I am an emerging Computer Scientist from South Africa and the Rand to Dollar exchange already makes domains very pricey. Dear ICANN,As a very small web design agency owner, price increases will lead to increased Costs for my clients and myself. As the internet expands to more people and more have websites, any changes with the verisign contract will mean all businesses online will have to spend even more on website costs. Removing price caps, and allowing Verisign to increase costs up to 7% each year for 8 years over the next 10 years will lead to drastically increased costs for domain names of .com. I will also say that Verisign nor any other TLD operator should be allowed to be a registrar, or own or have any stake in any registrar. That will only increase costs to consumers. Anyone with a website on cPanel/WHM just had massive price increases as a new pricing model was released. This drives up already expensive web hosting costs, and any changes with .com TLDs will only put more strains on small businesses and individual people with website. I write to express disgust at the agreement signed between ICANN and Verisign to allow annual prices increases for the registration of .COM domain names. Verisign already holds a near monopoly on the sale of high-level domain names to registrars and I do not believe that ICANN should be operating to conduct back-door-deals with Verisign to further line its coffers. If price increases are necessary for reasons other than pure profit, put these reasons out there before providing contractual guarantees to Verisign and let them stand the test of public scrutiny. Further, the whole domain registration process is farcical and unfair to many users. It is now almost impossible to find a .COM name that is not already registered, a great many issued to parties that have no intention of ever using them that only want to make others to pay exorbitant fees to obtain them. I believe that ICANN should enforce the release of high-level domain names that have not been actively used by a registrant within a specified number of years – 3, 4, or 5 years. I believe that a great many of these sleeping domain names must be registered by the registrars, themselves, or their proxies, as this would result in significant financial loss if they were to be paying the same fees as third parties. In my opinion this is too rapid of a price increase. I can understand and agree with the need to increase prices for domain registration, but in my opinion ion this proposal is too much too soon. A slower increase over time would be more acceptable to registrants. Dear ICANN, I think the internet should be a free and affordable space for everyone - which includes starting business owners and everyone out there who has a big message for the world - but not a big budget. .Com domains are one way to spread your message and deliver much more trust than any other domain. We are aware of your new deals with Verisign and wish you’d keep a) Prices in check - don’t let them allow to raise the prices. This is basically a monopoly and you would allow them to take advantage of it. b) Transparent about how you will use the money from Verisign. c) Verisign from becoming a domain registrar via a daughter company. This just screams that they can take advantage of it and it’s a very bad deal for the whole world. Why would you allow something like that? d) Listening to us! Hello ICANN guys. Seriously, I hope there will be an investigation by the U.S. Government into this if it happens and that the douche bags involved end up spending lengthy terms in prison. It all looks to me like some of you are trying to take advantage of a loophole you’ve discovered and try to make as many millions as possible without having to justify how it’s spent so your executives can get even larger bonuses, probably paid out under the table as well. I’d like to know what's the justification for this? What possible reason you have to increase the cost of already pricey domain extensions. Sounds like sheer GREED to me!

I oppose the cost increase of .com domains proposed by Verisign. It is difficult for me to understand what ICANN understands "negotiating in good faith" to be. It seems clear here that ICANN and Verisign stand on the same side, and this makes it hard to treat those communications as negotiations. There is not even an attempt to hide the $20M kickback. The entire proposal reads like a litany of excuses for why increasing the wholesale price of .com domains isn't a big deal, and is very, very short on the real benefits of the deal–aside from a guaranteed 7% year-on-year increase in revenue to Verisign's .com business. ICANN has not explained which projects it believe need 4 million dollars a year in funding, or what it is in position to accomplish aside from creating new rules for gTLDs. This proposal is unacceptable in this form and should be rejected.

As a website owner, I regard the proposed Amendment 3 with considerable alarm. There has been an ongoing global movement to make the web less accessible, ranging from attacks on net neutrality and the imposition of onerous regulations. Now, ICANN proposes to exacerbate that problem with a substantial price increase on the most commonly used commercial domain while asserting that this usurious increase is somehow "in the public interest." That assertion runs directly contrary to any common sense; the net effect of the change would be to further squeeze small businesses and small operators, who are already at the greatest risk of loss in the present web climate. I take further issue with the assertion that by structuring the increases to encourage registrants to register or renew for multi-year periods constitutes "registrant protection," given that the entities from which registrants need such protection are the very ones proposing the rate hike. That is a remarkably cynical framing of what mainly seems like an effort to drive an increase in short-term revenues. That may be in ICANN's interest, but it's certainly not in the interests of registrants or the public. Many small operators, including myself, cannot afford to purchase a decade's worth of services in advance to secure some discounted rate; the costs of poverty are a well-known economic reality. It is not that people or businesses of modest interest don't recognize the opportunity for savings, it's that they are simply out of reach. The amendment alludes to ICANN's concerns about security and stability, which are of course worthy goals. If ICANN could demonstrate that certain price increases would be necessary to achieve specific technical or regulatory compliance goals, I and the rest of the online community might regard the proposal with greater sympathy. Instead, the proposed text buries vague promises in noncommittal language: We are told Verisign and ICANN will "work in good faith" and "define . requirements" for potential future improvements. The way this reads to the layman is that the parties are determined to raise rates now and will take their time in coming up with reasons to justify it, with no promises that the substantial increased costs will yield any tangible benefit. Moreover, the emphasis on encouraging registrants to renew for multiple years suggests that we can look forward to future rate hikes, again with only the haziest promise that it will yield any benefits to the security, stability, or integrity of the web. I think it would be appropriate for ICANN to consider carefully its role and responsibility in the modern online world. For example, does ICANN believe it is in the public interest to preserve the accessibility of the web as well as its technical stability? Does ICANN wish to forestall the danger of the Internet being steadily reduced to a handful of channels controlled by a few large corporations, like cable television? There is no clear indication of how ICANN will spend the money given to it by Verisign and no justification on why we will see a possible 60% increase in the price of .com domain names. The internet is a space for everyone, not just those who can afford it. ICANN should not go through with this proposal if it wishes to remain a respected and trusted organisation.

Dear ICANN, I am very concerned that ICANN appears to be rubber-stamping a major rise in .com prices. There does not appear to be any justification for raising prices. No economic study has been undertaken by ICANN to demonstrate that Verisign needs any more money or that there is some other public interest in raising prices. The price increase appears to be purely a money-grab by an already handsomely paid company. That means only its shareholders stand to benefit from the increased price, not the public. Moreover, the $20 million that Verisign is paying ICANN in exchange for a price increase worth billions is embarrassing. Not only is it a paltry sum compared to the windfall that ICANN is bestowing upon Verisign, but it appears to be a quid pro quo despite protestations otherwise. Such conduct makes ICANN look very bad and raises serious questions about whether ICANN can be trusted to look after the public interest. I am against the increase of the price for .com domains. I believe that the possibility of sharing thoughts and ideas is far more valuable. As Verisign will be able to increase the price almost on demand it will most like eliminate significant amount of small business/personal websites from the Internet. Such consequences should be unacceptable.

I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. ICANN does not and should not exist to make huge profits. Nor should it be enabling others to extort them either. Domains are digital real estate. Imagine if only one company could sell land in NYC. You’re creating oligopolies and monopolies, discouraging competition, slowing growth, and hurting the internet. First the .org debacle, and now this. Candidly, it's scandalous. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market. It's simply not right to allow them to raise prices at this time. John
