Please respect the input of a major stakeholder - the customer - before making decisions that affect us. We must be included in the decision process, otherwise it may be in our best interest to establish our own infrastructures and networks in future which will be overseen by ourselves. Personally, I cannot afford the 70% increase over the next decade. This is unreasonable. I urge you to keep your greed in check and make realistic plans for the future. If you need additional funding, why not raise those funds by approaching the likes of George Soros, the Clinton Foundation and the Rothschilds? These super rich individuals and organizations have interests in a wide variety of areas. Increasing the prices continuously will only hurt ordinary citizens and most owners of .com domains. This is not done with the public’s interest in mind, and should be dismissed. I'm writing to comment on the recent changes to the contract ICANN has with Verisign, Inc. who operate the .COM top-level-domain (TLD). It is my understanding through Namecheap that the recent contract changes are problematic for a number of reasons, not the least of which being that the changes were made "without consulting or incorporating feedback from the ICANN community or Internet users," and that "only ICANN and Verisign have participated in this decision." Additionally concerning is "*.COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade*. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody." Given that "*.COM domains make up 40% of all registered domain names online," *it does, indeed, seem that these "price increases . . . will harm our [Namecheap's] customers (and the Internet as a whole)." It's stated in Namecheap's email to its customers that "This is a crucial time to raise our voices," and I agree. Equally disturbing is that "*Verisign agreed to pay ICANN an additional $20 million dollars over five years to support* ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure." I am a registrant of a .com domain name and I'm against the proposed price increase to .COM domains. If the cost to maintain the .com registry is less than $3 per domain per year and consumers are already paying double that cost, I see no reason why consumers should pay an increased price to buy a .com. Hello, I am strongly opposed to ICANN raising the cost of .com domains or any TLDs for that matter. This is not actual real estate - it's virtual. I pay for hosting and to secure the location of my data - far more than what is actually needed in terms of costs to maintain. With several domains, this is becoming more and more costly to maintain and is unnecessarily expensive. I also didn’t need to pay extra for a “secure” domain since I don’t take money on my site. I understand the need to raise additional funds, but to put the burden on one single extension seems both unfair and reckless. If a more moderated increase was spread out across all the extensions, the amount of money could be reached without gouging the existing .com market. Hello, I have heard about the agreement signed between ICANN and Verisign, which means that in the coming years the price of all .com domains will increase. This is unfair The majority of people and societies that in the world buy .com domains, are not large corporations with large monetary capacity. The majority are people or entities with a tight budget that fight for every dollar they have to pay when they want to get involved in any online business or entertainment. If you raise the price of something as basic as the .com domain, which is absolutely necessary to move around the internet, then many people will be left out, affecting and harming many people or entities that will be banned from the future, which goes through the mandatory presence on the internet. This is a protest email as a testimony to the opposition of price increases. Good Day, I own over 30 domains, many for organizations where I volunteer my time to design and sponsor their websites. This includes woman’s residential centers and churches. Over the last few years, prices have sky rocketed, and are getting to a point where they are just not affordable. Any decision that can lead to even more price increases will have a far reaching impact and it is important for ICANN to talk first with all stakeholders. ICANN has been given an important responsibility within the opportunity and should not be wielded without just cause. I understand ICANN and Verisign along with third party organizations may want to review their position in a market but: On the receiving end the user sees a proposed increase of 7%, inflationary activity is currently evaluated at 2.3%, for a service they renew every year (reoccurring revenue) and no value added. Some registrants have many domains. An sudden increase such as this is challenging for smaller businesses, which really represent the majority of businesses. Reading through the proposed amendment provisions, which really publicizes an agreement between two organizations and third party agencies, but does not really state the conditions and weight or power of the agreement for the user. A number of questions come to mind: * How does one imagine and understand the grounds for price increases of .com domains, above and beyond current market inflationary activity. What is a price freezes, such as the one in 2012, if one seeks a significant price increase. It makes it look like there is intent to strategically hedge for the moratorium period? * It is very hard to identify evidence of structured initiatives that require additional financial resources - hence the increase. Increase in security is something any sustainable organization is invested in every day. It's part of the overhead of providing any kind of service on the internet. Businesses are constantly on the lookout to improve their practices. Yet they don't pass that on to their clients, it's inherent to the business model and the service offered. * "Stability of the internet", which no one or a small group of organizations are tasked with. Internet stability is vague and a loaded concept that deserves to be unpacked to be fully understood by all parties. The stability of the internet, aside from infrastructure, relies above all on users, registrants and people that browse the internet. * The only initiative to which was attached a dollar figure is the "Per-Registrar Transactions Report to record the usage of the "Consolidate/Sync Service" offered by Verisign as transactions." Although, the $0.25 "Consolidate/Sync Service" initiative is not something I'm aware of nor use, and so doesn't really serve our purposes. It is very difficult to conceive and justify the increase based on the evidence presented. Perhaps, ICANN and Verisign could consider a pricing for newly registered .com domains in the future. This would not affect current users but still support both organizations in their initiatives assuming we can track the dollar back to the service improvement. Ian

I feel that unless some kind of significant value is added to the domain name system as it currently exists, there is no actual reason, beyond profiteering, for the proposed changes. While I have no objection to any company making profits, it should be done so honestly. Very concerned with reports I'm hearing about potential fee increases for .com domain registrations possibly in 8 out of the next 10 years, and with no bounds/limits? If true, it puts a lot of small businesses like mine at further risk - we face mounting labor costs, regulatory costs, city and state taxes - it really adds up and makes it very tough to stay in business. I STRONGLY encourage doing everything possible to keep domain costs at a low level. I'm also disturbed to hear that Verisign will pay ICANN $20M --- that seems a guarantee that domain fees will rise when they want their payback. I oppose the ICANN proposed price increase for .COM. It is unclear to me how this change benefits all who at have built a presence on the .com TLD and what ICANN plans to do with the increase in fees. We’re already faced with a flight from .com which benefits domains under control by, at times, questionable entities. This move will not only further this flight, but will sully the good name of the .com registry and cause future decrease in sales and profits. Hi, as a small business owner where every penny counts, and relying on the internet as our marketplace, increasing the cost of domain names will have far reaching effects. I just ask that both you and Verisign be more transparent and fair in what you're putting together. In an age of dwindling accountability and transparency by the government, the people are looking for companies and leaders that give us the respect to do the right thing, even when nobody's looking. My concerns specifically are: 1. Large price increases over the next 10 years. 2. What the $20 million from Verisign will be used for. 3. Why you're breaking your own rules or allowing for a loophole to allow Verisign, an operator of a TLD, to act as a registrar. 4. The fact that you ignored previous comments that overwhelmingly favored not removing the price controls on other TLD's, and removed the price caps based on an analysis by an economics professor that didn't reference any data. I hope someone takes the time to read this and actually cares enough to rethink this strategy, as it will not be a good PR move for ICANN or Verisign if it goes into effect in its current form, as it wreaks of abuse of power at the expense of nearly everyone. Hello ICANN, Thanks to Namecheap I found out about this Proposed Amendment and since I’m also a customer as well as a developer I want to share my concern. First of, I’m guessing this comment/mail will be one of the many that will not be read but lets hope for the best. Since ICANN registers most if not all domain names I partially understand why this proposal would be nice for ICANN however It would be a grave mistake in how I see it. The .com domain name is the most popular domain name along the website owners and (web hosting) companies due to it’s low price, recognizability and therefor high value. When the ICANN fee will increase so will the price at companies such as Namecheap and that will immensely lower the value of the .com domain name (or maybe even more domain names). Long term this will mean that less people will use this as it’s to expensive and it will lose the value among the biggest target audience; developers. What happens when the .com domain loses this audience? It will lose the recognizability. More people will look for other, cheaper solutions that may even be subdomains under sites like Wix, Jimdo, Glitch, Heroku ect. To make a short summary, just keep it cheap, play the long run. It will make the customers happy and make earn ICANN more money (thanks to the increasing amount of students / developers with a lower budget). Kind regards, Ruben

ICANN announced significant changes to the contract it has with Verisign, Inc. who operate the .COM top-level-domain (TLD). ICANN made these changes in secret, without consulting or incorporating feedback from the ICANN community or Internet users. According to this new agreement, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and with no language to freeze future increases. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. Alongside these contract changes, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain name system initiatives, without any clarity about how ICANN will spend the money, or who will ensure that the funds are properly spent on domain infrastructure. These changes will have significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision. As one who holds several domain names and a small business owner, this is alarming and should not be implemented without significant input from all stakeholders. In an age when we desperately need clarity and fairness, this is an utter disgrace.

Also this paragraph, "The proposed LOI also provides that Verisign will contribute U.S. $20 million dollars over five years, beginning on 1 January 2021, to support ICANN's initiatives to preserve and enhance the security, stability and resiliency of the DNS, including root server system governance, mitigation of DNS security threats, promotion and/or facilitation of DNSSEC deployment, the mitigation of name collisions, and research into the operation of the DNS." I am concerned that this statement is vague on the general areas of initiatives and there is not someone to hold ICANN accountable to spend this money as promised. It sounds like Verisign is making a business decision to invest $20 million to get high returns on .COM price increase over the coming years, as opposed to donating for the wellbeing of the internet. It has come to my attention that it is being considered to increase the TLD (top-level-domain) prices with the passing of Amendment 3.I request that this Amendment being considered is either overturned or reproposed with more considerable restrictions and requirements comparative to Amendment 3 as it stands now. Without reconsideration of Amendment 3, it's passing will assure the stifling and burdensome of many small businesses and recreational users of the like. The beginning process that makes up getting ones self or company is stablished under a .com domain is quite a series of steps and fees as it stands now. Why would we try to complicate and increase burden on the end user who in most cases is trying to contribute to the web and society as a whole with a small business or some sharable content. Making this process harder and more expensive only stifles and shrinks the growth and the spectrum of the world wide web and businesses both small and large. I persuade you to reconsider this amendment and implore you to seek out the public perspective on this matter as my stance is shared by the majority as can be seen on many platforms of stature where communication is prominent and free. Additionally, I would like to invite you to a gathering we will be holding at the capital to point out the hypocrisy and I inconsideration that this amendment poses to the American public. Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, but any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptible to them. However, there are a great deal of small businesses (including myself) that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. I oppose the planned structural price increases -- increases to be made regardless of financial need of the provider. I understand that when expenses increase, prices must rise, also. But that is not the case in this situation. This appears to be a monopoly holder raising prices because it can, and lack sufficient competition to counter the move. Marshall Flax

Hi,I use the Internet and I am a .com registrant.I am against the proposed price increase to .COM domains.No one other than Verisign want increases in .COM prices.Verisign is merely your manager of the .COM Registry and it has no business dictating the price.ICANN is supposed to govern the domain name system in the public interest.It is important for the internet to remain easily accessible for everyone at a low cost, specially .COM domains as they often get precedence over other tlds in questions such as SEO. Furthermore the internet should remain decentraliced as opposed to small businesses only registering at huge plattforms such as facebook.Kind regards,Yannis Kasimir Brand

I strongly protest ICANN's massive proposed price increase for (.com) domain names. Also, the incredibly short period allowed to collect public comment gives the false impression that people are ok with the price increases. In reality, most of us affected by the price increase will be unaware of it until after the February 14th deadline for public comment has passed. E. S. Terwey

I am very much against the proposed price increases over the next decade for .com domains. I think users like myself should be kept in the loop and have a voice in this matter. Please reconsider! If you make these changes, many persons (myself included) will stop using .com's out of protest Thank you. Holly Cotter
