To Whom It May Concern, I disagree with the proposed changes in amendment 3, due to the likely effects they will have on internet users, specifically increased pricing which would result in higher costs for those wishing to start their own websites for small businesses, and other entrepreneurial ventures. Thank you for considering others, David
