To Whom It May Concern; I am a small business owner. I am writing to express my concern over the proposed allowance for price increases for .com domains. The cost of doing business on the Internet is already quite challenging for a small business owner. The proposed 7% annual increases for the next four years, then freeze for two, then increase for four, then freeze for two, etc, is essentially a guarantee that the cost of owning a .com domain will only be affordable for the most lucrative businesses in the not too distant future. The usage of these additional funds is not specified. Why is this increase necessary? The proposal also would allow Verisign to become a domain registrar, essentially creating a monopolistic business in one fell swoop. Why was the process for proposing changes done without public and industry input? As a business owner and consumer of various domains, I cannot see a problem for your proposed solution. I only see a policy that would allow one company to gouge all consumers of .com domains without recourse. Please relegate this change to it's appropriate place in the recycle bin. As a personal holder of three .COM domains, and the responsible party for a fourth on behalf of a small business (three employees with minimal profits, he operates as much as a public service as he does as a business), I vehemently oppose this quid pro quo cash grab. 1. ICANN was created to operate in the PUBLIC interest. This "amendment" serves no one but ICANN and Verisign, who do not collectively constitute "the public". 2. Barring any extenuating circumstances, the entire point of an AGREEMENT is for both parties to be held to it; freely and privately amending it on a whim violates the spirit of an agreement. 3. The .COM TLD was not enforced as a commercial-only TLD, and as a consequence many individuals have registered and built sites upon .COM domains for their own personal or professional purposes prior to the proliferation and popularization of other TLDs. If it *were* enforced as a commercial-only TLD I could see the interest in raising prices as larger commercial entities do often profit wildly off their domains, and using such activity to help maintain the domain infrastructure could be considered in the public interest. This is not the case though, and as such price increases disproportionately affect individuals and small businesses. 4. The amendment does not specify how the payment to ICANN is to be spent, leaving the looming specter of largess and misuse. Had the amendment laid out strict guidelines for how the money would be used IN THE PUBLIC INTEREST, I might almost be able to forgive it; but it doesn't. If the .COM domain price structure were shifted to a tiered status, where individuals and small businesses paid a lesser fee for their domains while larger corporate entities who are profiting significantly off their domains paid more, I could appreciate this more; it would reinforce the concept that the fees are for the maintenance and improvement of the domain infrastructure since the larger entities of course put a greater load on the system in terms of DNS queries and such. Even better, base the tiers simply on root domain traffic; domains that have less than X queries to the root servers per year (a reasonable amount to be determined by ICANN based on current traffic) qualify the following year for "small user" status, and either lump everyone else into a "large user" group, or create further tiers (10*X, 1000*X, etc) to keep domains affordable for smaller businesses while larger businesses pay their fair share to maintain the infrastructure they profit from. Even if the agreement were better structured, such that the increases would be limited and reasonable, I could perhaps forgive this. Instead, the agreement gives Verisign broad leeway to pump prices as they see fit, giving ICANN a percentage of the forecasted profits in return. Dear Sirs/Madams, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, but any individual who would like his/her own domain name. This would impose a burden on a huge number of small businesses as well as individual users who have purchased domain names for personal use, not commercial use. Some have multiple domain names, if for no other reason than to protect our own names from being used to run a website. Please at least consider a regulation that would charge businesses more and small businesses or individuals less. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for or are supposed to be used for commercial purposes. But this is not the case. If this had been defined and enforced from the beginning of the internet, this would be a non-issue. However, enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to. However, that doesn't eliminate the fact that they would be losing an asset they had invested much time, money and resources acquiring and building. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Thank you, Nina O. To Whom it May Concern, ICANN has for years been respected by many webmasters, industry professionals and millions of people to maintain standards within the industry and act as good stewards of the Internet. We discover now that this was a mistake and that ICANN has and never will have the Internet and users of this incredible "co-built community" best interest in mind. Do you really, truly think that this backhand shady deal that will ultimately piss-off millions will not result in you being slapped silly for the move? I don't speak of anything I know and I'm not threatening you in any way, but you know the world, you know people online and you know the power of change. Destroy the Internet, a replacement will come extremely quickly, and you'll end up with nothing except tarnished names. Continue acting as good stewards and trustful individuals, and I don't think your downfall will be so harsh. As an developer, domain name registrant, and avid user of the internet, I am here to add my complaint to the Jan 3. Agreement that ICANN has made with Verisign, Inc. re: operation of the top-level domain (TLD) .COM. The potential for significant price increase over the next 10 years is simply unacceptable; there seems to be justification given for this increase. That ICANN is receiving money from Verisign for this “deal”, without any explanation or description on how the money will be spent, or any sort of oversight, just makes it look like ICANN is receiving a kickback for this contract update that does nothing but put a financial squeeze on the customer. Additionally, allowing Verisign to operate as a registrar goes counter the original purpose of the contract; it reduces competition and choice, and ultimately harms the registry market. Having a platform compete with its users never turns out well; this move also makes it look like Verisign is making a cash grab, and paying off ICANN to look the other way. I expected better of ICANN. At the very least, these changes should have had more public feedback before being put into place. Please rescind these changes immediately, and allow a more thorough, data-driven and community-discussed process to take effect for these kinds of updates. I've always invested in .COM because it's the first in mind domain for most folks. By continually raising prices without a cost justification I think most folks like myself will view this as a simple cash grab. I think the fact these decisions are made arbitrarily behind closed doors also opens up ICANN and VeriSign to questions of honestly and transparency. Hi there, I was recently informed that iCANN has announced there will be significant changes with .coms involving a hike in costs. Not cool! Already small business owners have a lot of expenses and things only keep getting more costly while big corporate is able to absorb these costs like they're nothing. A 70% increase may not seem much to them but that's a LOT to your average small business just starting out. Keep the internet friendly to all and do NOT increase the costs! Hello, I am very concerned about the ICANN decision to sell off yet another top-level domain (the biggest). My main concerns: 1) Likely steep price increases - Veri$ign is not doing this to help the public good 2) Verisign can now act as a domain name registrar, again a profit motive 3) The suspicious $20M ICANN is getting in return - "just because," right? 4) ICANN seemed to pretty much ignore all the comments supporting price controls doe the ,ORG, .INFO, and .BIZ TLDs I'd like to think ICANN would support the public interest, but it has not acted that way of late. Hi, I have been made aware of a new agreement with Verisign which will make it so that Verisign will be allowed to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This would result in .COM wholesale domain prices to grow by more than 70% over and above current prices over the next decade. That contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. I don’t agree with such agreement and asking: 1) for its reversal 2) for consultation or incorporating of feedback from the ICANN community or Internet users Thank you. If I only owned 1 domain name I could absorb the increase, but I own dozens, many that have been set aside for future use. This will have an adverse affect on my business. To whom it may concern, I heard that your company is planning to increase the “.COM” domain by 70% over the next a couple of years (decade). I would appreciate that you wouldn’t increase the price because I’m using the “.COM” to help my support my family. I know that I’m not the only one using “.COM” to support a family, and that could really hurt us and our families. I understand that you have to increase the price to stay afloat in this industry, but remember us little guys depend on this also.
