If we are to believe that allowing Verisign to raise the prices potentially substantially, in return for a lump-sum payment to ICANN, then we should at least see full transparency into why those funds are needed, why there was no alternative, and of course full transparency into ICANNs spending past, present and future. Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are Verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Hello, I am the owner of hundreds of domains. I heard about the proposed plan for a hefty annual increase in domain renewal fees in the next 4 consecutive years. I wanted to voice my concern to ICANN that this would impact domainers with many domains like me significantly and would certainly discourage me from retaining a large portfolio as I have done to date. If I had owned a few domains the impact would not be significant but owning over 300 domains makes a big impact on me. I really hope that you will re-consider such a decision. The cost of. Com registration should reflects the cost of running the registry. Over the years the cost of running and maintaining dot-com registrations has decreased. Instead of seeing a decrease in price we are seeing the opposite. Dot-com registration price should only increase if the costs associated with it increases otherwise it should be capped at current prices if not Lowered. Raising the prices of. Dears, According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases dont stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. Not least, Verisign will also be able to operate as a domain registrar. In other words, the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing. This harms competition, choice, and domain name services. I would like to know how ICANN is guaranteeing that the best economic practices are adopted and that consumers interests are protected. This agreement will effectively increase the costs of the public access to internet domains without any input from the public. This will harm numerous small internet businesses and restrict economic activity. The proposed agreement does not even specify how the additional money would be used to benefit public access to internet domains. Business agreements make in secret that affect the general public should have public input to allow for the full impact of the decisions to be discussed. As the leaser (no one can own anything anymore) of domain names. If I don't pay my taxes and in this case, my ransom, my domain name is taken away. With no input to the original decisions made, I can only submit my serfs opinion to the king (ICANN/VERISIGN).Please consider the impact of this amendment and the effect to will have on the other serfs under the rule of the king. As always, I know this will fall on deaf ears and the king will bid his will on the serfs as it has been throughout the ages. But I ask again to please reconsider the impact this will have on people that don't have the means to afford the rising costs of domains. I am currently in Africa, where in this country, the largest economy in Africa, the average wage is $2-3US a day - if one can find work. Yet, there are many here that have a dream of owning a business. I ask you how can someone in this position ever hope to achieve their hopes and dreams with the continued rising costs that further separate the have's from the have not's? It does not feel like ICANN is looking after the interests of its users at all. The proposed increases come across as monopolistic price gouging. Domain registration is a highly-automatable business and should therefore have a very low cost base. ICANN should rather use competitive market forces to keep prices low and service levels high, by putting the .com domain registration operations up for tender for fixed multi year periods. Dear ICANN, I am concerned about how this amendment to the Registry Agreement will affect me and any other entity who would like to buy a .COM top-level domain. My concern is that Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023; and then again during 2026-2029, and continuing into the future. I am worried that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85. Since it is likely that most of these increases will be paid by domain name registrants I am understandably concerned. I personally own several domain names and plan to buy more as ideas and time passes by, and I do not want to see that access restricted. Additionally, this would limit startups and other small organizations from purchasing domain names that are vital to their success. Ultimately, I think you will see a large migration away from the .COM top-level domain if you do not do something to address these issues. Best, Carson

Hello, As a small business owner, I am a registrant of several .COM domain names. Amendment 3 unfairly and disproportionately targets small businesses. Please do not join the wrong side of the existing all-out-war on small businesses. With ever-increasing automation and advances in technology, there is clear evidence of LOWER costs throughout industries. So, I can understand a valid case for DECREASING the current .COM rate of $7.85. But is ICANN working to allow price increases for 8 of the next 10 years? Seriously? This is insane! VeriSign should employ technology to lower become more efficient, and lower their per unit cost. Furthermore, increasing .COM cost will mean a greater likelihood that small business will drop their domain (leading to further .com ownership centralization) and submit to a closed environment such as Facebook. Small business is already under great stress and is being increasingly targeted by large corporations such as Amazon, large financial institutions, and now it seems powerful greedy managing registrars. This unilateral move by ICANN will demonstrate that they close ranks with, and side with such large institutions in this direct assault upon small business. ICANN's mandate is to govern the domain name system in the interest of the entire public, including the little guys, not just large powerful entities such as VeriSign. Please do so! This change to the contract with Verisign has come up suddenly, and although I appreciate the comment period, I think that the decision to raise prices for .com domains is due to an influence from special interests and not the people themselves. Verisign’s $20 million payment to ICANN is not promised to do anything, and there is not much information forthcoming. To me, it seems like a cash grab, as the benefits of this have not been made clear. A price increase will only be detrimental to all small owners of .com properties. It will increase costs to maintain a site putting the ability to start a online business out of reach for many. I oppose the plan to increase the price of .com domains. The increase is going to price individuals out of a way to create or maintain their businesses. Only large corporations will be able to absorb the cost of owning a domain. What are your plans for the additional funds you will be receiving? Will the extra funds benefit the owners of the domains, users of the internet or just line your own pockets? Are you trying to stifle entrepreneurs by pricing them out of the access to the internet even before they can begin their business journey? Its difficult enough to build a solid foundation and large following on the web without adding extremely high prices each year for maintaining a domain. You are going to price people out of the market before they even get started. Also, you could make it easier for individuals to comment on this matter. I'm a registrant of several .com domains and I do not agree with the proposed price increases to .com domains. Any such decisions should be made in extensive consultation with the community. This decision should never have been made because the current price is already above what it needs to be, let alone any increase. Verisign clearly want more money and want unfair leverage in the marketplace. It's their prerogative to want that, but it is not right for you to agree to it. You are supposed to run the system in the community's interest, not theirs. Please do not go ahead with this proposed change.

To Whom It May Concern, This letter is in response to the request for public comment on the ICANN-Verisign LOI and the Third Amendment to the .COM Registry Agreement. My comments below are based on the knowledge of ICANN’s non-profit status and its statement on its website that “ICANN’s fundamental belief is that all users of the Internet deserve a say in how it is run." LOI The LOI doesn’t make good business sense and would give Verisign an unfair advantage as a domain name registrar. ICANN manages, but does not operate, root servers. If Verisign is to provide services that increase security of the root server system, then it should be ICANN who pays Verisign. Verisign already sells security services to the domain name owners and registrars. According to Verisign’s website: “Verisign operates the authoritative registries .com, .net, .name, .cc, .tv, .コム, .닷컴, .닷넷 and קום domain names, and provides domain registry services for .jobs and new gTLDs. Verisign does not register or renew domain names—we work with domain registrars to register domain names.” However, the LOI will give Verisign the new ability to register domain names, allowing it to compete with its customers and enage in anti-competitive behavior. The LOI will give Verisign the ability to underprice to the public similar services already offered by its domain registry competitors by overpricing its existing services to those same registrars. Nothing in the LOI prevents this. All things considered, there is no evidence that the $20M to be paid ICANN by Verisign is nothing more than a quid-pro-quo. It enables Verisign to unfairly compete with the domain name registries that rely on it, which would be worth much more to Verisign than $20M. Not named in the LOI, but coincident to it, is the Third Amendment to the .COM Registry Agreement, which gives Verisign the ability to increase fees to its customers for .COM names by 7% a year. This is yet another gift in the quid-pro-quo in return for the $20M. Third Amendment to the .COM Registry Agreement No explanation is given as to why Verisign has earned the right to increase .COM registry fees by 7% a year. If Verisign’s costs associated with security are increasing, why isn’t this stated, and why is Verisign depleting its valuable resources by paying ICANN the $20M per the LOI? Altogether, giving Verisign the right to operate as a .COM domain name registrar to the public, while charging competing .COM registrars service fees that increase 7% a year, is simply a formula for anti-competitive behavior. This is clearly not in the public interest. Both the LOI and the Third Amendment need considerable re-thinking and should not be executed as-is. ICANN, I was recently made aware of your recent agreement with Verisign to allow them to increase prices significantly for .com registrations. In light of both the significance of the price hikes (far outstripping inflation) and the secretive nature of these negotiations, I cannot help but feel that this proposal must be rejected outright. ICANN is not a for-profit entity, and it must not be expected to maximize profit -- particularly not in its role as the Internet Assigned Numbers Authority. ICANN must instead act as a public service, for all users of the Internet, and seek to maximize the general good. And, of course, while it has no particular contractual obligations to, by any reasonable standard it ought to honor the memory of the previous Internet Assigned Numbers Authority, Jon Postel. Dear Sir or Madam, It is my opinion that the reason that the internet has been such the success that it has been is due to the ability of all to enter into it. If you have a neat idea, you can affordably create a space to be the next great product or service. The thing that everyone thinks of as a mark of this success is .com, that is to say that when people hear a .biz, .bb, .xyz, or even .net, they immediately have a lower connotation. They ask "Why don't they have a .com?" This may be due to phishing or scams over the years or the .com boom, but everyone thinks of the .com as the standard for safe, reputable business. While large companies can afford whatever you charge them, small businesses may be forced to spend their money on "lower quality" / secondary domain names and are more likely to be perceived as lower quality or not above bore. This is not to say that each domain name does not have a purpose, each does; it is to say that the collective perceived security of .com is fundamental to a thriving society and economy. In the past, non-root dns servers were set up to expand upon the options that you did not provide and forced you to even take some of the offered domain names into your fold. If you raise the prices on the fundamental domain names like .com, you may set yourself up for greater interest in such services again. If it was not clear already, I oppose the changes that you have proposed in the amendment and I hope you realize the deterrent they will cause, and urge you to do the right thing by terminating amendment 3. I make a modest living, under $50k per year. I own two domains—one for my freelance work, and one for my authorial work. My business has no budget; I am the business. A regular hike in .com domains will affect my ability to pay my bills, and might force me to cancel my domains, making me lose clients and income. Most of my clients are web-based as well, and this will hit their bottom lines, also affecting my income. ICANN is meant to encourage competition, but it has become a monopoly. I am opposed to the agreement you worked out with Verisign that will increase .com prices over the next decade or more. I work with a small not-for-profit. We purchase the .com version of our address so we will not have another business camped out next to our .org site offering something that would be an issue for our organization. To have to pay significantly more for that is not easy for us. Hello, I have some domains for my hobbies, for my wife and for my kids. These small increases are absolutely going to make a difference for me. I just let about 8 expire out of about 18... If you go ahead with these price increases, you will be losing some domain renewals from me and killing some of my hobbies for certain, perhaps some of my kids hobbies. We make no money from them at this time. If you push people off of .COM's, you'll inevitably shift power to other domains outside of your control. .COM's are still special, but the saturation of other domains, when fueled by expensive .COMs will overshadow .COMs. I specifically don't buy most of those special domains because they're too expensive. Hello there, This is a comment regarding small business and the proposed amendment. With .com now being the standard and have strong demand, I totally get your motivation in increasing the prices: fewer .com domain available, good notoriety and more people interested. However, please do not forget small company who own .com domain. We are a small business and back in 2007, we chose a .com domain (instead of .ca). We could have chosen a .ca (but it's two late now), but we didn't. It is now sad to see that ICANN want's to take a decision that will harm a lot of small business that have a limited budget for their online presence, even if it is those small businesses who contribute to make .com domain popular. Hello, Goodnight. I do not agree with the Proposed Amendment 3 to the .COM and I do not agree with this unilateral decision about Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. They must take customers into account, the internet belongs to everyone. The way they are handling the situation is also advantageous. We demand that the proposal not proceed as it can harm us economically, now and in the future. This proposal must be analyzed and agreed with the entire internet community. Hello ICANN, This is my personal letter to your organization and im totally against increase of the .com domain names price! I think, there is millions of people, who will be totally agree with me and its wouldn’t make the good thing on a market. Instead of this, is better to keep the market on a same level as it is, because anyway is more and more people using the internet around the world and try to get nice names for the business. The biggest problem, that brokers need to release the domains, what they holding for sale for too many years, that people can book their dream domains with .com and with names they want, instead taking names .net /.org /.eu with their dream names.
