Dear Sirs and Madams, As the Website Administrator (a volunteer position) with a Small local sports league that is in the process of moving to (hopefully) Non Profit status, and as an individual that is looking to create a website for my own creative endeavors, I have concerns that the Proposed Amendment to the .COM Registry Agreement will create not just increases in the initial cost of creating and registering a website, but those increases will be substantial, pricing small Non Profits, and smaller businesses, and individuals, out of being able to establish an internet presence, making it much more difficult to share their information, products, services, ideas, with people trying to find out about those products, services, ideas, and information. If the Internet becomes so cost prohibitive to simply register an domain, because corporations want to insure their largest possible profit margin, it reduces the entrepreneurial esprit de corps that makes the Internet what it is, a place to find that hard to find item, service, or product, that cannot be found locally. Please work to insure the little sites, individuals, small businesses are not priced out of being able to afford having a web presence. To Whom It May Concern, I am commenting on the recent changes to the contract between ICANN and Verisign Inc. I am deeply dismayed by the covert manner in which the contract is being modified and the consideration that ICANN is receiving for the modification. It is my understanding that ICANN, a nonprofit organization, will purportedly receive $20 million dollars from Verisign in exchange for allowing Verisign to increase prices for .com domain registration. I find this arrangement very disturbing as do many other registrants, especially in light of ICANN's nonprofit characterization. As a small business owner, with a few .com addresses required to make ends meat, any increase in the yearly pricing for domaine names means an increased burden or expense. 1st: it puts a larger burden on small business than major corporate entities. For multi-million dollar companies, $5, $20, $50, a year not a big deal. For small business every dollar counts. Along with other rising costs, it starts to make one think twice about developing a new website that you hope will make money in year 2 or 3, hurting potential innovation from the small guy. A tiered increase based on the size of your business would be a much better plan, making larger business carry more of the burden. 2nd, it restricts buying domaines for new ventures or projects. 3rd: Makes it harder to protect your trademarked or service mark, through buying the .com, .net, .biz, etc., which is often required today to protect scam artist and traffic stealers from surrounding you and trolling for you customers. In this day an age, many use the internet to host a resume, a portfolio, etc., again major increases over time push individuals away from doing this and have them look for alternate or service to do these types of things on their own .com address. Maybe another item for consideration would be raising fee yearly if one sits on a .com address. By requiring a .com owner to have at least a one page website with contact info on it, many of those who sit on .com addresses trying to charge high dollars to release them would stop. I read with great dismay that the Proposed Amendment 3to the .COM Registry is on the table. ICANN serves a very broad purpose. But its primary purpose, as a not-for-profit organization, is to serve the public. One way it can do so is by being open and transparent. The proposed rate increase agreement with Verisign appears not to have been negotiated in such a manner. I question why it is even being proposed. If I read correctly, on page 30 of the 2020 Cash Flow Synopsis, it appears ICANN will have $455.6M in reserve funds. With this amount of cash available, the equivalent of three years' operating funds without any additional annual income, why is it necessary to proceed with the Verisign agreement? The term 'Internet For All' had broad meaning. The assignment and management of internet domain names is no small task. On your part trust and integrity must set a high standard. Dear ICANN: Based on the ICANN public comments and proposed amendment 3 to the .COM registry Agreement, it is my personal recommendation that: 1. ICANN should reject the proposed amendment and NOT allow Verisign to increase wholesale prices to registrars for .COM domains. This will make purchases of website domains expensive and hence less inclusive. The entire world community will have lesser opportunity to participate as reliable internet citizens for all kinds of social impact causes. The drastic price increases will have dominos affect in not a good way! 2. Verisign should NOT be allowed to operate as a Domain Registrar. If Verisign is allowed to operate as Domain Registrar, then they will have unfair advantage over other Domain Registrars thereby directly limiting customers from having choices since this will enable Verisign to have a complete monopoly. This proposed amendment is definitely not consumer friendly! So, please do NOT allow Verisign to operate as Domain Registrar. 3. ICANN will receive extra $20 Million: Why is Verisign giving $20 Million to ICANN and how is ICANN planning to use the money? There is NO information from ICANN in the public domain as to so how the money will be spent and nor is there any transparency on how this amount got decided and why? This sure looks like a bribe getting paid to ICANN by Verisign so that they (Verisign) can increase prices and do whatever they so desire. Please don’t do this. As a small business owner, I can’t afford the possible increase in cost for a .com registration! The cost could increase up to 70% in 10 years! And I object to ICANN receiving $20 million in unaccountable funds. This seems to be edging on allowing Version to create a monopoly, maximizing its control of domain name pricing, which will result in higher costs to small businesses. I don’t know how to make sure you don’t mark this as spam, which I understand happened in the past. But I can be contacted to verify my identity. To ICANN owners and management, The closed-door agreement with ICANN and Verisign is unfair to consumers but profitable for both ICANN and Verisign. The 7% annual price increases over 10 years can result in a 70% price increase in .com domain names for no good reason whatsoever other than collusion between ICANN and Verisign. Both of you profit at the expense of the consumer with no logical reasoning to support the increases other than increased profits for both Corporations. This increase would add 70% to the current $7.85 price, which would bring it above $13.40 per domain. What is your justification for these increases, other than increased profitability for yourself and Verisign? Informed consumers would like to know. We understand that it will increase your income by $20 million at the expense of the consumer over only 5 years. Why? I am Toby Cowles, a student, internet user, and owner of several .COM domains, Allowing Verisign, Inc. to increase their profits at the expense of the domain name owners undermines internet freedom and increases the barrior of entry to set up a website. As a student with an interest in computer science the ability to affordably regeister domains is incrediblly important to me, and I hate to see that under threat. The advancements in technology we have seen recently, should make it easier and more affor for Verisign, Inc. to manage the .COM TLD making the price increase an unnecessary burden for us internet users. The potential rate increase for .com domains could rise to cost-prohibitive levels over the next several years. 7%/Year is highly unreasonable. I am a registrant of numerous .com domain names. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. I have two .COM domains, one is a personal domain <RicLobosco.com <http://riclobosco.com/>> I secured many years ago. I conduct quite a bit of correspondence using this domain, & use the website on occasion for personal purposes. It is highly unlikely any other human would want this domain, let alone any business or other organization. As a retiree on a fixed income, using a domain for personal, private purposes, increased fees will represent a hardship. My 2nd domain, PerformanceAllies.com <http://performanceallies.com/>, is a micro business I began many years ago. I get quite a bit of correspondence thru this domain, as well. While I’m not currently able to operate that business, due to disability, I am exploring alternative micro-business possibilities a disabled person such as me COULD operate, & bring myself above the poverty line. So there may yet be some (quite limited) value for me in having this domain. But pricing registration above my current financial capability would force me into greater hardship or losing the domain, preventing me from building on what I’ve worked hard to create over the last 30yrs with that name. I beg of you to find another way to increase your revenues that doesn’t create such a hardship with individuals & very small businesses. While I understand the importance of supporting website security, and we all are interested in having secure networks and platforms, I have some concerns about proposed changes to the .com structure. As a user of a .com website, I have concerns about the potential increases in cost, without any limits on how long these price increases could continue. There are already a number of costs involved in website maintenance, and for a small company, additional costs start to add up. Also, there are non-profit organizations and small community organizations that could be negatively impacted by these price increases. I think a structure for cost increases with smaller and more measured increases, if necessary to support website security, would be preferable. Or perhaps another structure (although more complicated) that has larger organizations paying more, and not having smaller organizations and companies feeling the brunt of these changes. While I understand that money and business generated from that money increases the value of certain things over a period of time I find it silly that ICANN would enter into an agreement without setting in controls that would limit price increases. .com has long been the standard TLD and raising the prices to levels that are inline with other TLD’s like .io for instance would be insane and nothing more than price gouging. If this deal goes through I would probably file a complaint with the FTC and the justice department for price fixing between a small number of TLD owners and ICANN. A fixed price at $7.85 benefits the marketplace. It provides stability and certainty to smaller actors, whose money makes up a substantial portion of the market. It benefits larger actors as their finances are also more predictable, though I dislike squatters (one example of large actors, not the only). This won't remove squatters - they'll just pass the costs along to those they rip off. It possibly might dehost many sites though, which concerns me deeply. I've run skylords.com now since 2004 or so, and it's been online even longer. I host it as a passion project, and have very little money to put into it. Increasing costs could force me to delist, allowing a squatter to claim the domain. I got tons of purchase offers a decade ago, and I don't doubt a squatter would see the value in it, since I get misdirected email from various similarly named organizations. Increased technology should demonstrate reduced costs constantly, even in the face of inflation. Further - it is important to have a stable DNS root. Lack of public confidence in ICANN is likely to lead to DNS fragmentation as alternate roots proliferate once again. Eventually, ICANN could lose control of the DNS should public confidence be shaken too far. I feel this change is unnecessary and dangerous, and the means by which it was negotiated seem extremely questionable, shaking my and public confidence. I believe it would be wise of ICANN to try to live within a small budget instead of increasing their reach - or lining their pockets. Thank you. -- Iiridayn

Verisign should not be allowed to increase charges for .COM domains as it wishes. The current prices are already high and by allowing further increase will restrict millions of user from accessing the .COM domain. As single mother I have worked very hard to help others in the community through starting Healing Hearts Foundation Inc.com. We feed the homeless care for Widows and single mothers who have no one to assist with needs that arise. There was a time when people cared if someone was low on money or food but our society has forgotten humanity. Most of the money that we have used has come of our own pockets as we reached out and fed 100 hungry people for Thanksgiving 2019. Many that joined me were so touched by the many people that were so happy to get a home cooked meal that I was asked to feed people again for Christmas 2019. People came together and fed 150 as well as received cloths to be warm during the cold days that were occurring. So I am asking please do not raise the cost! These changes that you are attempting to make will make it difficult for us to help the 20,000 homeless that are on the streets of Arizona. We are praying and doing our best to network with other organizations to make a difference in the community by having compassion on the less fortunate. As prices for food, rents and gas climb to inhumane levels these are simply basic needs that we are doing our best to help make a difference by creating employment be it through networking with other business or food banks. Hi, I am a professional software developer. I have spent most of my career working for nonprofits and small businesses. I am troubled by the pricing amendments in your new agreement with Verisign. The annual cost for .COM domain registrants is currently within reach for individuals, which is essential for the health and democracy of the Internet. With Amendment 3, Verisign will be able to price out individuals. This will have a direct and immediate negative impact on Internet users. Earlier this month, I was forced to let a project expire due to an unexpected price increase. I was running the project for a small community completely out of my own pocket. I poured dozens of hours into the project and community. The domain, prompts.club, increased in cost between 2019 and 2020 from ~$10 / year to ~$450 / year. I was forced to let the project die. I realize that .club is under different ownership, but I hope you can see the relevance. The changes in pricing model proposed in Amendment 3 will negatively affect artists, independent developers, small businesses, and people using the Internet for anything other than profit generation. It will stifle creativity and access across the Internet. I imagine you're getting a flood of similar letters right now. Please consider the input of Internet users in this huge decision. Dear sir/ madam, I have registered several domains, which I use for our small business. You might know that a website is a necessity for a business and specifically small businesses survive because of online presence only. Now, I'm not whining just because we run small business and trying to bargain over the costs. I do understand that every one deserves the earning for their work. But, Maintaining domains registry is not a manual labour anymore, it's been standardised and automated deceased ago. Plus everyday more and more domains are being purchased so there is a real good market share present. So I don't feel the increase in the prices is justified. Honestly the prices should lower based on the well established infrastructure, consumer demands and availability, but I understand the return of investment being the reason not to lower the prices. According to Verisign <https://www.verisign.com/en_US/domain-names/dnib/index.xhtml> there are 114M registered domain names in 2019. The wholesale cost today is $7.85, which provides $1.13B revenue to Verisign. Verisign made $518M income available to common shareholders (earnings) in 2018, and is on track to make $646M in earnings in 2019. That's over 50% net profit. Allowing these price increases will push more and more smaller and personal sites away. While theoretically price increases should make squatters think twice about holding a large portfolio, the history of these individuals and businesses show they are willing to take long term losses for the potential of a extortion level payoff from a startup or corporation (just look at the proportion of unused domains registered in the 90s and 00s that can easily sell for lower prices but are simply retained as part of a portfolio in case a 6 figure deal comes along). Yes there are other TLDs but people inherently trust and rely on the recognition of .COM to drive traffic. Compromising a free and open internet in service of increasing Versign's bottom line runs counter to ICANN's purpose.

Raising prices for .com domain names will greatly impact small start-up businesses. The proposed rate of increase can be very debilitating to many. I personally am trying to be available to people in need and trying to keep costs down. It is important I have this option available to enable access to me and my business. Any amount of increase at the start of a business can be detrimental, but the rate proposed would certainly impact negatively. Thank you for considering the public view. This in essence allows a single vendor Verisign to control the cost of usage for the entire internet. You should have at least two vendors and better yet three competing for any proposal. You also have one point of failure using just Vendor Verisign (choke-point) - shouldn't you have at least two with redundancy between them. The internet has evolved to be be sole of open source and world communications. Don't rock the boat - it might tip over - and then we will need a new one.

I am an individual, not a business empire, who owns a .com domain. The price increase on .com domains sets a bad precedent for the price of all domains in the future. While big companies would have no issue paying for these price increases, individuals and startups may not be able to, especially if this pattern continues (as it very well may). I am against your decision.

ICANN was created in part to introduce competition between domain name registrars, but now ICANN itself is at the heart of the problem, without considering any input from Internet users on these critical decisions. There are four main concerns with ICANN's decision: 1. Price Increases It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. 2. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. 3. Verisign Can Operate as a Domain Registrar The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars. This is a conflict of interest. Verisign's registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. 4. ICANN Ignored Previous Comments As detailed on Standing Up to ICANN to Keep Domain Prices in Check and pricecaps.org, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as "spam" by the ICANN Ombudsman. ICANN removed the price caps, primarily relying upon a biased preliminary analysis from 2009 by an economics professor that did not reference any data. These changes will have a significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. Oppose these changes.
