I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market. It's simply not right to allow them to raise prices at this time. David

Hello, I own approximately 100 .COM domains and my clients absolutely love them. After being notified of your possible changes, I was disgusted at how little effort was made to communicate this to people in advance. Obviously, if I see increases in domain prices, all of my clients will be notified and perhaps upset at such sudden unnecessary changes. Many will opt to phase out of the .COM TLD and move to more appropriate, and cheaper, alternatives. All I am saying is that in the first couple of years the deal may look great for whatever you agreed, however after maybe 3 or 4 pass you will see a large drop in sales for the COM TLD as people cancel subscriptions for them now they have relocated to another TLD. To whom it may concern, I remember buying a subdomain from someone when I was 13 years old for $20 with a check to a po box, because a domain name registration was $150. Shortly after, we democratized domains and made them affordable for people trying to start businesses and hobbies online. Ever since then, I have been making a living online and helping other companies and individuals from mom and pops to fortune 500's realize their vision. We should be looking at removing barriers to entry, not adding them. This price increase is unjustified and is happening too soon after the .org arrangement. We should be using the .org arrangement as a test ground and see what happens over the next 5 years. We should learn from it - was it a good deal? Did it result in unjustified price hikes? Was spending justified and transparent? Instead it seems that instead of reviewing that model, ICANN would rather jump the gun and provide un-tethered control to a third party company that is motivated by profits. We all know how the internet is taking the center stage as the day goes by and more people, companies and organizations are embracing it as well as facing much more competitions. As much as the internet has become more important and accessible to the public. The challenges have equally increased most especially to the start ups and individuals who are looking to make a living from the internet with each day needing so many factors to succeed which equally consume lots of resources. With that said, I think that the new increase is totally unfair to the end consumer and must have been done without due consideration and should please be abolished for the interest of everyone's growth. I'm opposed to price increases at they do not incentivise online economic growth and make top level domains further inaccessible to people from developing and emerging economies. Furthermore, allowing Verisign to operate as its own registrar is anti competitive and further positions it towards having a monopoly stake in domain control. the .com is pretty much a monopoly, and domains are now one of the key utilities of the internet - but I do not think its fair for business to absorb further price hikes when there is no alternative provider. If you want the freedom to increase prices - we should have freedom to choose providers other than ICANN for the .com domains. I just read that Verisign gave ICANN and extra $20 million and in return, Verisign will be able to raise prices on ,COM domains more than double the rate of inflation, and even more for other, unspecified reason if necessary. This doesn't even sound legal. I'm writing to vent my dismay that this could even happen and urge you to reconsider this policy. The price increases that will result will hamper small businesses and limit startups because they'll be too expensive. You are, in effect, reducing access to the internet for many and limiting resources to fewer providers. I don't know how internet works but I know you have expenses as do we all. I am just.now starting to build my business I am on a shoestring, I am not able at 70 + years to pay for a big increase in costs for something as important as my online presence. This country is becoming so greedy in business it is no longer a small business economy where you can't even afford a storefront or workspace so, many people work from home. To Whom it May Concern, I am very concerned about the news that ICANN is considering approval to raise the cost of annual .COM domain registrations. Many small businesses like mine rely on our website to serve as our primary means of advertising and marketing. The Internet is vast and can be confusing. Just like a phone number or street address, a web domain is an essential way for new and existing customers to find a business, and for that business to demonstrate stability. But for many small companies like myself we cannot afford high costs to maintain a website. If costs to keep my .COM domain name were raised significantly, I would not be able to afford it. This would be very detrimental to my business not only because I would lose my website address but also because I would lose my email addresses. This would be very disruptive and extremely unfair to small businesses like mine. While I acknowledge that there are many huge companies that could likely easily afford cost increases to maintaining their .COM domain names I appeal to ICANN to not approve any significant increases in cost that would impact the enormous number of small business like mine out there that rely on their stable web presence. At a minimum, any increases should be based on company revenue or web traffic etc. It would run counter to ICANN’s original mission if you were to restrict access to these domains only to those who could afford large payments. Hello, I am writing to voice my opposition to Proposed Amendment 3. The web, and global DNS, were envisioned to be run for the public, and they SHOULD be run for the public. Profiting at the expense of all else, it means that freedom doesn't exist for us. Please do not adopt this proposal.

Greetings,I have a personal .com domain. Price increases to the anual registration fee would make owning such a domain unresonable. This would take the internet out of the hands of individuals and make it only affordable to the wealthy and coperations. I am a registrant of several .com domain names. Nobody other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. ICANN is supposed to govern the domain name system in the public interest - this unilateral decision goes against the grain of that mantra. Regards, Alfie Carlisle England, UK.
