In regards to the wholesale price increases to domain registrars for .com domains, it's probably best to adjust them to no more than the rate of inflation. 7% annually on 3-year cycles with 2-year hiatuses will outstrip the rate of inflation by an ever-increasing margin. That runs the risk of killing private and smaller sites in the long run. To whom it may concern, I disagree with the .com agreement. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Kind regards, Mary

The process by which the changes to the .COM Registry Agreement were debated and agreed to is opaque. I have no insight into the justification for the potentially onerous fee increases that Verisign will be permitted to make under the proposed agreement. In addition, there is a lack of clarity about the $20 million dollar payment to be made by Verisign to ICANN, how that money will be spent, and how to ensure accountability to the people affected by these changes. As a small business owner who registers domains on a regular basis this will have a very negative impact upon ongoing growth. It could even lead to the demise of many businesses. I am a registrant of a .com domain name just like millions of others around the world. I am very against the proposed price increase to .COM domains because what does it achieve? Perhaps we should setup another network with more reasonable authorities than ICANN. No one other than Verisign want increases in .COM prices. Obviously huge companies don't care much about their domain costs, but for single users like myself, major increases to domain prices could price me out of the market. Domains are the last place we need stratification in society today. Verisign just manages domain registry lookups for you, but ICANN should set a price reasonable for ALL. Hello. I object to removal of the .com Maximum Price restriction under Section 7.3(d)(i) (Maximum Price) of the .com Registry Agreement. I also object to the new pricing flexibility that allows annual price increases on .com domains in the last four years of each six-year period. Vague assertions that the changes will ensure the "security, stability and resiliency of the Domain Name System (DNS)" don't follow from the proposal. I see no connection between the stability of the internet and the pricing of the .com domain. If, for some unstated reason, ICANN and all the registrars need more money to manage the internet, then I would prefer to have the price increase spread over all domains, and not just applied to the .com domain. Better still, I think the US Department of Commerce should have the sole authority to set the wholesale domain price. To reiterate, I reject the proposed .com RA amendment. The service providing web addresses, similar to those providing street addresses for postal service, must remain a minimal cost service. Such a service must not shut-out citizens communications and commerce because of the cost of a publically functioning address (known as a Domain). This service must not be placed in the hands of those who operate on the principle of "the highest price that will produce the maximum profits". Hello, I am an internet user and own several domains. I have come across the changes being made to the contract with Verisign, Inc. (i.e., Proposed Amendment 3 to .COM Registry Agreement). Various changes are happening. I am not in favor of the changes given that many answers are not answered. While stated that the changes would preserve and enhance the security and stability of the Internet or the .COM TLD no explanation has been given how and in what way. Nor has any explanation been given regarding the growth of the .COM wholesale domain prices by over 70% over and above the current prices within the next decade. Such an increase appears to be inline with increased profits. The .COM domains will become less accessible and more expensive. Similar to other domains that have a much higher price (e.g., .IO). Moreover, along with the contract changes, Verisign agrees to pay ICANN an additional 20 million dollars over five years to support ICANN’s domain name system initiatives. There is no clarity as to how ICANN will spend the money, or who will ensure properly allocating the funds for domain infrastructure. Clarity and transparency are lacking from the changes to the contract with Verisign, and the changes do not appear to benefit the public but are rather behind closed door agreements. Why are these changes being made? Why is the increase in price so significantly? Why were these changes made only by ICANN and Verisign without proper input and consideration from the public? What benefits are the public expected to see with the changes? How do ICANN and Verisign benefite? As a user and customer online, I do not agree with the contract changes (Proposed Amendment 3 to the .COM Registry Agreement) or increase in fees and prices that will ensue over the coming years. I would like to express my disagreement on this matter as the following reasons: 1. My company and my clients are mostly small-medium businesses, the increment of the fee will create a burden for us and our clients. 2. Knowing that your company is controlling all the extensions of the domain names (such as .com, .io, .net and many more). Despite there is an agreement between Verisign and ICANN, as your customers, we think it is necessary we should be first informed about the detail of at least: - why it is increased - how the fund will be spent and for what type of benefiting improvements that will be made - the scale or percentage of increase It is appreciated ICANN could consider renegotiating the deal with Verisign or extending the effective date of the price increment at a reasonable range. I think that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. I run a small web design and marketing consulting business serving other small businesses and nonprofits. I help these organizations by building and maintaining websites based primarily on .COM and .ORG TLD's. Securing a domain on these TLD's has historically been a very easy and affordable part of building an organization's online presence. However, it seems that the organizations that should be looking out for the best interests of the Internet community to continue that ease and affordability are giving in to greed that will make it difficult for small businesses. First, it was discouraging to learn of the Internet Society's (ISOC) proposed sale of the Public Interest Registry (PIR), including management of the .ORG TLD, to private equity firm Ethos Capital, and of ICAAN's tepid response to protests to the sale. This action could cause real harm to the multitude of nonprofit organizations doing great good in the world. Then to learn of ICAAN's contract changes with Verisign impacting the .COM domain on the heels of this demonstrates a disturbing trend among the governing bodies of the Internet that seems to be motivated by pure greed. The fact that Verisign will be allowed to increase prices as much as 70% over the next ten years, will also be allowed to operate as a registrar itself, and that they have agreed to pay ICAAN an extra $20 million dollars over the next five years seems like a major conflict of interest from both parties. These changes do not benefit the hundreds of thousands of small businesses that depend on .COM domains. Before sealing this deal, I hope ICAAN will consider the ethics of such an arrangement and remember the community that it serves. Sincerely Dave Webb

Dear ICANN I am one of the reseller who purchase mostly .com domain because .com domain has an impact and it is easier to be remembered. With the recent amendement 3 that talks about increase in .com domain price, it will certainly land a big blow to our small business. Therefore, with this email, I would like to oppose the idea of price hiking for .com domain since it does not cost you more money, capital, or effort to maintain.com domain more than any other domain and increasing the price will certainly cause negative impact to many businesses, especially in the middle of the current world wide economic crisis. I hope you realized that .com is used world wide and not all parts of the world has the same economic standard as US where even 1usd in many places in the world would mean a lot. I hope you reconsider your plan for price hiking and please listen to our voices as internet is supposed to be the the place of freedom. Please don't give into being the slave of corporate greed. RE: Proposed Amendment 3 to the .COM Registry Agreement I believe the proposal’s price increase scheme places an undue burden on many smaller businesses that rely on web URL’s for their livelihood while providing no additional ROI for those customers of the service. The increased demand naturally creates a growing profit base for ICANN and Verisign both without forced increases. Without market competition, these increases are arbitrary at best, and appear more to be a profit scheme to benefit only the larger players in both the regulatory and consumer markets. Driving a further wedge between end-user trust on the internet and a multitude of sites is the likely outcome of this cost-shifting, which will drive more sites to alternate TLDs and reduce confidence in many reputable sites. We understand that companies occasionally increase their charge rates for their goods and services, such price increases should be done for justified reasons and should not impact the business economy negatively. This amendment will hinder small publishers, small businesses and early stage companies who depend on their existing domains and had the fortune of being able to find them when they found them at the price they found them. An increase as proposed would make certain domains inaccessible to these same kind of people in the near future creating an unfair advantage for much bigger businesses. Yet again you're signaling the need for legislation around how ICANN and the business of top level domains is carried out. The way these secret deals with Verisign just keep happening despite public and industry opposition is disgusting. This is the last straw. Push ahead of this and we will be organizing action among all of our lists to lobby at the US federal and international level to have legislation around domain names tightened to prevent this continual racketeering.
