I oppose Amendment 3 to the .COM Registry Agreement. Allowing wholesale prices for .com domains to rise 72% over 12 years, is far more than the rate of inflation and also far more than Verisign's costs of maintaining the registry could possibly increase by. I believe this will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself (three .com + a handful of redirects), and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign.

To whom it may concern: I strongly oppose this increase. I'm a disabled senior on a fixed low income. I've retained a .COM Domain for years, even though I no longer am able to advertise or make a profit any longer, because I can STILL afford the cost of the Domain.However, if the price of MY domain "increases very much", like other "very small" businesses, that additional cost would FORCE ME (and others) to DROP the Domain entirely, (or at least change it for some people...!?!) If the idea is to have FEWER DOMAINS, then "this increase" will cause this to happen!! Hi, I am against the proposed price increases to .com domain names as I feel this will negatively impact individuals and emerging or small businesses, tipping the (once much more level) playing field towards established and larger entities and corporations (for whom such price increases are insignificant and helpfully serve to remove low level and first mover competition for them). This is quite sad since the web once provided an historically unusual diversity and equality of opportunity that I considered a significant aspect of its underlying spirit (along with openness, freedom of speech/ideas, and co-operation). Something that slips away from us as it becomes increasingly centralised and under control of large commercial quasi-monopolies. I was under the impression that ICANN governed the domain name system in the public interest, and had become a central piece of the modern internet largely by being perceived as a well governed non-profit organization. It seems that by allowing the increase of prices beyond that which is necessary to fulfil the provision of .com, it will ultimately lose ICANN good will (or I should say a more good will, since people are still smarting from the way .org was managed recently). Amongst the more tech savvy there are already alternative decentralised systems emerging, so I guess there is that. It would seem unlikely that they will gain traction and overtake the current centralised and increasingly commercialised approaches, but then again - many said that about the free software movement and open source and look how that turned out online. The current rate of $7.85 already appears more than justified since other registries claim they can offer the same service for much less, estimating the management of the registry to cost between $2.50 to $2.90 per domain name per year. As processing power, storage and bandwidth increases dramatically and becomes cheaper with the passing years, prices for providing the service appear to be heading in the other direction at some pace. This seems contrary to what I would expect to happen in what is purported to be a capitalist system. It leads one to wonder why that is the case. Perhaps decentralisation and deregulation, the removal of ICANNs non-profit status, and increased competition in service provision is on the horizon. Or for an emerging alternative to take it's place. ICANNs recent handling of the .org domain and this recent .com proposal appears to be providing some fuel to the fire in the bellies of those trying to push in that direction. It will be interesting to see how things work out in the long run. Best wishes John Barker

These domains are the lifeblood of business and the first gateway that customers discover. ICANN does great work as a nonprofit, and I am happy to pay the 18 cents fee every year. However, the proposed amendment simply increases Verisign's profits, without guaranteeing any improvement for business owners who rely on .com domains. As a developer of websites since 1997, I wish to strongly protest the proposed price increases for .com domains and permitting Version to both operate as a domain registrar while also operating the .com registry. I have watched over these many years as costs have increased, and continued price increases have already been a factor in losing numerous clients and the shuttering of their websites. While 17 .com domains may seem small to you, these proposed substantial cost increases will serve to more of my clients reasons to use alternatives such as a Facebook page for their online presence, and drop their websites (and the associated domain registration fees) altogether. Dear ICANN, I am informed that you are doing a deal with Verisign allowing a succession of annual registration price increases in exchange for a 20 million funds injection. This deal will also allow Verisign to compete as a public domain registrar. Naturally, as a registrant I opposed unreasonable price increases. It is reported that this agreement could double the cost of domain registration over the next 10 years. I understand there are around 100 million registered .COM domains. The current ICANN levy is about 18 cents. If ICANN needs to increase funding why wouldn't you increase the levy by 5 cents. That will increase your annual income by more than 5 million. The cost to Verisign of running the .COM registry bears little relation to the number of domains registered. If anything domain registration costs should be reducing as scale amortizes fixed costs. Why would ICANN be taking money from Verisign in exchange for ratifying an agreement to let Verisign expand and profiteer? Are there conflicts of interest? Do ICANN Board Members, or associates, hold stock or options in Verisign? Please DO NOT SELL OUT the public of the world to greedy corporate interests. I would be interested to look more deeply into the ICANN board challenges and considerations. Could you please send me links to Board and Committee minutes where the Verisign agreement is discussed. Surely any increase on such a scale must be moderated by a governing body as it affects a global community. When I think of the internet I think of you. The governing body that keeps our Internet working well. Think of you as an impartial third party keeping things Affordable for everybody and open and fair. However today when I read about this b*******. Closed-door meetings and up to 70% increases on.com names Oh, and you all receiving money with No real spending plan for it. . It seems like a money grab on your part. This is unacceptable. Your actions in this front are not in line with what the internet should be. They have greed that underlies them. They have an outcome that is not for an open internet, but for a close internet for the rich and mighty. I strongly urge you not to pursue this course of action. But rather pursue a course of action for a more affordable open internet. That can help bring the world together and not drive them apart. Again, I am against this course of action you are taking.

Hello there, I'am writing you today to protest the proposed price increase to .COM domains. As a company, Verisign already enjoys the highest profit margins so The company maintains a monopoly on the .COM registry, and incredulously, is proposing a price increase as its costs of operation are actually going *down!* (This contention is bolstered by the many other registrars who maintain that, given an opportunity, they can run the .COM registry at much lower costs.) As if to add insult to injury, this is a company that is supposed to be operating in the public interest. All parties would agree, with the possible exception of Verisign themselves, that the burden of a .COM price increase at this time on individuals and small business would most decidedly NOT be in their best interests. For all the reasons noted above, I urge that the proposed amendment be rejected. Sincerely

I am writing in opposition of these prices increases. As a small business owner, I strongly oppose this measure because it will make the cost of running a small business consistently burdensome. Especially since most of us operate in an online marketplace, which makes owning a website mandatory and not optional or a luxury. I also oppose that this move was done in secrecy, seeking no public input because it would have likely indicated pushback from then. I am also strongly cynical that additional or future changes won't be made again in the future in secrecy. This decision will significantly impact the internet for years to come and only ICANN and Verisign were in on it. The internet is public domain and changes that affect that public domain should not be made in secrecy. I hope this measure does not go forward. Dear Sir or Madam, The proposed changes to the contract between ICAAN and Verisign, where Verisign could increase the cost of .COM domains by 7% per year for 4 years out of 6, would result in a dramatic increase of the costs borne by small companies and individuals alike : +100% every 15 years. There is no good explanation to such a proposed price increase, considering that current prices already cover all the costs incurred by Verisign for their performance under the current contract. Under the current "zero inflation" economy, the only business capable of extracting from its customers an average 4,9% annual price increase for the foreseeable future (and in perpetuity ?) is most likely illegal. And this is not even taking into account the other price increases permitted "for certain under extraordinary situations". The 144 million .COM domains mean that the aforementioned proposed changes will not go unnoticed. The first 7% price hike alone will translate into an additional 79 million dollars rent. Surely such a huge number should make ICAAN pause and think twice before allowing said proposed changes to move forward without any thorough independent study and public debate. I run a small community writing website funded entirely by user donations and my own expense, and any domain name price increase would be significant, much less a full 30%. Hello, I am he manager of multiple domains. This increase seems to be more than might possibly be needed. Since it was requested there has not been any indication given for the use of the increased funds this concerns me greatly. At the very least the entity collecting the funds should provide some kind of indication regarding the anticipated need for more funds, where the funds would go, and why the increases are needed. Simply adding to the bottom line with no indication that a specific need is there or where the additional funding will go is not acceptable to me. Hi - I’m writing because I’ve been notified through 3rd party about sudden changes with domains. Changes that could drastically impact the overall price and accessibility of domains like .com (which I am a part of) and make up over 40% of all domains available. I’m not sure WHY something like this is being considered without first consulting the online community and public as a whole…(wait, yes I do.) To make MONEY! But it seems underhanded, crafty and greedy. If anything can be said to prevent this from happening instantly without notice let me know. I’m writing to prevent it. The internet has always been an avenue for distributing information “freely” and it seems every time this idea is forgotten then someone, somewhere, somehow finds a jolly idea to overthrow it for their own good. This can range from small businesses, researchers, teachers, students to large industries. Let’s put a stop to this frivolous action. And wayward spending on things that don’t actually add to the functionality and structure of the web and domain itself. Send us a survey or way to reply before shoving it down our throats, PLEASE! Dear ICANN, As a small business I strongly oppose the recent contract changes between ICANN and Verisign which may result in an increase of more than 70% of wholesale domain prices in the next 10 years negatively impacting many businesses by adding cost to what is already a costly endeavor to maintain website and domains. My objection is based on the following: 1. Price Increases Verisign will be allowed to increase the wholesale price to registrars for .COM domains by 7% each year in 2020, 2021, 2022, and 2023. After a two year “freeze”, Verisign can increase prices by 7% annually during 2026-2029, then another two year “freeze”. This cycle will continue, meaning that within 10 years, .COM domains could cost approximately 70% more than the current wholesale price of $7.85 — and the sky is the limit. It is not clear how much of these price increases registrars will pass along to consumers, but it is likely that most of these increases will be paid by domain name registrants. The contract does allow for other price increases for certain extraordinary situations, so it is possible prices could increase more than anticipated. 2. ICANN Will Receive an Extra $20 Million With the contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN’s initiatives regarding the security and stability of the domain name system. There is no explanation why Verisign did this, how ICANN will spend the money, or who will ensure that the funds are properly spent. 3. Verisign Can Operate as a Domain Registrar ICANN also had rules that the operator of a TLD could not operate a domain name registrar. Although in 2012 ICANN allowed operators of new gTLDs to have domain name registrars, it did not apply to Verisign. The new contract will allow Verisign to operate its own registrar, except for selling .COM domain names itself. To circumvent this, it is also possible that Verisign could act as a reseller of .COM domains, through another registrar. This result is that the company that controls almost 80% of the registrar pricing for domain names will compete directly with all domain registrars, maximizing its control of domain name pricing to the detriment of other competing registrars. While this might result in lower prices to consumers, fewer registrars will harm competition, choice, and domain name services. Verisign’s registrar could also use its dominant position to charge higher prices to consumers, while at the same time raising registrar prices. 4. ICANN Ignored Previous Comments As detailed on Standing Up to ICANN to Keep Domain Prices in Check and pricecaps.org, over 3,500 comments were submitted in support of price controls for the .ORG, .INFO, and .BIZ TLDs. Only six comments supported removing price controls. ICANN discounted the comments that were in favor of maintaining price caps. A number of the comments were submitted using an online tool, which caused the comments to be discounted as “spam” by the ICANN Ombudsman. This proposed change to website owners like myself may force me to STOP all domain registrations now and in the future. .COM registrations are falling off with newer .EXTENTIONS. If greedy is your eye on fees on top of what we already pay go LEASE domain names per year, then perhaps your idea if an internet is to be a dead done, then you are on the right track to making the internet run by the rich and kill hobbies of thousands or even millions of website owners trying to keep a failing business presence online going or bringing them to a hault.

I completely disagree with this change, as it is a hindrance yet again from an authority that is only motivated by profits. The internet by default needs to be neutral, and there are many people who register these domains to incubate business ideas or personal/creative projects. I myself currently own about 12 domains but only 3 are being worked on. Hiking the price up for ANY of these domains will become very costly and ruin future plans for the domains. Icann and VeriSign have NOT asked for permission to go ahead and do this, and the majority of people I know will not be happy to be gouged in yet another area of their lives. Stop this madness.

It is totally unacceptable for icann to go behind the backs of customers and in private make a deal that affects everyone. It deserves at least public debate and negotiations. I as a small business owner cant afford hefty price increases when i am just starting out and have to income to pay these increases. The domain name system should be considered as part of our social commons. Allowing a for-profit company like Verisign to strangle small businesses is unconscionable. ICANN stands to receive $12M from this transaction. For what? To "support ICANN's initiatives" for domain name security and stability? What does that mean? How am I, as a domain owner, going to benefit from these price increases? Unclear and unknown. I suspect I will not benefit at all for the increasing fees that will be extorted from me. This deal stifles competition. It smells of corporate raiders seeking higher rents. ICANN should protect internet users and content providers, not offer them up as a sacrifice to corporate greed. Just say no to corporate greed. If the current pricing structure does not suit Verisign's profit goals, find an administrator who can manage registrars within the current pricing structure.
