The Federal NIC, operator of the ccSLD .fed.rep.br (FEDerative REPublic of BRazil), publishes our contribution to the "GNSO Review of All Rights Protection Mechanisms in All gTLDs Policy Development Process Phase 1 Final Recommendations for ICANN Board Consideration". 1 - ICANN should implement balance on the Internet, releasing the inclusion of new gTLDs in the root zone only when necessary. 2 - ICANN should adopt a multisectoral model for the development of new rules, not ignoring domain registrants. 3 - Implement pricing rules and define the maximum price limit that the domain can be charged by the Registry. 4 - Implement differentiated rates for gTLDs, separating gTLDs into: A) legacy gTLDs (as public assets, of public interest and for public use), always bidding to avoid monopolies and maintain operational quality, which favors the entire global community. Example: .com, .net, .org B) gTLDs of public interest. These are the gTLDs that are important to the global community and should have low collection fees and increased protection from ICANN for the maintenance of their operations. We also recommend that you bid periodically. Example: .lgbt, .ong, .hiv, .med, .web C) gTLDs with no public interest. These are gTLDs that are not out of use and have no public interest by GAC, CCNSO, users, the third sector, registrants and registrars. The Federal NIC, operator of .fed.rep.br (FEDerative REPublic of BRazil), whose suffix (ccSLD) is intended for domain names for foreign organizations and individuals, such as emabiaxadas, consulates, diplomatic representations, international companies and others, together with CSIRT / CC, BR-IPO and Record Keeper, all together, come to participate in this contribution in a public way. 1 - ICANN should be more engaged in the global community, not forgetting the consumers and countries with which it has relations. 2 - ICANN should only release new gTLDs to the Root zone when necessary. 3 - Dialogues with registrants, small businesses and small organizations should be promoted so that ICANN can understand their needs. 4 - The fight against monopoly is necessary, because Verisign, Donuts, Godaddy Registry and other registry operators, are becoming big, thanks to capital and investment companies. 5 - ICANN, should deny confusing gTLDs, gTLDs without goals, gTLDs with generic words granted as if they were trademarks, as in the cases of Amazon (.book) and Google (.search). The Federal NIC, operator of .fed.rep.br (FEDerative REPublic of BRazil), whose suffix (ccSLD) is intended for domain names for foreign organizations and individuals, such as emabiaxadas, consulates, diplomatic representations, international companies and others, it comes through this participation to contribute on the aspects of rights in relation to gTLDs. 1 - ICANN has in recent years adopted a business model for new gTLDs without authorization from the global community, allowing the creation of several useless gTLDs or confusing gTLDs. Some examples can be mentioned, such as: .work and .works, .photo, .photos and .photography, .xyz, .ooo, .final, .gdn and etc ... 2 - There is a problem related to .WED, which has not yet been solved. This problem can be used as an alert for domain registrants in new gTLDs, as ICANN in all requests for clarification on how the .WED problem would be resolved, ICANN itself, has not responded. 3 - Price variation is the high price increase of new gTLDs, it is causing problems for consumers, who are unable to pay for expensive domains, such as .cars, .hiv, .bank and others. 4 - ICANN should form a committee to define which new gTLDs are in the public interest, and define its own policies to protect these gTLDs from possible bankruptcy or other operational problems. 5 - ICANN should always promote a public tender to choose new operators for legacy gTLDs and public interest gTLDs, as this will win the best that it offers cost-benefit. 6 - ICANN must combat possible monopolies, such as Verisign, Donuts, Godaddy Registry and other large operators, as this business model is detrimental to the consumer and the domain market.
