I am submitting this comment to OPPOSE the proposed Amendment 3. The domain name registration system should be run in the interest of public good. The only beneficiary of Amendment 3 is Verisign. Verisign will maintain a monopoly hold on .com names and will be able to drive the prices of .com names up by 70% over the next 10 years just because it wants to make a money grab. Verisign already reports $300 million in revenue and $198 million in operating income last quarter. Clearly these price hikes are NOT necessary and will only serve to enrich this private sector company at the expense of everyone with a .com domain for their web sites. The internet was envisioned to be run for the public good. Deals such as this are an abdication of that mandate and are simply catering to private sector greed. Please do not adopt this ammendment. As a small-business owner who uses a .com domain for my business website, I am concerned about the provisions of this proposed amendment. Firstly, the potential of price increases in the future may be prohibitive for my business to retain my .COM domain. If I needed to change my domain, that will negatively impact the web presence of my business which may greatly affect my business health overall. Please consider that many small-business owners like myself rely on our websites to introduce our businesses to customers, and many businesses (especially those that rely on internet traffic) may not be able to afford to maintain a .COM domain with the proposed changes. Secondly, I am concerned about the following provision “The proposed LOI also provides that Verisign will contribute U.S. $20 million dollars over five years.” There is no explanation for how ICANN will spend the money, or who will ensure that the funds will be spent properly. To whomever this may concern, Upon learning of the very possible reality of .com prices increasing in no small part thanks to Verisign, I knew I must make my voice heard. As someone learning to code and making his own websites from scratch, having some registered .com domains has been an excellent way of making my coding practice have more merit. Increasing these .com prices will not only hurt me, but the many others trying to find a job in tech when there are already so many other hurdles to face in this field of work. While larger companies may not pay any mind to the change in price, it is definitely something that will still affect many others trying to make unique ways of sharing their skill and talents online through a legitimate .com. Basically I am imploring you to remember that the internet is used by more than just wealthy businesses. The internet is normal people who don't have a ton of money to throw around. People who look at this expense as bearable, but if the price goes up as a yearly expense becomes userous. Normal people doing recipe websites or poetry. People doing blogs or artists with personal art websites. People who want to just use their own names. Little people who use the World Wide Web to do more than surf social media. Hi, I'm writing in opposition to proposed amendment 3 for the following reasons: 1) Assigning Verisign the .COM registry is nothing more than a backdoor for them to monopolize the .COM domain registry business, which would be disastrous, given that the .COM TLD is the lifeblood of the Internet as we now know it. 2) Even with freezes after every two years, a 7% annual increase is unnecessarily inflationary at best and craven profiteering at worst. 3) The first two factors combine to create a chilling effect on commerce and expression. Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are Verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they *should* be run for the public good. One of the great things about the internet is that it "levels the playing field" for all humanity, allowing for the (almost) free exchange of ideas and information. Yes, the .com extension is the most popular one for websites, but realize that many small businesses and individuals will purchase the .com version of their domain simply to protect their name and/or brand. Therefore, even non-commercial sites own their .com domain. By increasing the cost of that extension, you're hurting the little guy, while not even phasing the "rich and powerful" who could potentially use those .com versions to subvert the good that someone might be attempting to create in the world. The middle class is poorer every year, and purchasing a domain name to enter the internet market place is one of the diminishing resources which allows people the opportunity to dig themselves out of economic woe. Must this opportunity for people to improve their situation be moved further out of reach so that big money can get a little more money? As a small business owner and someone involved with other small businesses and non-profile organizations, I’m concerned about the proposed changes to the pricing for .com domains. By allowing a 7% increase, annually, for those domains, the wholesale prices for .com domains will rapidly increase. That rate is far above price indexes for goods and services. While I recognize there are some caps for increases up to 2026, this opens the door for those prices to continue to increase after that date. I also recognize that the infrastructure needed to manage domains and registrations is not free, but given the goals of the internet to provide an open platform for all, allowing for unreasonably high registrations prices, even for companies, moves away from the internet being a level playing field. Owning a small business is already an expensive proposition, and the additional cost sought by ICANN which will ultimately be passed along to the business customer (and end customer) is absurd. No reasonable reason exists to levy additional cost when ICANN already controls a monopoly on address/domain registration. The increase is an abuse, and ICANN's ability to hide under the protection of regulation to push increases is identical in nature to actions of the British East India Company and English government that triggered the original revolution in the US. I am not for price increase of top level domain name, one because there are no added benefits to show reason or justify increasing of the cost on a “software” name brand considering that your customer base has been on the increase and for still said domain name. Additionally its counter intuitive as businesses are striving to go online and with this in mind web development is still at its infancy to fully put most systems online. If this does continue we the internet users will look for a solution out as well as advise new clients on this rising cost and work together to create our own community based top level domain name servers to ensure that the internet remains cost effective enough to give more people a chance to be connected. Dear ICANN, I'm dismayed to hear that ICANN has proposed allowing substantial fee increases for maintaining .COM TLDs. Over the past decade, I've watched the internet grow more and more homogenous as a small handful of corporate platforms gradually wall off users in tightly regulated platforms. The expression and creativity of the early internet was largely fueled by how easy it was for individual end users to plant a flag and manage their own sites, at their own domain. Raising the barriers to running individual sites hurts everyone on the internet, especially people who create content, products, or services, that compete with big platforms or run afoul of their murky censorship guidelines. As far as I'm aware, the administrative overhead for maintaining the domain registry has remained mostly stable. Keeping domain costs stable for end users will encourage the participation of good internet citizens and make the internet a more diverse, creative, and democratic space. Hi ICANN team, Please amend your proposal to allow Verisign raise fees for .COM domains. The domains are already expensive as they are for individuals and small businesses. Internet and IT have always demonstrated economies of scale. While I understand that there are costs involved to maintain the security of it, Verisign should be addressing them through innovation and by lowering the expenses for domain registration, and then using those efficiency gains to drive other important goals. If other companies can do it, Verisign has no excuse. Only companies who have monopoly and do not innovate allow themselves to raise prices. Raising prices and not innovating is not good for consumers or 21st century society when we should be internet more accessible for people. A back room deal between ICANN and Verisign really feels like the bad old days of big business forming cartels and trusts that benefit big business at the expense of consumers and smaller businesses. There needs to be some independent oversight and check on the power of big organizations like ICANN and Verisign, and clearly that oversight cannot come from the U.S. Federal Government's executive branch, which has proven itself corrupt and beholden to the interests of business at the expense of individuals. Further, the .COM Registry Agreement has impacts well beyond the borders of the United States, so any oversight needs to not only be independent, but international-perhaps an entity like the World Trade Organization could fill this role. At any rate, two powerful organizations ramming price increases down the throats of individuals and small businesses all over the world is not only counter to the egalitarian, democratic ideal of the Internet, but it also smacks of corporate malfeasance and bullying. I concede that ICANN may need additional funds to enhance the security of the Internet, and that we may well be due for an increase in registration costs to keep up with rising prices in all areas, but this is not the way to do it because there is a clear conflict of interest and an unchecked monopoly. For these reasons, I urge a rejection of amendment 3 until the amending process becomes more open, inclusive, transparent, and subject to truly independent oversight. In negotiating said contracts, it’s my job to make sure that vendors not only don’t take advantage of my clients (especially if some contracts were already signed before I was hired) but also to make sure vendors adhere to all that has been agreed upon by both parties, so there is no way any “side deals” or “surprises” come up before, during or after my client’s event. In contract law, not adhering to all that is written therein constitutes a breach of contract, and if ICANN has a contract that states they are not able to increase prices until a certain time, then it would behoove them to adhere to that contract and make any all adjustments at the time when a new contract is needed to be negotiated. After doing some research, I came to the knowledge that there was a recent agreement made between Verisign and ICANN that has a big impact on the industry. I object to the proposal that allows above market rate price increases with no transparency on how the funds are to be directed. Increasing prices in-line with inflation is perfectly understandable but this proposal is completely unreasonable

This amendment is terrible and it only benefits Verisign. The internet is a haven of cheap innovation and spreading of information. By increasing the price of the most recognized TLD, you are hindering innovation. Other TLDs are not nearly as recognizable and many people refuse to trust going to websites on less recognized TLDs. When I think of who this price increase impacts, I think of students, technology enthuiasts, small businesses, nonprofits, and hobby programmers. Most of our clients are VERY small businesses and nonprofits and are not supportive of price increases. As I handle renewals for them and usually pay for them and wait for reimbursement, a price increase is a hardship. I am against the proposed price increase to .COM domains. No one other than Verisign wants increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. Craig de Fasselle Springboro
