The proposed agreement to give Verisign a windfall, with no accountability and developed without community oversight, is unconscionable. As an entity in monopoly position over one of the fundamental technologies of the web, it behooves you to derive your policies from a mandate from *all* of that community's stakeholders, not behind closed doors, without a clear statement of need and with no oversight of what the funds will be used for after such a policy is enacted, beyond padding Verisign profits. To Whom It May Concern, First of all, please for give me for not knowing enough to write a complete intelligent response about this issue. I just want you to know that as a domain customer, I am both very worried and very unhappy. Sure, I can start using other domains, and that is probably what I will have to do. But your agreement does not appear to have the consumer in mind at all. Your making this agreement behind closed doors points to the correctness of my assumption. Emails like this one rarely do much good, but I am hoping enough people will complain that at the very least it backfires and costs you more customers than you have anticipated. If this deal does go through, without changes, I do know that you will have lost one. I am not a huge customer, but I can certainly make sure that my purchases do not contribute any more (if at all) to your business. Marsaeus Marine, Gamer, Joker, Entertainer?

Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, buy any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 20 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka start-ups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. I am a registrant of a .com domain name and I am against the proposed price increase to .com domains. I think the amount the current rate is now is more than is needed, and I believe that raising the price of .com domains could be inhibitory to a more diverse internet, filled with individuals who are looking to make a small business or market themselves on the internet to future employers. ICANN is supposed to govern the domain name system in the public interest, and I don't believe kowtowing to Verisign is beneficial to the public. Hello. I'm concerned about the proposed increase in .COM registration fees. There are approximately 144 million domains registered in the .COM TLD. At the current rate of $7.85, this means that Verisign is already raking in $1.13 billion a year just for issuing domain names. Given the infrastructure required to maintain such a system, this is tantamount to printing money. While domain registration is a relatively small cost in the grand scheme of things, it already has plenty of profit built in, and frankly, given the improvements in infrastructure over the past eight years, the price of a .COM registration should be less, not more, than it was in 2012. While the increase proposed by ICANN isn’t unreasonable, the metric used is. We need to have a set standard by which increases are calculated to prevent unpredictable increases. Many of us have private .coms that aren’t for profit, and the increase for non- or small- businesses could easily become unreasonable. I have come to understand that you have reached an agreement with verisign that allows the price of the .com domain to be increased without clear description of what benefit the holders of .com domains will receive in return. I am writing to say that I think the terms of this agreement do not sound like they benefit the general public. It also sounds like the terms were reached without input from the public at large which is a huge mistake. As an owner of a few small high school sports websites that are funded by donation I can tell you that I would switch the domain names in a heartbeat and notify my users by email of the change. I can guarantee that no one else would want these domain names. -Steve Mann

The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. It's simply not right to allow them to raise prices at this time.

To whom it may concern, I am a .com domain registrant. I am an individual NOT a business as the domain may imply. As an individual any price increase will affect me and only me. As a retired person on a fixed income this is certainly a concern. I've registered and maintained this domain as a personal domain for at least 15 years and look forward to doing so in the foreseeable future UNLESS prices force me to make changes, meaning you will lose me (and many other .COM registrants) which will cause YOU to lose money. Reasonable increases I can understand but this is well beyond reasonable, especially being done in secret and without input from customers or anyone. I urge you to reconsider or stop this secret agreement to increase .COM registration prices beyond unreasonable. Johnny

Hello there, I wanna voice my opinion on the increase prices for the .com registry. I understand how the increase would benefit the company, however a lot of us are using it for personal use such as blogs or portfolios or small business and every cent counts. A lot of us own more that 1 domain and expenses do add up. If prices were to increase as mentioned at least don’t make it 7%. I know it’s the max but let’s be honest that’s probably what the price increase will be if they can make a lot more money from milking us. Hope you’ll hear and consider all of our petitions against such high price increases. Thanks, Maggie
