To whom it may concern:I am a domain name registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’.I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist.Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits.ICANN appears to be entirely catering to registries by removing price caps. I run the website for my neighborhood association. I pay for the domain registration and hosting out of my own pocket, as the association doesn't have the funds to pay for those. If prices increase more than 10%, I will be unable to continue hosting this website out of my pocket. Please consider small organizations like ours before gouging prices. Thank you.

Dear ICANN, I am a .org registrant and a not-for-profit or non-profit organization. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names?

ASAE, which is the largest organization in the world representing the interests of trade and professional associations, is firmly opposed to ICANN's proposal to remove price caps on the .org top-level domain (TLD) used by most associations and other tax-exempt organizations. Doing so would subject millions of associations and nonprofit organizations to what would most likely be an unstable pricing environment, forcing them to divert valuable resources from their exempt purpose in order to protect their online brand. ASAE represents more than 44,000 association professionals and industry partners. Our members manage leading trade associations, individual membership societies and voluntary organizations across the United States and in nearly 50 countries around the world. There are more than 10 million .org domain names registered. Legacy gTLDs like .com, .org and .net were created through the U.S. government and entrusted to ICANN to manage. ICANN then contracted with various service providers to operate legacy gTLDs - not to own them. In its attempt to justify this current proposal, ICANN is pushing the misguided rationale that registry operators of legacy gTLDs should effectively be treated as owners entitled to whatever fees they deem appropriate even though they did not create the legacy domain names they currently manage. As ICANN reasons in its proposal, "This change will not only allow the [.org] renewal agreement to better conform with the base registry agreement, but also takes into consideration the maturation of the domain name market and the goal of treating the Registry Operator equitably with registry operators of new gTLDs utilizing the base registry agreement." It's true that registry operators that won the right to sponsor new gTLDs can charge whatever price they see fit, but they also paid millions of dollars in some cases to acquire all of the value in their sponsored domain names, whereas the service contractors managing legacy domain names most assuredly did not. This is a crucial difference that ICANN should take great care to enforce. Stating that nonprofit organizations can easily switch from one domain name to another if they don't like the pricing structure ignores the reality that established nonprofits have a longstanding Internet presence built on a .org domain name - a name and online reputation that the organization (not the registry operator) has spent decades cultivating. ICANN's mission is in part to preserve the operational stability of the Internet. Eliminating price caps and endangering the online credibility of the global nonprofit community is not consistent with ICANN's mission. Sincerely, John H. This would invite scalpers to drive up the price of these domains - making them unaffordable to the charities that use them. There is no shortage of domains. The supply is (and always will be) infinite to those with creative minds. This measure's accordingly created for no reason but to exploit charities.

These comments regarding the org TLD potential price increases should write themselves. I mean, without competitive pressure on prices, what do we have? Hello? Anyone home? I'm on the board of a nonprofit 501(c)(3) and we oppose any changes that would subject us to uncontrolled price increases.

As a director of a non-profit who uses a .org address, we do all that we are able to keep costs low so that our beneficiaries receive as much funding and support as possible. It is crucial for our organization to have a .org address so that the public has the confidence in knowing that we are a nonprofit organization and can know that they are on the correct website when looking to donate to us. The .org price caps matter significantly to us, and all non-profits, and should be kept in place to protect organizations like ours from competing for addresses.
