I do not support the removal of the price cap provisions from the renewal of the .org gTLD agreement. Limiting the price of registrations and allowable price increases for registrations, allow small organizations, like our starting non-profit to exist on the Internet. We serve a small community but the work we do is important. Many charitable organizations like us hold .org domain names and a substantial percentage of their meager funding is tied to donors being able to find them via those domains. The massive potential price increases (as opposed to the moderate ones that are already possible) would prohibit smaller organizations and personal projects from having a place on the Internet.

Hi, most .org domains are used by not-for-profit organizations and it would be a real shame if those were forced to pay more for their .org domains. Therefore I urge you to not remove the price cap! Best regards!

Thank you for the opportunity to submit a comment. I am a .org registrant, a .biz registrant, and a small-scale content producer. I create and share content in the internet for the love of creation and I make no direct income from doing so. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. ICANN should stand up for the public interest and registrants!

We are a small affiliate of a non-profit organization with a .org website address. We oppose ICANN proposing to allow unlimited fee increases for .org domain names. Our funds are limited at best and to have the potential for unlimited price increases for our domain name would be an unnecessary burden to our non-profit. We are trying to use our funds to do good things, not to pay excessively high rates for a web presence that is meant to help us spread our message/mission. -- /Jaime L. Please maintain price controls on .org, and preferably extend to all domain names. The domain name system requires considerable investment by an organization in a domain, causing it to have significant value. However the domain name is not owned, but rented. Do not expose businesses to unpredictable financial risks of gTLD registrars abusing monopolistic powers. It is critical to protect business investment and success with DNS that domain names and stable and "boring". It is essential to maintain confidence in the domain name system by barring rampant profiteering by holding a domain name hostage to arbitrary price movements. Domain names are not a "free market", they are a regulated, segmented, monopoly. Since this is a monopoly the operators should be contracted to operate the systems reliably and enabled to make a consistent, stable, fixed profit (like bonds vs. shares). The technology is mature and predictable. The companies operating the gTLD did not invent the technology, are not innovating in the technology space, and any investments they make are to cover infrastructure needs and are completely predictable. Capitalism is supposed to reward risk with returns - gTLD operation is like the bond market, not the stock market. Price controls are the appropriate management strategy. Dr S

Thank you for the opportunity to submit a comment. I am a .org registrant and a not-for-profit or non-profit organization. I've read about a lot of bad decisions under the UDRP. The URS seems even worse. I heard the URS is very new and is being reviewed now to see if it is working properly. It is too soon to include an untested policy on .org domains where for a few hundred dollars anyone could try to shut down someone else's website. Telling the .org registry that it can charge any price it wants for renewing a domain name is a terrible idea. Why would you allow them to set a crazy high price? They could try to force the domain owners to pay a very high price each year to renew their domain name, and if the domain owner either won't or can't, then the .org registry could take away their domain name, set a high registration price on it, and then try to find someone else who is willing to pay a high price for it. This is very unfair to long time .org domain owners who may see their prices raised sky high for no reason. You let the new domain extensions charge any price they want, but that hasn't gone so well. Lots of people got burned when the new registries offered low rates for the first year, and then after people registered the domain names and some built web sites on them, some of the prices were raised through the roof. .Org has been working just fine for decades where the prices maybe go up a little bit each year. Allowing huge price increases from one year to the next could ruin .org for everybody. I think you should pay a little more attention to what is good for the owners of .org domain names. The registries are doing fine. They don't need your help as they are already making plenty of money.

Allowing an uncapped increase in domain price will allow the few markets that control these domains to widely spike prices beyond reasonable increases. This will inevitably make renewals, or even new purchases, harder for people to justify and could lead to a decrease in overall usage. Please keep the 10% annual cap. Adam
