Hello, I'm opposed to the price increase without considering answers to the following: - are these price increases commensurate with other TLD prices and increase schedules? - are other TLDs contributing their share to ICANN "related to enhancing the security, stability, and resiliency of the Domain Name System (DNS)"? - what are the plans to enhance the security, stability, and resiliency of DNS that is not already being addressed by other parties? - what economic incentive does ICANN have to improve DNS? I am the owner of several .com domains under an private school. I strongly oppose Proposed Amendment 3. While I believe ICANN is within its rights to receive more monetary support, the lack of price cap is concerning. I believe the domain name system has been set up in the name of public interests and should continue to operate as such. There is no reason to not have a price cap and not having one can lead to actions taken by VeriSign that may not be under public interest. Most notably, a wholesale price hike. This may create a scenario where the prices become unbearable for small, medium businesses (SMBs), effectively only permitting larger companies (and domain squatters) to claim domains. I strongly recommend that ICANN to not adopt this proposal, re-review the proposed amendment and consider at the minimum replacing the price cap (albeit higher). I oppose these changes. This is an unethical and greedy move allowing Verisign to benefit extraordinarily at the expense of users. A 7% increase a year means that by the end of 10 years I'll be paying at *least* 70% more than current prices for my domains. Price increases may be necessary over time to remain competitive, but that's an absurd inflation rate based on pure greed. On your own website you claim: "ICANN is a not-for-profit public-benefit corporation with participants from all over the world dedicated to keeping the Internet secure, stable and interoperable. It promotes competition and develops policy on the Internet's unique identifiers. Through its coordination role of the Internet's naming system, it does have an important impact on the expansion and evolution of the Internet." This move will demonstrate that you are not, in fact, a "public-benefit" corporation that "promotes competition". Please visit your own website https://www.icann.org/get-started to remind yourselves what your mission is because you seem to have lost your way. If ICANN moves ahead with this, it will prove that it is *NOT* a reputable or trustworthy organisation and that it has failed in its mission to the public and its role in stewardship of the internet with accountability and transparency. Dear ICANN, Your recent proposal to increase .com prices has come as a shock and will impact my ability to operate a website as a freelancer. Not only is this move to charge more being done without consultation it seems to be driven solely by greed and profit, something which is at odds with the way the internet has been since it’s inception. I’m sure 70% increase will easily be absorbed by many large businesses but I and many others will have to seriously consider having a website is viable and move their online presence solely to social media to reduce overheads. Please reverse this decision, not only will it be perceived solely as a money-grabbing exercise it will totally undermine your organisation’ credibility and move the internet community to find alternative solutions to the problem and curb the activities of ICANN. I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time. Emile [1] For example, Alphabet, a highly successful player in a very high-margin industry, has an operating margin of around 25%. Verisign's operating margin is over 2.75 times that.

I oppose the removal of price caps on the .COM tld. I also oppose the contract changes which allow Verisign to operate as a registrar. With these changes, there is a clear path to allow Verisign monopolise the retail sales of .COM domains. It is clear from previous tld contract changes, (eg: .ORG), that the most vocal advocates for the price cap removals and other contract changes, have had affiliations with Verisign. It is reprehensible that ICANN continually ignores the bulk of public comments opposing changes, while at the same time presenting a handful of advocates who have thinly disguised vested interests in seeing the changes approved. I assume, much like with the .org increases, this email will be considered “spam” and disregarded. For two decades I have maintained multiple domains for both myself and friends. Typically, I pay the domain renewal fees for others. It is affordable and I’m happy to support others where I am able. With fees against .com domains opened up for increase, this will rapidly become an unsustainable financial burden for me and many like me. This sort of greed and corruption plagues all corners of our democracy. History will look back on the death of the .com domain era and remember the criminals that navigated us toward the end of freedom on the World Wide Web. This is class censorship and open support for the wealthy over the less fortunate. It is fascism disguised as capitalism intended only to line the pockets of those who hold the power. Without listening to the voice of the people you tear down everything that America once stood for. This spits in the face of the small business owner and the entrepreneur in the garage. No longer do we care about freedom, expression, and the true core of capitalism, innovation. Instead we crush it under the heel of fascism and greed. I am writing to voice my opposition to Proposed Amendment 3. While price hikes such as this won’t mean much to larger businesses, it will impact terribly on millions of individuals, families and small businesses that rely on .com affordability. It is merely an assumption that .com addresses are purely business-related addresses. This requirement was not defined and enforced during the advent of the internet, and applying it retrospectively is completely unreasonable. A huge number of people, who gain absolutely no profit from these domains, will have to forego their amazing websites that they’ve poured their heart and soul into, and the internet will be devoid of these richly diverse and interesting websites, causing the focus to turn more towards big business contributions instead. I am mother of two and an author, and I have personally set aside quite a number of Domains to cover: - various business ideas; - hobbies I would like to make websites about; and- my children, for when they are old enough and want to use their own personalised address. I can only just afford to pay the yearly amount for all of these as it is. I do not make a cent off any of these, as they are all parked. If the prices were to increase much more, I would have to forego a lot of these. I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there may be no increase - or a sub 7% increase some years - however, I have little faith that this will be the norm and I most certainly cannot plan on it being any less than the full 7%.The only way this might work is if price increases are not applied to individuals, and also if they are applied to businesses according to their financial earnings. It would be ideal if a more nominal amount could be introduced for Domain Name parking. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal, but rather find an alternative option that does not hurt individuals, families, and small businesses on many levels, including financially. Regards, Linda Bester

When suggesting such a change, it is purely for the profit of verisign, not for the good of the users of the internet. There are no clear vision for how the payment icann will receive will be used, you receive $20million, and it’s a bribe. I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. If it passes, I will make it a point to buy domains other than .com, especially since you've all failed to create an equitable marketplace for domain names by allowing and encouraging domain squatting. Hey ICANN, When I was in college, many many years ago, I was able to buy a domain at a price that was affordable for a college student. WIth the proposed price changes, I'm not sure that this will be sustainable practice. e.g. Inflation has more/less been 2% historically. The proposed price increase is 5% on top of that (i.e. 7% total). This means in 60 years, we'd be 18.7x the inflated current price of $10 (1.05^30 ~= 18.7x). This means a college student would have to commit $187/year to buy a domain. That's ridiculous and will restrict the freedom and creativity of the internet. Please consider reducing such a large price increase rate. - Todd

I strongly disagree with your plan to allow Verisign to become a domain registrar and to allow them to increase prices on .com domains. First, the majority of the management of the domain registry is automated. As a result, the cost of this management is going down. Verisign should be allowed to benefit from improvements in efficiency but any increase in the current prices amounts to gouging. Second, prohibiting Verisign from selling .com domains but not prohibiting them from acting as a reseller of .com domains through another registrar still amounts to an unfair advantage. Allowing Verisign to compete with their customers while also controlling the price of the product gives them an unfair advantage. As the owner of multiple domains going back to 1998, I recognize that this change could result in a short-term reduction in renewal fees. But as other registrars get knocked out of the market, there is nothing to keep the prices down and less reason for any registrar to innovate. It is not true that .com will be affected by competition from other TLDs. Not owning the .com version of your business name means being OK with phishing attacks against your customers. In many markets, customers expect and assume that your domain is a .com. Also, the marketing cost of changing your domain name tends to be prohibitively large. Please do not go forward with this plan to allow Verisign to increase .com prices or to become a domain registrar. Verisign currently has a 47.76% net profit margin and 2017 revenue of over 1 Billion. Providing provisions for price increases increases the cost of doing business for all registries and domain name registrants, and is simply free $$ for VERISIGN a company, that does not need any more revenue. I am not in favor of amendments to the .com registry that are done without public consultation. Do not give any domain registry operator the license to jack up prices. Domain prices are already though to swallow as is.

I don't find your decision and cost increase impacts behind closed doors to be a transparent and beneficial behavior of the organization's that .coms have looked to to manage the internet's best interests. It is wrong and corrupt that you have gone behind our backs to squeeze from us, your end users, unfair and lavish increase of fees year after year to line your pocket without any comissorating benefit or recompense to all of us who have funded you since this market opened. Instead you just bleed our money from us until we no longer have heart to continue. I don't know how I can survive with such backstabbing market at its head. I will indeed defend what is rightfully mine to use without coercion or shakedown from self-serving profiteers!
