Hi I object to the proposed changes to the .com registry. This secretive deal is going to lead to price increases. This was not deliberated in the presence of domain name providers and without industry input. This is not in the best interest of internet users and only serves ICANNs financial interests. Dear ICANN Organization, The domain registrar company Namecheap informed me about your propose to change the contract you have with Verisign, Inc. who operate the .COM top-level-domain (TLD). Since this action can cause relevant increase of the .com domains’ future price without having any additional benefit for the .com domain owners I’m fully against it. Additionally there is an ethical issue with this changes negotiated in secret since ICANN is a non-profit private organization which has taken over from the U.S. government various administrative duties associated with running the Internet in 1998 and expanded to a global organization with "multistakeholder model”. Please do not increase it. Let it be as it have always be. An increase in price of domain having .com, will really affect a lot of people and business. Especially those who don't have enouch money to renew their own. Please everybody is okay with the old price and I think it should remain like that.

Dear Sir or Madam, You are proposing an amendment to the pricing structure but fail to explain who aside from your own organization and Verisign would benefit. Domain owners will definitely be the ones who will pay this price increase without receiving a better product or service in exchange. That you are planning to grant Verisign the right to increase domain prices and getting in exchange a $20 million dollar injection, is establishing a co-dependency that is opposing the goals of the ICANN organization. People are happy to pay more if they know why they pay more. If you cannot deliver that answer in a transparent way then you are failing your community. Due to the raised concerns, I recommend to not amend the existing contract. ICANN is risking to lose any credibility and independence by trying to solve potential issues this way. To whom it may concern, I am dismayed to read the latest Proposed Amendment 3 to the .COM Registry Agreement. The very idea that prices can increase by 7% per year in 4 year blocks is preposterous, and quite frankly is akin to extortion. I am also extremely interested to understand the purpose of the extra $20 million payment to ICANN over 5 years is for, as I cannot see anywhere where this is detailed. What are ICANN doing for the betterment of web property or the web as a whole? Indeed, I would like to understand how this is not the signs of an organised cartel? Regards, Neil Morton

I think the information on your website about this issue is poor and not easy to understand for many people. You need to use plain English if you really want to engage with people. ICANN needs to take responsibility for the price increase. This is a monopoly and ICANN needs to be seen to be looking out for the consumer. There is not enough information about value. "The price for .COM Registry Services has been static at $7.85 since 2012." This is not an argument for a price increase. ICANN needs to explain the amount of money it raises via this "tax" and give a breakdown of expenditure. It needs to let us know about planned expenditure such that any price increase can be justified by better service. As it stands, I object to any price increase, Best, Gariesh Sharma

I strongly oppose the price increase proposed. There is simply no justification for the price increase. ICANN is taking essentially a 20 million dollar bribe to allow VeriSign to capture many multiples more than that in increased profit. 20 million dollars over 5 years is nothing. If ICANN desperately needs this funding, it is sitting on ~450 million dollars from the last 990 I could find (2018 - https://www.icann.org/en/system/files/files/fy18-irs-tax-form-990-return-or… ). If this is essential, it can be pulled out of the budget, it shouldn't be taking VeriSign's money in a quid-pro-quo arrangement to allow VeriSign to raise prices on a monopoly product with wildly healthy margins - "*The operating margin for 2019 was 65.5 percent compared to 63.2 percent in 2018.*" (Quote from VeriSign quarterly report https://investor.verisign.com/static-files/4a30ffcc-5b47-464d-bf43-11637bdf… ). VeriSign has a monopoly over .COM which has an extremely disproportionate power over internet commerce. The cost of operating domain registries has gone down (as seen by competitive bids to operate registries and in VeriSign's operating margin). ICANN pretending it shouldn't be a price regulator is a new line which seems to be ICANN abdicating it's responsibility towards internet users and only representing the interest of registry operators. Removing price caps on .ORG has lead to the catastrophe we see today. Letting VeriSign continually increase prices on .COM has an even larger impact considering it's stronger monopoly and it being an order of magnitude larger than .ORG. If ICANN really cared about competition, it wouldn't be giving contracts to run the registry in perpetuity and open them up to competitive bidding every so often. This selective interpretation of how markets should and shouldn't be free is designed to hurt consumers and line the pockets of registries, which seem to have a revolving door with the ICANN folks. I fully expect ICANN to ignore the overwhelming opposition to these price caps as they did with .ORG ( https://reviewsignal.com/blog/2019/07/01/icann-fails-the-internet-community… ). I will be amazed if we even see the board make a decision or if they simply hand it off to staff and pretend this is unimportant. ICANN's multi stakeholder model is a failed project in governance and I'm sure this comment period will simply be the latest supporting evidence. I'm concerned about your decision to raise prices on ______.COM domains and feel that many people have personal domains or authority sites and don't perceive any financial gain from these sites. If you raise prices it could push a lot of people away from having a website at all. If ____.COM domain owners generated money from their domain, it might be more justifiable, but if not, we already pay a lot of costs just keeping the domain and often have to pay tech help to keep the domain functional and up to date. We do this willingly for our own presence and branding image. Most important, in many cases, such as mine, we use our sites to provide useful blogs, lesson plans, and information to the general public at no cost, so please consider this before increasing prices for ______.COM domains. I for one, have the aim of unifying people worldwide in order to have one strong global language with which to communicate. Strong accurate communication in our time is vital for future progress and the unified efforts for survival of the planet and human race through cooperation and communication.
