[Comments-com-amendment-3-03jan20] Need for greater transparency on how $20 million is spent

The language of the agreement doesn't currently detail how the $20 million promised by Verisign will be allocated by ICANN or justify why that amount was agreed. Greater transparency is needed because otherwise this has the appearance of a shady backroom deal.
