Like so many others who have made similar comments, these costs and the near certainty of them increasing year over year is concerning to me. Yes infrastructure costs money, but these charges are already well into the making money vs. breaking even level and giving tacit approval for further increases is not necessary. I have been doing this a long time. So long in fact that when I started domain registration was free. My concern is that those, like me, who have a domain name for their family, their side hustle, the business they plan to start some day, etc.. I currently have 5 or 6 domains I am responsible for, none of which are commercial, and all of which add up to a real amount of money for an individual. And this cost change does nothing to stop domain squatters or other Internet trolls. If you want to allow VRSN to run things, that is fine, but they should have to justify why when actual costs are going down they need/want more money each year. I'm the CEO and founder of a web development agency. Our entire team finds it disgraceful that ICANN would enter into an agreement with such large ramifications for the internet community as a a whole without duly consulting and incorporating feedback from the global community. Every organization essentially wants *more money*, we understand that. But when you take on responsibility as a regulatory agency for something this important to human society as a whole, you should know you can't just be looking out for yourselves. This kind of action taken in such a self-serving and non-transparent way deeply affects our organization's respect for ICANN as a whole, and I know it does the same for much of the community that is aware of these shenanigans. This is your opportunity to make an adjustment to mitigate the impact of this poor decision before the damage to ICANN's reputation is permanent and irrevocable.

Hi I strongly oppose this price increase as there are millions of individuals that have the .COM domains for their personal use as well as the small business owners across the world. Think of small takeaways, corner bike shops, coffee shops and small takeaways etc. Not everyone lives in the US and even their not everyone can afford it. If you have one domain then perhaps it can be OK but those who have multiple domains for personal or development purposes it will become difficult for them. Instead of making it cheaper so everyone across the world is able to access it you are making it more expensive. I oppose this move. Perhaps you should look at other avenues to increase revenue and reduce costs.

I am against giving Verisign free reign over increasing prices for wholesale .com domains without proper justification and allowing operators of a TLD such as Verisign to act as registrars (either themselves or indirectly). The .com TLD is a core component of today's Internet. It should not be managed with profit in mind but rather with the interests of Humanity as a whole in mind. If the fixed price from 2012 has to be changed, it should probably be reduced rather than increased. Considering the sheer scale of the .com TLD, the underlying cost of managing individual domains should be tiny. The wholesale price of domains sold to registrars should reflect that.

To get close to doubling the wholesale price of a domain name within six years (as indicated in the summary) without specific and demonstrated need (a registry is a registry! and cloud storage and computing prices are plummeting, as are those of security solutions) is damaging to individuals as well as startup and small businesses, who will need to think harder about whether to spend twice the cost per year of staking out and trying new ideas, as well as being frankly exasperating in the current economic climate and considering their being the sole authority for this kind of domain. Allowing people to register domain names 10 years in advance at that price is not a solution, except for those with ready cash instead of a budgeted line item. I hasten to add that whatever inconvenience and harm it may bring to those in relative economic security, it could be disastrous to those closer to the margin, who need their domain name before anything else of value can be attached to it, and so could be prevented from entering the market or forced from it. It will not only impoverish them, but impoverish the web, which thrives on the easy exchange not only of business but of passion projects and so on, relatively in the reach of anyone. To increase price so rapidly in so short a time is disastrous for the culture and nature of the web. It also smacks of pay for nothing, again, without a real, demonstrated (and not surmised) increase in cost, and reasonable cost at that. I am a .com registrant and am associated with the secondary market. I am against the proposed price increase to .COM domains. No one other than Verisign wants increases in .COM prices. The current rate of $7.85 is already far more than justified. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) Verisign is merely your manager of the .COM Registry - it has no business dictating the price - and already makes profits at current price levels in excess of the operating needs to maintain a registry. ICANN is supposed to govern the domain name system in the public interest. I have, over years since 2003, managed near twenty websites: four for myself, and the rest for clients. All these have been small-time sites, of great importance to their owners, but apparently of little importance to iCANN. We are appalled at iCANN’s indifference toward public comments—even to the extent of treating some as “SPAM”. We are discouraged by the seeming futility of our expressions. Nonetheless, I send this opinion in the hope that a human being will read it and be able to contribute it as a force in guiding future actions. Management of TLDs for gross profits is a delicate affair and should not be taken lightly. Yes, I know the folks involved have to “pay the rent and put bread on the table.” But for those of us with websites, free expression is involved. In my case, we don’t have calluses on our ears from the outflow of money. Ridiculous price increases for retention of our websites will be a hardship, if not an impossibility. We may find that the web becomes a realm occupied by the wealthier, and the content thereon correspondingly affected. The web may become more a rich folks’ arena. That iCANN and Verisign could conspire in secret for monetization of TLD management goes against the spirit of free communication upon which the web was built. The web can help folks speak together and work together only if the channels across which they do so are managed wisely. This is an urgent concern in these times of environmental crisis, but no doubt will remain so as long as folks can communicate—which being, the foreseeable future. I believe: - iCANN must retain management of TLDs; - iCANN must understand the wisdom required to undertake this great goal of vast public interest; - iCANN must pledge to pursue web management activities in good faith and with the honor it deserves; - iCANN must submit to public scrutiny of its management practices, and submit to appropriate actions when its practices fall short of its responsibilities. iCANN’s future and the management of TLDs in the World Wide Web, I realize, is no mean task. I ask for iCANN’s patient and thoughtful regard to the interests of not just large corporate concerns but also small individual voices. Our future screams out. Dear Sirs/Madames, I understand ICANN wants to sell the .com domain to Verisign. A for profit entity. I feel this is a grave mistake. This sale will act as a multiplier to the ill considered decision to end Net Neutrality and make it both more expensive and difficult for for regular users, small businesses and non-profits to keep their online presence. As someone who falls into each of these groups, I urge ICANN to re-consider this action and keep the domain in its hands. Afterall, ICANN was created for the express purpose of protecting the internet commons and keeping it the open and accessible arena that was very much promised early on when when the WWW was synonymous with "the information super highway." This new policy seems illegal, where ICANN is specifically supporting Verisign instead of the Internet as a whole. Almost the entire reason everyone forced a breakup of the domain name monopoly was due to Verisign's overcharging. Now, ICANN is proposing free, virtually unmitigated price increases? How many small businesses or individuals is ICANN trying to destroy, or simply kill the .com domains completely? Is ICANN now a subsidiary, or mistress to Verisign? I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Many people have multiple domain names, if for no other reason than to protect our own names from being used to run a website. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. I'm writing against the proposed amendment. I believe that any closed-door negotiations between ICANN and Verisign removes all transparency from the process and causes doubt on the motives of the decisions and proposals that took place. Any proposed amendment where ICANN approved a series of rate increase that Verisign can charge alongside a $20 million contribution from Verisign to ICANN has more than just an appearance of impropriety. A deal of such proportions made by a supposed independent non-profit organization seems irresponsible at best and possibly even corrupt. I request that the proposal be rejected and a more transparent negotiation process take place. -Eric Mandel

This seems arbitrary to me and not in the public interest. As a businessperson and founder of nonprofits, I fully understand the costs associated with business. But such an open-ended fee structure that upsets the apple cart for so many people, and seemingly without rational justification, is perceived as punitive and unwarranted. I urge reconsideration of the proposed, behind-closed-doors rate increase proposed.

I just heard what you are proposing. raising the cost of the .com websites 8 out of 10 years do you realize what this is going to do to the little guy....like me? I have 6 .com addresses 4 are redirects, 2 are actual sites. Thanks to cheaper .com sellers I can afford those .com address But if you increase the cost then I can no longer have that many .com addresses. It’s my understanding that according to a new agreement between ICANN and Verisign, Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years. This means that .COM prices can increase as much as 70% over the current prices over the next decade and will have a significant negative impact on businesses in the US, most of which make little to no profit each year. I believe there needs to be some price caps in place to protect the integrity of the domain name market and stability of small businesses and hobbiest using .COM domains. Look this is stupid what we have works. I run a small business that’s 90% online. That’s how I make my living to provide for my wife and kid. If you increase the prices on the domain registration I will have to increase the prices of my product thus lowering my sales volume. That would make it much harder for me to earn my living and much harder provide for my family. Why are you doing this?
