Dear Madam, or Sir, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, but any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Thank you, Joel Duke

I suggest you reconsider the deal you made with Verisign for your own moral salvation. This is the very definition of the word "corrupt". As someone that owns a lot of active domains, I’d hate to see prices be allowed to increase as they are proposed to without any justification other than executives making more money. ICANN should be trying to keep prices low as the cost to operate continue to decline due to more efficient technologies and cheaper bandwidth. I am writing to comment about the Proposed Amendment 3 to the .COM Registry Agreement, as my domain provider (NameCheap.com) gave me notice of the upcoming possible changes. I believe it is outrageous and not appropriate for an organization to require and probably charge increases (according to my provider - NameCheap.com) of up to 70% and over the next decade. Why? Because the current system is basically a one entity monopoly and for various reasons I understand, am fine with that. HOWEVER, for ICCAN to request large amounts of money ($20MM) without a formulated budget and projection for what and where this money is spent to ensure a sufficient and profitable business for ICCAN is unacceptable. I understand that ICANN needs money to operate, needs money to grow, needs money for software or hardware changes, and am fine with it all. But to ask for this type of increase WITHOUT stating or showing where, how and why this money is needed or planned to be used is unacceptable. ICCAN should be run like a business not a quasi-governmental operation where it can spend money like a drunken sailor and not be accountable to at LEAST a justifiable review process. This is why I object to this proposed amendment as it stands. Modify it for a budget / review / projection of needs process (by an INDEPENDENT review body) and I am totally fine with whatever money ICCAN will need to continue to deliver their business proposition with excellence. Hello, I have several .com domains that I host websites and mail through. The proposed Amendment 3 is completely unnecessary and simply a way for Verisign to increase their revenue stream. The marginal costs to continue to serve DNS for .com is nil, and we all know that. This proposal is clearly just a money grab by all involved in this process. I appreciate this opportunity to provide comments to the proposed amendment to the .COM registry agreement. I am the registrant of .COM domains and expect to be affected by this decision. Considering the origin of the price increases that have made their way into many registry agreements, I'm opposing any potential price increases in this proposal. I do not see any reason to permit price increases. Declining costs for most of the associated technology and the rising number of registrations actually argues for a lower per-registration cost, rather than a higher one. Other potential operators have made credible statements (and bids) that show that the registry can be run at a lower price. As a public company, Verisign's biggest obligation is to their shareholders, which means they need to increase their profit as much as possible. This does not align with the interest of the community and stakeholders in the ICANN process. Many of these companies barely make it financially. Any increase in fees will hinder the companies existence.
