As an operator of multiple websites and app, I have lots of hosting costs to cover to ensure I can deliver the service to my customers. Most of the costs of services I use are based on the resource costs of what I and my visitors consume, with the exception of DNS Registrations, which are fixed annual costs, one size fits all... It is clear to me that the actual registration of the domain is not something that should not be growing in cost, in fact should be getting cheaper all the time due to automation. Thus any cost increase should be due to underlying infrastructure to service DNS Lookups due to web traffic. Considering that internet traffic continues to grow, I can understand that the general trend is more DNS Lookups, and thus that more infrastructure is needed to service it, thus an increase in cost. All my websites are relatively low in traffic, and I feel that paying for other people’s DNS lookups indirectly via increased DNS Registration costs is ridiculous. I’m pretty sure with the current model, the majority of DNS lookups are for mega sites like Google, Facebook, YouTube…. why should I be paying for their DNS Lookups? In fact I resent it since I already pay these parties for their services, or they get paid in terms of advertising fees. Let the cost be bourne by those who cause it, not the community as a whole. I suggest ICANN gets on the Cloud computing train and charge domain owners based on the existing DNS Registration, and then add additional charges based on the number of Lookups. It would also make sense for each user to have a universal portal account at ICANN where all domains I own can be managed independant of the intermediate (wholesale) registrants. This is a comment regarding the ICANN decision to raise rates...seemingly without limits and to taking advantage of their position within the Domain Name registration world. The internet is one way that new entrepreneurs can get started. Our funds are limited and I personally will have to drop several domain names if these rate increases occur. I would ask you to consider attempting to get funds from those who grabbed exclusive names just in order to resell them as an alternate source of funds. I strongly object to the amendment for .com domains: 1. Price Increases - If Verisign cannot do it at the present price, get a company who will. There are many who will eagerly take over from Verisign. 2. Verisign cannot operate as a domain registrar from it's present position without gaining an unfair advantage. Give the responsibility over another company if Verisign is so keen to become a registrar. 3. It is not a donation of $20 Million to ICANN when Verisign gains unfair privileges over other registrars, it is bribery. Is ICANN really prepared to stoop this low? It is amazing to see how "respected" people can expose their criminal minds without even considering the fact that people are not stupid and see exactly what is going on.

Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Dear ICANN Organization, The domain registrar company Namecheap informed me about your propose to change the contract you have with Verisign, Inc. who operate the .COM top-level-domain (TLD). Since this action can cause relevant increase of the .com domains’ future price without having any additional benefit for the .com domain owners I’m fully against it. Additionally there is an ethical issue with this changes negotiated in secret since ICANN is a non-profit private organization which has taken over from the U.S. government various administrative duties associated with running the Internet in 1998 and expanded to a global organization with "multistakeholder model”. Domain owners will definitely be the ones who will pay this price increase without receiving a better product or service in exchange. That you are planning to grant Verisign the right to increase domain prices and getting in exchange a $20 million dollar injection, is establishing a co-dependency that is opposing the goals of the ICANN organization. People are happy to pay more if they know why they pay more. If you cannot deliver that answer in a transparent way then you are failing your community. I think the information on your website about this issue is poor and not easy to understand for many people. You need to use plain English if you really want to engage with people. ICANN needs to take responsibility for the price increase. This is a monopoly and ICANN needs to be seen to be looking out for the consumer. There is not enough information about value. "The price for .COM Registry Services has been static at $7.85 since 2012." This is not an argument for a price increase. ICANN needs to explain the amount of money it raises via this "tax" and give a breakdown of expenditure. I strongly oppose the price increase proposed. There is simply no justification for the price increase. ICANN is taking essentially a 20 million dollar bribe to allow VeriSign to capture many multiples more than that in increased profit. 20 million dollars over 5 years is nothing. If ICANN desperately needs this funding, it is sitting on ~450 million dollars from the last 990 I could find (2018 - https://www.icann.org/en/system/files/files/fy18-irs-tax-form-990-return-or… ). If this is essential, it can be pulled out of the budget, it shouldn't be taking VeriSign's money in a quid-pro-quo arrangement to allow VeriSign to raise prices on a monopoly product with wildly healthy margins - "*The operating margin for 2019 was 65.5 percent compared to 63.2 percent in 2018.*" (Quote from VeriSign quarterly report https://investor.verisign.com/static-files/4a30ffcc-5b47-464d-bf43-11637bdf… ). VeriSign has a monopoly over .COM which has an extremely disproportionate power over internet commerce. The cost of operating domain registries has gone down (as seen by competitive bids to operate registries and in VeriSign's operating margin). ICANN pretending it shouldn't be a price regulator is a new line which seems to be ICANN abdicating it's responsibility towards internet users and only representing the interest of registry operators. Removing price caps on .ORG has lead to the catastrophe we see today. Letting VeriSign continually increase prices on .COM has an even larger impact considering it's stronger monopoly and it being an order of magnitude larger than .ORG. If ICANN really cared about competition, it wouldn't be giving contracts to run the registry in perpetuity and open them up to competitive bidding every so often. This selective interpretation of how markets should and shouldn't be free is designed to hurt consumers and line the pockets of registries, which seem to have a revolving door with the ICANN folks. I fully expect ICANN to ignore the overwhelming opposition to these price caps as they did with .ORG ( https://reviewsignal.com/blog/2019/07/01/icann-fails-the-internet-community… ). I will be amazed if we even see the board make a decision or if they simply hand it off to staff and pretend this is unimportant. ICANN's multi stakeholder model is a failed project in governance and I'm sure this comment period will simply be the latest supporting evidence. I'm concerned about your decision to raise prices on ______.COM domains and feel that many people have personal domains or authority sites and don't perceive any financial gain from these sites. If you raise prices it could push a lot of people away from having a website at all. If ____.COM domain owners generated money from their domain, it might be more justifiable, but if not, we already pay a lot of costs just keeping the domain and often have to pay tech help to keep the domain functional and up to date. We do this willingly for our own presence and branding image. Most important, in many cases, such as mine, we use our sites to provide useful blogs, lesson plans, and information to the general public at no cost, so please consider this before increasing prices for ______.COM domains. The .COM domain is most favoured in search algorithms, and we all know that if you aren't findable via search, you don't exist. I feel the need to register my complete disagreement with ICANN's decision to allow VeriSign to drastically increase the price of .com domain registrations. Not only are the cap increases massively above inflation, which by itself should negate the plan, the deal has been concluded in secrecy with a company that has paid millions of dollars to ICANN, giving the appearance of a bribe. Furthermore the .org domain sale debacle has shown ICANN to be totally on the side of the registrars rather than consumers. By rejecting the VeriSign price increase allowances, ICANN can go some way to restoring the faith in the organisation that occupies a central pillar in the internet world. I trust you will read and act upon my worries, along with, I'm sure, the rest of the internet community. Greetings, My name is Mikhail and I own about 5 .com domains and over 15 on other TLDs The recent change in agreement with Verisign worries me, especially the lack of clarity regarding the deal details and what ICANN plans to do with $20 million that it is to receive from Verisign as the part of the deal that can allow the latter to drive prices as high as 70% over the current prices over the next decade. I strongly believe that driving prices up for the .com TLDs will ultimately hurt the internet and it's development, as well as make it more difficult for companies to get commercial domains with no real expenses added to the Verisign. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka start-up’s) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. I am under no illusion as to the reason for this deal. Pure and simple - GREED. I also know that any public opposition will be completely ignored and probably the most that will happen is that ICANN will issue a statement explaining the excellent, (non-profit), reasons for the need to increase. These of course will be poppycock and of more interest will be the bank statements of the Directors along with lists of any other investment holdings they have. Simply put; they see an opportunity to make more money and believe that everyone will just pay. No doubt their calculations will allow for a percentage loss of registrations, (of which I will be one), but the long term objective of more money will be achieved. In essence, they're no different from a pimp or drug baron. Create a need and market, then hike the prices. At the very least, I would want to see accounts detailing exactly where the money has been invested, (besides 1st class travel everywhere for them). If you've read this far, I'll be very surprised as I really don't think you care what people think. Dear Icann team, Having received and read the report on price increases, I would like you to consider the following. A huge majority of the businesses are small entrepreneurs that earn just enough to cover costs. Increasing prices is acceptable, but it becomes unacceptable when the fee is not controlled. For a company with 10 domains, it is affordable, for a company with 100 domains, it is a considerable cost difference. Most SMEs hold around 50 to 100 domains and it could result easily in shedding of a lot of domains, un renewed business for you and the smaller business which make up the majority. We already get several clients every year who drop their personal domain and hosting as cost saving measures. This can only increase if we have to increase our prices. We hope that this will make a difference in you considering the bigger picture of cancelations to come VS revenue earned from the increase. I strongly object to the removal of limitations in the price increase of .com domains, however ICANN will probably ignore objections like they did in the past despite overwhelming objections from internet property owners. So lets face it, ICANN is no longer there to protect the interests of internet property owners; ICANN is now merely a puppet of American technology corporations. This is classic politics, but it is also the declaration of an economic cyber war if the amendment is passed despite objections. At least ICANN is open about the fact that they now except bribes from Verisign to screw internet property owners. OBJECTIONS 1. Price Increases - If Verisign cannot do the job at the previously agreed price, get a company who will. Dot.com prices increased drastically over the past years for internet property owners in other parts of the world as result of exchange rate fluctuations, despite the USD price being pinned. 2. How can Verisign Operate as a Domain Registrar without gaining an unfair advantage over other registrars? Many countries and even the US have legislation against such practices where companies can push their opposition out of the market based on privileges they have. This does not differ from other white collar crimes, especially in stock market trading. 3. And that brings us to the $20 Million bribe paid by Verisign to ICANN. You can motivate it whichever way you want, it is bribery, corruption and criminal. If Verisign want to donate the amount, let them do it but then they should not have any role in .com TLD registrations other than that of a regular registrar. If this amendment goes through despite objections, be prepared for the backlash.

Hi, I heard that ICANN is wanting to increase prices for .com domains in accordance with verisign. How is it prices are always rising even though you are going to receive millions of dollars? Why is it always the little paying for the big? The internet is one of the few ways one little entrepreneur is able to make his business known and earn something. How is this going to be possible if the prices increase until the point only the big enterprises will be able to buy a .com domain? We are fed up. We hope you are reading our comments after all and take the right decision, Regards

This amendment sounds to me like a new step on making .com domains less accessible for individuals. Raising up prices up to 70% or more, if we have into account the past, is vaguely justified. Are salaries going to raise up the same way? Please don't make deals that will end with a less accessible Internet, unless you want an Internet of corporations rather than individuals.
