[Comments-msr-3-17jan18] Comments to MSR-3 proposal

      Hi, this is comments to MSR-3 proposal.

First of all, it is very appreciated to give me an opportunity to
review MSR-3 prior to its publication.  Attached my comments regarding
to MSR-3 proposal, especially to Section 5.14 from technical points of
view.  Please take these comments into account for completing MSR-3.
