I am writing to express my opposition to Proposed Amendment 3. The global DNS registration system should be treated as a public utility. Price increases will disproportionately affect registrants: large businesses will be largely unaffected, but individuals and small businesses will bear a larger burden, possibly feeling pressure to forgo their registrations. This would further concentrate .COM registrations to larger companies, starting a dangerous cycle. There seems to be public benefit to this proposal and no basis, other than financial benefits for Versign. Please do not adopt this proposal. Sincerely, Christian Sepulveda
