It strikes me as absurd that an insitution charged with managing one of the central parts of the infrastructure of the web would decide that this should effectively handed over to a third party once more. The .org TLD is a public good, having existed for longer than your organisation, and yet you are -- quite literally -- proposing about the power to extort from domain owners any arbitrary fees. A domain is not a fungible good. I have references to my .org domain strewn in hundreds of places. A domain cannot easily be replaced. And yet, with this proposal, I do not know if I can afford to keep mine. As the DNS infrastructure has matured and become cheaper, I am forced to conclude that the prices of domains is entirely artificial. To some degree this is justified -- some lower bound to entry must be set. However, your organisation has no mandate to enable profiteering, and I must strongly encourage you to rethink this position. Justifying this approach as "better conforming with the base agreement", and "treating the registry operator quitably" is ignoring the fact that is obvious to anyone with even a cursary knowledge of domain names: .org domain names are well established and the TLD seens as a "public good", while newer TLDs are seen as owned by a specific company. I cannot fathom how any employee at your organisation could have though this to be a reasonable change, let alone enough of them to have it reach this stage. I strongly suggest one of the following, in order of preference: 1. Strengthen the price increase limit to be in-line with global inflation. 2. Re-instate the old price increase limits into the new agreement. 3. Add a "grandfathering" clause, ensuring that already registered domains do not increase in price beyond the old limit *indefinitely*. I am a .org registrant (non-profit) I've read about a lot of bad decisions under the UDRP. I heard the URS is very new and is being reviewed now to see if it is working properly. It is too soon to include an untested policy on .org domains where for a few hundred dollars anyone could try to shut down someone else's website. Telling the .org registry that it can charge any price it wants for renewing a domain name is a terrible idea. Why would you allow them to set what could easily be a very high price? They could try to force the domain owners to pay a very high price each year to renew their domain name, and if the domain owner either won't or can't, then the .org registry could take away their domain name, set a high registration price on it, and then try to find someone else who is willing to pay a high price for it. This is very unfair for long time .org domain owners who may see their prices raised to new highs for no reason other than profit. You let the new domain extensions charge any price they want, but that hasn't gone so well. Lots of people got burned when the new registries offered low rates for the first year, and then after people registered the domain names and some built web sites on them, some of the prices were raised through the roof. .Org has been working just fine for decades where the prices maybe go up a little bit each year. Allowing huge price increases from one year to the next could ruin .org for everybody. I think you should pay a little more attention to what is good for the owners of .org domain names. we believe that the price increases should remain capped on org domains, as any increase would be passed on from registrars to customers, who have invested .org domains typically for non-for-profit public utility websites. if PIR chose to jack up prices incosideratley then many such sites would have to shut down or move to a cheaper domain

If possible, kindly don't increase prices beyond what I can pay per year. I think I'd just quote John Colascione, CEO of "Internet Marketing Services Inc." here, who puts it very clearly: "I write to oppose the removal of price caps on any of the “legacy” TLDs as doing so will only create a free-for-all on limitless price increases across the well-established board. The new GTLDs are already accepted as alternative options with price expectations that vary greatly based on the registry; however, current registrants of older well established extensions are expected to maintain some level of stability. These legacy domain names, some of which have been registered for many years, are unlike the new mess being created and owners of these legacy names have a reasonable expectation of affordability and stability. The old manta goes ‘if it is not broken, you do not try and fix it.’ The vast majority of domain owners will remain unaffected so long as the fluctuating and exorbitant prices remain in the newer name space; there will be plenty of years ahead for ICANN to benefit from those while allowing stability within the legacy name space. Leave well enough alone and move forward without effecting millions and millions of current and well established registrants who expect their domain expenses to remain reasonable, affordable and stable. - John Colascione" Please don't burden all domain names owners because of the speculation that goes on with newer namespaces. I am a .org registrant. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names?

Dear Sir / Madam, The org TLD is overwhelmingly used by non-profits and by removing the caps on the prices of org domains, ICANN will make it significantly more difficult for non-profits to do business on the internet or raise barriers to entry for new non-profits. As a supporter/volunteer for non-profits and owner of a .org domain, I can assure you that domain registration costs can be problematic for other TLDs used by non-profits. Allowing org TLD prices to rise would have a negative impact on the non-profit community. Akbar Ibrahim islamicpath.org
