect is an increase in prices. The price cap applies only until October 2026 and there appear to be no restrictions beyond that. It is also disheartening that at a time when prices for technology are consistently and constantly downwards, ICANN has reached a solution that involves increasing prices for end-users. ICANN is at the core of the Internet, which is ever-growing; there must surely be better ways of raising the revenue that ICANN needs without simply increasing prices for captive end-users who have no alternative. I would like to voice my objections to these price increases. If anything, these costs should have been going down over time. It is reprehensible to allow for this many increases and for such high amounts. This is going to compound the oligarchical problems in our society even more, for someone's greed. Stop listening to lobbyists and messing with all good things, like the internet. More people have .coms now then decades ago so more are already contributing, whereas storage space has gotten cheaper. These changes are completely unjustifiable. It's horrifying that they're being considered - do not allow this to pass.

If there is no clarification re how ICANN will spend the $20 million to improve the .COM space, who do you recommend all .COM domain holders should contact to protect their interests? I’m thinking FTC and Monopolies Commission, but if you have better suggestions I’d be very grateful. This kind of commercial behavior must be stopped in its tracks asap. I'm writing this to express my dissatisfaction at the news involving ICANN's decision to not only drastically increase the prices for .com registrations, but also for the obviously greedy deals being struck for millions of dollars without any accountability whatsoever. It's already ridiculous enough that that the price is where it's at, just to register ownership of a simple website address. The fact that other domain extensions are almost astronomical in price is even crazier. However, increasing .com registrations, which make up nearly half of all domains, is nothing short of greed as it is both unnecessary and useless for everyone -- except the greedy pockets of those who don't have to do anything apart from collect the overpriced fees. If you keep pushing people then they will demand more intervention, which would bring about more legislative or even legal actions. Is this what you're trying to accomplish? Get off the side of greed for once and be an organization for the people. Self-serving, greedy systems like this are outdated and need to expire. Thanks for your time. -Brandon

I am hearing that verisign has a somewhat of a lock on .com domains as a wholesaler and will be raising prices significantly over the next decade. It seems no matter what registrar I go to I am still stuck with the native wholesale pricing. Once we lock into a domain name we are somewhat stuck as we develop significant internet weights. Specifically as a consumer we can have hundreds of logins that use emails as a login value let alone an email address. In addition many many vendors use these emails as a two factor validation method. This makes it very difficult to leave your domain to another domain such as .info. Hello, I wish to voice my objections to the raising of registration fees paid to Verisign for .com domain registrations. The 7% per year for 4 year fee increases are well above the rate of inflation and does not reflect the costs associated with running a domain registration business. It is ICANN's job to protect domain registrants from abuses of Verisign's monopoly position. In this instance it appears that ICANN is instead an enabler of Verisigns abuses. I find it very interesting that closed door deals occur for pricing on domain names with zero input. Then, late in the game, pybluc commenting is opened. The fact of the matter is that TLDs should be much cheaper than they are now. You are basically selling vaporware. A string of bits in an electronic world. Keep the pricing where it is. Cut your costs. By the way, what are the costs? What makes up your overhead?

Surely no big corporations will object to the proposed increases as they earn money off their domain name. However, this is going to have a significant negative impact for starters, local ONGs or foundations and small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. I am dismayed to learn of the closed-door deal between ICANN and Verisign that will lead to significant .com price increases over the next decade. I am not against extra funding for data infrastructure improvements, but there needs to be much more transparency about the terms of the deal since it will affect so many small businesses and individuals. From what is visible to the general public, this deal looks like a conflict of interest bordering on corrupt practices. Prove me wrong by making the decision between ICANN and Verisign transparent, open to public scrutiny, and ACCOUNTABLE to the millions it will affect.

I am taking this time to email you with four significant concerns I have with your Verisign Contract : *1. Price Increases* Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. *2. ICANN Will Receive an Extra $20 Million* With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. *3. Verisign Can Operate as a Domain Registrar* ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. *4. ICANN Ignored Previous Comments* As detailed on Standing Up to ICANN to Keep Domain Prices in Check and pricecaps.org, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. These changes will have a significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. This is not right! I'm so tired of all of this, we've got .org now owned by a venture capital firm instead of a non-profit and a bunch of other absolutely stupid and unforgivable moves being made in the TLD space. Stop it. The '.com' is what many think of when they think 'domain name' and making it even less accessible is the wrong move, its already frustrating enough that that VeriSign administrates this and '.net', important parts of internet domain infrastructure. NO, don't increase the cost, throw out this agreement, nobody wants it but VeriSign and to be frank nobody wants VeriSign to administrate this TLD anyways.

It should be noted that .COM domains are a backbone to the Worldwide Internet community as it has become synonymous to the Internet for many people. In many parts of the World the other TLD's such as .NET , .ORG .CO etc. are not seen as a part of the internet. It's a request to ICANN to see the wider picture in a Global view with Under Developed and Low Internet penetration areas in focus. It should be noted that the Internet is a global phenomena and not just about the United States. Your proposed amendments to the .COM REGISTRY AGREEMENT with focus on funding and to suit a certain Private Commercial entity whose operations are limited to the United States of America is short sighted and seems to be malicious. I am associated with the secondary market in domain names. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. Hello, I am writing to voice my opposition to Proposed Amendment 3. Despite there clearly being potential financial gains to be had by raising the registration fee on .com domains, the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. While price hikes such as this likely won't mean much to the larger business concerns that buy in bulk, it will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. At worst, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal. Thanks, James Sevener

ICANN Amendment Comment - I have been a registrant of multiple .com domain names over the last 20+ years, and would like to continue to use this TLD for business and personal uses due to its ubiquity and strong public understanding. I am strongly against the proposed price increase of .com domains. While this is in Verisign's best interest, it would have negative consequences for everyone else. The current rate of $7.85 already provides a generous amount of overhead vs. the minimal fee to process .com registrations. ICANN is not under direct government control, yet still wields great power equivalent of that which only government run organizations possess. This should provide even more incentive to operate the domain name system in the public interest. I believe that this proposal goes against the very nature of an open Internet by working exclusively with Verisign. ICANN should also be politically neutral and not roll back an agreement due to the fact that it was created under a different political party's administration. Hello. I would like to voice my opinion with concern to the 3rd amendment. My reasoning behind this opinion is that websites are at the core of the internet, bringing everything together. The current price tag of around 7 dollars as it stands allows me, as a student, to create websites for school projects. Increasing this price tag can only benefit Verisign and in turn causes damages for small business owners. I believe every type of commerce should be able to create a website, including the small startups which could later increase significantly. For the reasons mentioned above, I oppose to this ammendment.
