I oppose increases in .com registration fees without additional free market competition. If fee increases are warranted, the market should decide, not a regulatory body. However, the system as it stands takes away useful market signals as well as competitor pressures. Therefore, I see no clear reason for fee increases. Surely Verisign is not arguing that its cost of doing business has increased; nearly the entire industry is experiencing decreases in cost of business. Further, it is highly unlikely that there is any real new value or new problems that Verisign can solve for users, again leading to no reason for increased fees. If there is a clear value proposition for these increases, please make it public.

Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Please stop making the internet expensive! While most of my clients are .org users, I do have a handful of .com users. As small organizations or companies, they need my internet hosting and domain name fees to be minimal. I generally do not charge an additional fee for the domain name but include it in the subscription price. However, it becomes very difficult for me to keep my prices low and competitive with the "big box" web providers and still make enough money to justify my continuing to offer my hosting services. Rather than changing or increasing prices for the .coms or giving Verisign the opportunity to increase prices, you ought to be lowering prices across the board so that more people can have websites, make money, and have fun doing it. Please don't let the huge multi-billion dollar companies put the rest of us out of business! Keep domain prices low! Thank you.

Hi there, I was recently notified of the contract changes by my domain provider, Namecheap. They mentioned that increased could be expected over the next 8 out of 10 years leading to a potential price increase for .COM of up to 70%. I wanted to reach out regarding this as it’s extremely concerning proposal to a small business owner such as myself. This type or change makes it difficult for small business owners and start ups to start and run their businesses. It puts barriers in the way of people operating their businesses and getting their ideas out into the world. It increases the operating costs and start up costs and makes it more difficult for entrepreneurs to change other people’s lives, make an impact and follow their dreams. As a web designer who works with other small businesses, I can see the impact that a price increase like this can have, on a grand scale. I urge you to please reconsider increasing the pricing for .COMs and recognize that making it more difficult for businesses to secure their place online impacts us all in a negative way. My own domain HUNTTING.COM has been the home for a long series of public service, non-profit, websites over the years. When first assigned, decades ago, there was very minor commercial content that has long since ended, but by then the domain name was established as a reference point for several Internet communities. Having a.com address for my small business is an absolutely vital part of my marketing. These changes and price increases could very well make it impossible for my business to afford keeping our current address. This does not seem like it could possibly be good for e-commerce. It is very much like rent prices forcing out mom and pop brick and mortar establishments. If the rent on.com addresses goes up too high nobody who is a solo entrepreneur is going to be able to afford them. The entrepreneurial spirit is a vital part of our culture and of our economy. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. The changes in the Verisign contract for the next upcoming years will be devastating to many people, raising the domain prices is going to shut down many sites. Especially the smaller non-profit ones without ads. Sure, the initial $20 million up front is nice for your organization, but in the long run you are very likely to lose business and will harm the infrastructure of the internet, upsetting millions of people. I do not support the proposed price increases Verisign will be allowed to charge to registrars for the .COM domain. 7% increases for 4 years straight is excessively steep given the inflation environment and the productivity gains for a high-tech business model. I am also against allowing VeriSign, the operator of a TLD, to also operate as domain registrar. This self-dealing arraignment is rife for abuse and should not be allowed under any circumstance. ICANN, This proposal will allow for .com prices to increase by more than 70% in the next decade, decreasing access to important technology. Information deserves a free an open platform to be disseminated and it takes the hard-earned dollars of individuals to ensure a diverse internet of ideas. By allowing for a price increase, you'll be limiting the access to publishing on a trusted domain name to those who have access to capital. As a registrant of many domains and a person who aids people in registering their own domains, this change is detrimental to consumers as it means an increased spike in .com domain names (which have traditionally been the cheaper alternatives) matching similar to that of more "premium" TLDs. It not only de-values some of the more personalized TLDs such as .NAME, .IS etc, but it would allow for the over-inflation of the value of .COM domains. Greetings, This is a very risky amendment. There is no clear public value demonstrated within it, and any price increase to the most prominent and sought after TLD (.com) risks alienating global participation in the growing digital services industry. This is especially true for developing countries where the majority of it’s population falls beneath the global poverty line. Price increases may also inadvertently invite more government involvement and regulation on both ends of the political spectrum. If this goes through, there are far more implications than what is bundled in the amendment. This has a global impact. I would anticipate press coverage, followed by opportunists weighing in on the optics of it, not the substance of it. Thanks, David Waggoner

We vehemently disagree with your new proposal, having untapped price hikes is wrong. You won’t listen anyway, so we may just be forced to get our politicians involved to stop you. If you want to keep your freedom to self-regulate than make better decisions or we will regulate for you. Don’t think it won’t happen. Either significantly declaw your new agreement and get some significant price increase caps involved. We are not against raising prices, it is called inflation, it is a thing. We are clearly against unfettered ability to skyrocket pricing. Very restrictive limits on price increases are needed and adding in a requirement for them to justify said increases every time they do and require public comments on said justification. You will change the deal to cap the price hikes or you lose the ability to self-regulate. Don’t think that will happen? Think again.
