[Comments-com-amendment-3-03jan20] Proposed changes to domain registrations.

I read the proposed changes and see nothing about preventing the practice of domain registrars “sniping” domains, such that if a consumer looks up a domain it may be listed for a reasonable low price - but once you refresh the search for the domain, or come back the next day, the domain searched for has been taken and is now for sale at an extremely high price.
