These changes will have significant negative impact on the Internet for years to come (less accessible and more expensive for everybody), yet only ICANN and Verisign have participated in this decision (no transparency re how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure). Being the owner of several .COM domains I believe the price increases being written into this contract are not good for the long term benefit of the .COM tld. 1. A TLD that currently has a healthy competition of registrars should not have the administrator of the TLD involved as a registrar. That seems ripe for conflicts of interest. 2. The price increases are well above inflation. The .COM TLD consists of millions of small businesses and individuals that would be harmed over the next decade by the high ceilings for raises written into the amendment. 3. I find it a little odd that Versign is giving ICANN $20M and then the very same non-profit agency then awards the donating company sweet contract that allows for such large price increases. I seriously recommend that ICANN reject the current proposal in amendment 3 and return with something that's more reasonable and doesn't come across as a giveaway to a TLD administrator. I am already operating on a slim margin. My domain names are an integral part of my art business. I am a struggling artist and these increases affect me and persons like me significantly! I presume this service is not-for-profit. But it is hard for my not technical self to verify this. Provide a migration option if these costs are indeed real. Enable my .COM domains to map to another .NNN domain that has a more reasonable cost. I was ignorant when I first established a domain else I would not have chosen a .COM domain. Please, please consider the small, small businesses in this cost increase. As the Head of Domains for an ICANN accredited registrar I take issue with the process by which this amendment has been negotiated and several changes proposed. Verisign operates from a position of extraordinary privilege with the presumptive renewal of its highly lucrative contract to operate both .COM and .NET TLDs. TLDs which represent three-quarters of all gTLD registrations. This proposed amendment for the .COM contract, having been negotiated without the prior consultation of the wider ICANN community, represents a significant blind spot of the ICANN organization to uphold the multi-stakeholder model. The .COM TLD has benefited from a nearly three-decade head start on the majority of its gTLD competition. During that time the company has enjoyed the benefits of Moore’s Law, and yet still sought wholesale price increases for its services. It is deeply flawed to believe that competition will restrain wholesale prices. There is no competition for this specific wholesale product as there might be with a physical good. Verisign has to compete with no one, however, Registrars must compete on the razor’s edge of what Registrants are willing to pay. Consider that Verisign has taken every price increase opportunity afforded it. Beyond objecting to the removal of price caps while Verisign maintains presumptive renewal rights it is alarming to allow the ability to raise prices for “extraordinary purposes” including the implementation of Consensus Policies, etc. This is simply unacceptable. This is part of the business of running a registry and technology company. Finally, the proposed amendment would remove the stay on price caps through 2024 which ICANN and Verisign committed to in 2016: (b) Section 7.3(d)(i) of the Agreement is hereby deleted and replaced in its entirety by the following new Section 7.3(d)(i): “(i) from the Effective Date through November 30, 2024, US $7.85;” What good are such obligations if they are simply reverted at their request? This erodes what is left of the trust the community has in the ICANN organization. Under prior agreement, Verisign was completely barred from operating a Registrar. The lifting of this prohibition with the stipulation that they may not have "a controlling or greater than 15% interest in a registrar accredited in their TLD (.COM)" is not enough to prevent unfair competition. You are failing to account for the very real possibility that Verisign could sell domain names as a reseller (which does not require accreditation) - even under cost - and still be profitable based on the wholesale rate the third party Registrar must pay back to Verisign. The $20MM USD payment Verisign is extending to ICANN for use “to support ICANN's initiatives to preserve and enhance the security, stability, and resiliency of the DNS” is questionable at best, and far worse in less charitable optics when considering the shortfall of the ICANN budget. There is a complete lack of accountability behind this payment and without oversight, there is no guarantee it will be used for anything other than general ICANN operations. I urge ICANN to heed the community commentary regarding this proposed amendment. The Internet community cannot afford the continued discounting of our collective concerns as it has become the norm each time a public comment period is opened. Increasing domain prices will disproportionately hurt small-business owners and individuals—like myself—who rely on shoe-string budgets to keep their online presence afloat. To large organizations, this will be a drop in the bucket but, to individuals and small-businesses this could be a barrier toward even existing at all. To whom it may concern, I’m writing today to comment on the proposed Amendment 3 which would allow Verisign to increase prices of .com domains by 7% per year with little regulation. I am a content creator with a YouTube channel dedicated to online branding and marketing, and as someone who helps many people launch their online presence and build their first website, allowing this type of price increase would be irresponsible and reckless. I understand that your organization wants to “exit” the domain price regulation space, but this is not the proper way to do it. Accepting a $20 Million dollar donation from Verisign as a favor for doing this means you would be caving for money, a corrupt practice that I don’t want to see ICANN do. Allowing this price increase with no ceiling means that 20 years from now, the barrier to get a .com domain will become greater and greater until it is no longer a reasonable option for those wanting to launch a business on a budget. I am urging you to treat this situation carefully, declining to proceed with Amendment 3 and instead considering more neutral ways to exit being the domain pricing regulation middle man. To do this properly, you need to step away from regulating prices for ALL domain registries, not just .com - and you need to “hand the torch” to a government or other agency who will handle that side of things. To remove the price ceiling on the most popular TLD in the world means that Verisign can and will engage in monopolistic practices, hurting small business owners and those wanting to build a personal brand. I am a .com registrant, as are many of my customers. I am just learning of the proposed .com changes, including annual 7% price increases that are well above inflation. With .com having around 150M annual registrations, it's difficult to understand why price increases are needed. My clients are opposed to these increases. It doesn't sound like much at the wholesale cost, but after registrar and reseller markups it will be significant. I suspect many customers will drop domains from their portfolio they can no longer justify keeping to offset the cost increases. Please reconsider. The 'Alignment with Amendment 35 of the Cooperative Agreement' is a price increase which, for small websites, is just another obstacle for staying online. Every small cost quickly adds up for us with small webpages especially when costs are paid in dollars and the local currency is much weaker. We all want what's best for the Internet and certainly everybody should have access. Affordable prices are a part of it. Please, do reconsider all the consequences of raising prices.

Not all of my platforms require a full out website, however, to add a more professional feel to my businesses, I often purchase domain names to create custom email addresses for each business. This price increase being considered will drastically affect my yearly overhead as well as potential for building more businesses. I appreciate the way I currently offer all of my services at reasonable rates so that I can reach and help more people in need of what I have to offer. I object to the proposed price increase as a small business owner and an author with a professional .com website. The current prices for .com domains are more than justified and there is no real reason for the increase. ICANN is supposed to govern the domain name system in the public interest. The public interest is not served by raising the price of .com domains up to 70% over the next decade. Large corporations can certainly afford it, but they are not the only ones who use .com domains. I agree with other commenters that this move is an excuse to open the door for predatory, abusive increase in pricing for .com domains. At the time of writing my comment on the situation with the com domain, there are already over 8 and a half thousand hits from other people who care. I do not know their motivation and competence, but I believe that these things are important for the perception of the written text. Speaking of me, I am an education lawyer and own more than 40 domain names (their number changes from time to time) in different zones. It does not allow me to call myself an expert, but I understand what is being said and these changes will affect my projects and costs. To begin with, I would like to announce my disappointment with ICANN's actions in recent years. Unfortunately, it is not the first time your organization is taking actions that are for its own benefit, not the well-being of the Internet (for example, the situation with the removal of the price threshold for org domains, and now its sale). Such global issues cannot be guided by similar motivation. In the end, the continuation of such policies and actions that show signs of corruption will inevitably lead to the loss of patience and mass protest. Chaos and criminal cases will not do anything good for society. I urge you to be transparent and legitimate in your actions, and most importantly, have an understanding of the consequences for the whole world. The com domain is the most popular and is used not only in the US. THE PRICING POLICY MUST CONSIDER THE ECONOMIC SITUATION OF RESIDENTS OF DIFFERENT COUNTRIES. Accessibility should be a top priority, not a monopoly abuse. In the end, if people can't afford to buy domains, Verisign will lose a lot of customers and profits. CONCERNING THE AVAILABILITY OF THE ACQUISITION AND EXTENSION OF DOMAINS, THAT IS WHICH I CONSIDER THIS PART OF THE RIGHT TO ACCESS THE INTERNET. Work on it has been going on for many years and there are some changes, but given the current realities, international organizations must finally consolidate it. Such a document can regulate a wide range of issues regarding the activities of individuals and entities on the Internet. In particular, the right to access domain names (especially for personal use and NGOs); rules of fair play in the domain market; price rises in line with objective needs. Not only ICANN can initiate such things, but it would be more logical for you to do so. The web cannot be a completely commercial project, since the Internet has long become the property of all mankind. Therefore, indignation and protest are a natural reaction. I am concerned about increasing prices for what are basically necessities. Small businesses and individuals who use domain names can have significant impact on their budgets with increases. The big question is what are these extra monies even going to be used for. Basic infrastructure is already there; business flow is already established. It seems unless some major changes are taking place, increases and large payments should not be needed. Most scary is the fact that many changes being made in companies, especially those of this nature, end up being a larger invasion of privacy. I understand the need for domain name prices to keep up with inflation, but a 7% price increase per year is quite excessive. This needs to be capped with more reasonable limitations. Also, these deals need to be made in a more transparent process - the way this seems to have been a secret negotiation with Verisign with a very short commend period is a very unwelcome development. Dear Madam/Sir, I have recently been informed of ICAAN and Verisign's intention to dramatically change the way .COM domains are priced and operated -- a decision that was unilaterally taken, without consulting the ICAAN community and internet users. I've learned that Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% per year (way above inflation!), from 2020 to 2023 and that, after a 2-year “freeze”, Verisign will be able to increase prices by 7% per year from 2026 to 2029, followed by another 2-year "freeze". This means that .COM domains could cost approximately 70% more than the current wholesale. Additionally, should this cycle of steep price increases followed by "freezes" be allowed to continue indefinitely, this means that owners of .COM domains would effectively be signing a "blank check" when purchasing a .COM domain. Furthermore, I understand that Verisign agreed to pay ICANN an extra USD 20 million over 5e years to "support ICANN’s initiatives regarding the security and stability of the domain name system". That said, the way these funds are meant to be used is unclear. And the fact that Verisign will henceforth be allowed to operate as a domain register does pose some ethical questions about the real purpose of this USD 20 million transaction. Based on all of the above, I hereby express my disappointment with the way ICAAN is operating vis-a-vis its community of users, which does not appear to be in good faith. Apparently this was done without any feedback or consideration of public opinion. In my opinion this suggests that ICANN and Versign do not possess respectable integrity. Dear ICANN Staff: I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time. - Alexey [1] For example, Alphabet, a highly successful player in a very high-margin industry, has an operating margin of around 25%. Verisign's operating margin is over 2.75 times that.

I understand that ICANN is considering an amendment to their .com agreement with Verisign, that would allow for annual price increases on .com domains. I believe these changes will have significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision to date, which is totally unacceptable. As both a someone who works in the tech support world for a living, as well as Mayor of my small town in Colorado, I believe this kind of unilateral change, without giving a voice to the millions of people who actually use and pay for their .com domains, is something you should not move forward with in any way. The changes to the .COM agreement will have a much bigger impact on the Internet than the previous action for .ORG, .INFO, and .BIZ domains, due to the dominance of .COM. There are 359.8 million total domain names, of which 144 million are .COM — that’s 40% of all domain names. With 161.8 million country-specific TLDs (ccTLDs), there are 198 million generic TLDs (gTLDs). That means that .COM makes up 73% of all gTLD domain names. ICANN was created in part to introduce competition between domain name registrars, but now ICANN itself is at the heart of the problem, without considering any input from Internet users on these critical decisions. There are four main concerns with ICANN’s decision: 1. Price Increases Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. 2. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. 3. Verisign Can Operate as a Domain Registrar ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. 4. ICANN Ignored Previous Comments As detailed on Standing Up to ICANN to Keep Domain Prices in Check <https://www.namecheap.com/blog/ensuring-icann-keep-domain-prices-in-check/> and pricecaps.org <http://pricecaps.org/>, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data.

Please do not allow one large company (VeriSign) to monopolize the .COM TLD. Too much is at stake here for everyone owning one of these domains; I myself own a .COM domain that I use for personal purposes. If this amendment were to pass, it could increase the cost of this domain that I have had for years to a point that is prohibitively expensive. It was hard enough to get it and I rather would not lose it as much of my network infrastructure is based on it. However, although my personal use of my domain may be of little consequence to the debate, I am sure that small businesses around the country whose budgets are already stretched may be severely impacted by this. From my understanding, we are not talking about a few dollars increase, but several hundred percent. This must not be allowed to happen, I implore you! -- Alan Poletti

Hi ICANN committee, I am a .COM website owner and I don't want my Domain price to increase or to continue to increase with the hosting company that I am with. I have become aware that Verisign and ICANN are in agreement to raise the prices on wholesale registars for .COM Domains every year for 8 out of the next 10 years along with increasing other prices. I am not in favor of this. This additional cost will be passed down to the consumer, making it much too expensive, less desirable and eventually less accessible to own a .COM Domain name. Please reconsider your position and think about the consumer. Fair Domain prices will attract more consumers not alienate them. Thanks for listening
