One of our few reprieves is that getting a website and domain name is cheap and relatively easy with the right tools. Startups and new businesses under 5 years old create 99% of net new jobs in the USA, yet entrepreneurship is on a decline, and every year, more regulations and challenges come up that make starting a business more difficult. A free internet and easy access to domain names is essential to starting a business. You people are looking to make the Internet another rich only and deep pockets organization only playground. The Internet itself was created by the US government for the People and for research and development, and while commerce has bloomed, this should not be now just for the sole exploitation by private companies to gouge and make more money off our backs. "Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 " This is crazy, heavy handed, greedy, totally uncalled for, and UNACCEPTABLE! "ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. " Can you say MONOPOLY??? We'll be forced to call on politicians to get involved, and they'll LOVE the opportunity. You won't be able to hide behind the Trump Administration forever. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. " HOW DARE YOU IGNORE NEGATIVE COMMENTS!!! I oppose Amendment 3 to the .COM Registry Agreement. Any price increase to .COM pricing is a financial burden on me. I have several personal domains and since they have or had email, I have to keep the domain essentially forever. I'm absolutely distraught over the pricing of "premiere domains", so often I end up getting a .COM domain and if those prices go up, then I have to get a .XYZ domain because it'll be the only TLD that I can afford. NO MORE BEHIND CLOSED DOOR DECISIONS! Verisign is making far too much money on domain owners as it is. I PROTEST THAT: Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don't stop there. I PROTEST THAT: Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. We should start an initiative to find out who it is in ICANN that is wanting to funnel more money to Verisign and clear out the ICANN swamp.

Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

I am, personally and through several businesses, a registrant of multiple .com domain names. When does the corporate greed end? With ICANN being the only provider for their services - we, the public, are beholden to them much like a monopoly. I would like to see where price increases are going - what services are being improved and generally, what is the justification for continuous incremental price hikes? I do not see how Verisign has any business dictating prices anyway - they provide no value in the domain registration process - they are simply a manager of the .COM registry. Hello, I oppose amendment 3, it seems totally unnecessary to the continued usage of .com and especially with the lack of details, only exists to enrich Verisign. The cost would certainly be felt by other web tinkers like me and would likely result in many small websites with their own small piece of internet history going off-line as the owner may not be able to justify the new costs. If .COM is changing to be enforced for commercial usage, I ask that at a MINIMUM the existing .COM domains are grandfathered into the old pricing. However for the lowest barrier to entry to enter the internet and create websites in a time where large corporations control a large part of the internet I believe the pricing should NOT change.

I would like to express great discontentment about the recent backdoor deals ICANN made with Verisign to remove the cap for .com domains registrations. As the owner of several .com domains and as a small business owner, I can attest that the choices you make affect us all. What you settled for with Verisign is no more than a bribe. I truly hope that there is no filtering software or big data logistics tools "reading" this. These comments deserve human attention, because that is who your choices are hurting-- humans and small business owners all over the world. This is shameful. Firstly, that these secretive closed-door agreements must stop and instead that you engage in open-door and transparent negotiations. We the public also wish to understand important areas of these agreements such as how you intend to spend the increased revenue, you plan to ensure that the funds are properly spent on domain infrastructure and who will oversee that process. Increasing these prices can damage to the entrepreneurial atmosphere. From our end, this price hike seems unnecessary, especially if the funds aren't going to anything to improve the future of the internet. I understand that increasing the wholesale price is probably intended to affect the wholesalers only, perhaps even designed to prevent the wholesalers from profiteering on the domains that they've purchased in order to artificially raise the price of said domains, but being realistic, the consumers will probably take the largest hit from this change no matter how you hash it. Not only does this limit access to those who wish to have a stake in the web world, it is detrimental to the integrity of business on the internet as a whole. If this truly is an attempt to "widen" the market, in that, more domain registries were to open up as a result of this change, where the existing registrars can no longer afford near as many domains in bulk in which to profit off of, my fear as specified is that the consumer is impacted the most. There are many small/medium sized businesses who own many domains for each of their own products who will be affected in ways disproportionate to the existing registrars. The businesses targeted by this motive would still come out on top... It is as if a utility bill were suddenly and perpetually raised, while its funds were not used to improve its infrastructure. A big decision like this, which will affect millions of internet users- including small businesses and non-profits, should not be up to only two companies to decide. This is reference to the uncontrolled arms-length contractual arrangements between ICANN and Verisign. The unsupervised activities of these two organization have worldwide ramifications on Internet use and traffic. As these are now vital arteries of communication throughout worldwide society any misuse will have a great recoil of detrimental effects. As a tech familiar with domains and storage I am aware of the costs of new technology and storage. As a seasoned businessman and individual I know that the costs associated with storing a few bits of information in the form of a Domain name and sending out automated information about it once a year isn't even pennies, let alone dollars which you currently charge for a "domain name". By initial review you should be making thousands of percents over costs over facility equipment and personnel. And now, you want to increase those huge percentages by 7% a year? This is either pure greed, or foolishness. In either case, you need a strictly business supervisor to keep watch over you from an outside agency. The conclusion which will be apparent to ANY government/public agency is that there is tremendous waste, extravagant spending, and gouging of the innocent public by two arms-length monopolies controlling the use of part of the internet. In as much as your careless and unregulated actions are detrimental to the economy, harm innocent users, and reflect substantial personal gain through use of government channels, I will support and endeavor to have any further misuse of your mutual organizations removed from these critical public social and business channels and put into the protective hands of a conservancy. They require a Finance Officer who can say "No" to wasteful expense, and they need to establish a competitive bidding system which will keep the prices down, instead of up, as this "friendly" arrangement will provide for. ICANN was created in part to introduce competition between domain name registrars, but now ICANN itself is at the heart of the problem, without considering any input from Internet users on these critical decisions. There are four main concerns with ICANN’s decision: 1. Price Increases Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. 2. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. 3. Verisign Can Operate as a Domain Registrar ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices.

Good morning. I am a freelance artist/small business owner of SteckelFX LLC, whose website is steckelfx.com. My website is very important to my business, as it acts as both a resume, and a point of reference for my customers. I am very much against the proposed amendment regarding .com pricing. The suggested change that an increase of 7% each year for 4 years, a 2 year freeze, and then a repeat of the cycle with no end or cap in sight is both terrifying and disappointing to me. Terrifying because many freelancer's fiscal situation is tenuous at best, and the prospect of one necessary component (among many other necessary parts) of our livelihood skyrocketing to astronomical and unnecessary proportions fills me with dread, and that makes me disappointed. It disappoints me that the internet, possibly the greatest human invention ever, that thing which connects the world, is having a large portion of it put into a stranglehold. A stranglehold that is the first step to this wonderful source of information being smothered and controlled by only those with the pocketbooks to do so. I understand that a price increase on a simple domain name may be small, but it is a small step towards the giant leap of the fall of the original idea of the internet. The internet has already been twisted by greed and corruption, whose repercussions are difficult for the common user to avoid (case in point, I'm sending this from a google account). I implore you to not aid in this. The complete lack of transparency of why you are receiving 20 MILLION dollars, and furthermore how that money will be spent by you, is worrisome. Please take a moment to put yourself in our shoes, and see how this looks. It looks like a bribe by a powerful corporate entity. It looks like you can be bought. I'm not accusing you of this, but I ask that you think about how it looks. I am disheartened by these actions that you have taken, and it does not paint a good picture of the future. I have taken the time to write you these comments, even though I doubt that you will take them into consideration. As was shown when the price-caps were removed from .org, .info, and .biz Top Level Domains. When over 3500 people in your community are against an action-- when less than .001% of them support the price cap removal-- it is hard to believe that you have an interest in what we the people have to say when you appear to ignore our voice. It wounds us that you removed those pricecaps based primarily on a *biased preliminary* analysis that did not reference any data. Where is the sense or logic in that? I manage several domains and it is a constant challenge to keep clients from clicking on fake, overpriced, domain registration emails taking advantage of their ignorance about how things work. The high price has been the biggest reveal. Climbing prices for the real thing only contributes to an internet environment riddled with suspicion & distrust. It has been restorative to deal with real businesses offering the real fees; but the worst thing about no cap on raising the fees is how it will exclude many legitimate small businesses, already strapped by a variety of monthly fees, from participating in the web. I was disappointed to learn that under the new contract changes with Verisign that they would be allowed to increase the price on .com domains. I am just a regular internet user, but I have many .com domains. .com domains are still the most common and best TLD to own. Allowing this increase could increase the hold that large corporations already have on the internet. It creates a barrier of entry for small organizations, businesses, and individuals to be able to own one of the most powerful domains. This decreases the democratization of the internet which is important to maintain and hold. Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal.

Because a handful of corrupt and greedy executives at the top decide they can take advantage and get wealthy the rest of us should be made to pay for they're jets? Dear ICANN, First, I am writing on my own behalf, and not on behalf of my employer, even though it impacts all of us. As I read and considered the implications of the sad news that you are considering accepting (or have accepted, really) what's essentially a back-room, private benefit deal with VeriSign for ~$20,000,000 USD, my heart sank. VeriSign and its owners, has deeply profited over the years from a unique position within the Internet. And it is an organization who-if not for such a unique position-would have long ago collapsed under the weight of its own hubris, poor service, high costs, and inefficiency. ICANN claims to be a "...not-for-profit public-benefit corporation..." and this move is anything but a public benefit. I have worked with non-profits before, and understand that money for organizations like ICANN is scarce, scrapping for resources and territory is rampant, and the deal with VeriSign is very... tempting. ICANN claims that "the idea is that Internet governance should mimic the structure of the Internet itself- borderless and open to all"-but especially without greater transparency and essential (and very public) protections and boundaries in place in deals like this-especially .COM TLD price increase limitations... creates an environment that is NOT open to all. And this deal was NOT in the open, its details clearly NOT open to all, so this is a violation of the trust which we have given to-and our public charter with-ICANN. I, for one, have had enough. Administration of the .COM TLD is already a license to print money, and that cost is already far too great! But VeriSign's (and apparently, ICANN's) greed is insatiable! I'm "small potatoes" (as we say in the USA,) with only 10 or so .COM URLs, and over time, the .COM cost is already far too great-even though I utilize a low-cost registrar! However, should this continue, I will be forced to move my remaining TLD's to non-.COM TLD's, and the business impact be damned! The value of .COM is already slipping, and over the next few years, if this continues, it will simply fade in importance even faster. I sincerely hope you will change your mind. Hello, ICANN needs to keep .com names affordable, and instead your company is putting money before your customers. Your organization that oversees domain names, announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). Your changes were made in secret so you keep more money from consumers who have no choice but to pay more to keep their domains. These changes will have a significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. These harmful changes will promote censorship, as only people with wads of money will be able to purchase .com names as if they were plots of land. This is unfair, and every consumer should know the ramifications caused by your organization. This new proposed agreement with VeriSign is nothing but a monopolistic money grab. If the .com agreement was competitive the wholesale price would drop to $1 to $3, possibly even less. The idea that the price could increase is only possible in a monopoly, and ICANN is proposing to just hand millions of dollars to VeriSign in an incredibly corrupt agreement.

I disagree with how closed the process surrounding this amendment has been. Decisions affecting such an important shared resource such as all .com domains should not be made in secret without input from the global Internet community. Please consider postponing this amendment until after you disclose further details (such as how ICANN will spend the $20 million from Verisign, and more certainty about future price increases). I am concerned that significantly increasing prices will make it less accessible for those who cannot afford it - accessibility for *all* is the true beauty of the Internet. This means less chances for small and medium companies or people starting a blog, a business and so on. It would make sense that it could follow Price inflation however, a limit should be present. I understand that has a company you wish to make more money, but you Will just chase users to other domains.
