If I understand the proposed changes to the .org Registry Agreement, one of the changes allows unlimited (or mostly unlimited) changes to pricing. I understand pricing changes are currently limited to an annual maximum of 10%. This is well above the Consumer Price Index and many other inflation rates. Why does an increase need to be higher than 10% and, particularly, why unlimited. This sounds like a strong lobby for unlimited increases was involved. It also is beginning to sound like the pharmaceutical industry. My berryfamilytree.org site is used solely to share my research with the family (or anyone that might be interested). I would ask that a 10% maximum be maintained. Or, at least, institute some method of controlling or reviewing any proposed price changes. I don't see that market forces or competition would be effective in controlling prices. Thank you, Artie Berry

I am writing to express my strong objection to the proposal to remove price caps from the .org TLD. This proposal cuts against the entire reason ICANN was first established. If ICANN moves forward with this proposal, then it demonstrates to the rest of the world that this organization cannot be trusted to carry out its mission.

Dear ICANN, I am a .org registrant and a not-for-profit or non-profit organization. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. ICANN should stand up for the public interest and registrants!

I wanted to comment that I am completely against removing the 10% price increase cap for these domains. Organizations that use the .org domains cannot afford an unlimited increase. Just because ICANN is greedy and wants more money, that is no reason to ever need to raise the price more than 10% anyway! Our organization has a .org domain. And the prices are already high enough for any domain, especially when all you do with it is register it and let it sit. This increase is purely out of GREED by ICANN! I run a very small business and it's difficult these days to deal with all of the costs and taxes and still make a profit. I rely heavily on keeping my costs as low as possible so I can hope for a profit that allows me to not only earn a living but also to grow my business. I'm not alone because there are tens of millions of other people just like me. Prices are increasing for almost every single item/service across the world and we don't need more of those. We need less! Having price increases on .org domains will hurt small businesses across the United States and beyond. Given how much some registries charge for a domain name, especially those considered to be “premium,” this should be a no-brainer. We need the caps in place to ensure small businesses and entrepreneurs have equal access to domain names. I can not believe that you’d even consider doing otherwise. Leave the caps in place. I understand that the new rate proposal will significantly increase fees to me as a buyer from the 10% increase to a no cap increase. What expenses are there that call for such a change? I’m requesting, since I don’t understand, does your company do towards this service. Why besides inflation should the cap go beyond 10% a year and why is there a 10% increase per year much less no cap for increases? I use over 30 domain names presently so would like some understanding. Thank you.

I OPPOSE any removal for the 10%/annum price increase. .ORG, .NET and .COM are accorded a certain level of legitimacy by being the oldest non-country TLDs which are open to registration by all members of the public. They are intended to support the open nature of the internet as a platform - political, social, and entrepreneurial. Removing this cap will allow Verisign to freely price smaller entrants out of the market in favour of larger companies which can afford to pay more for the perceived legitimacy of a .ORG address. Verisign would have ample incentive to charge as much as the market will bear, running contrary to ICANN's neutral purpose for existing. Generic TLDs must remain affordable, and this is particularly the case for charitable organizations and non-profits -- exactly the people .ORG is meant to serve. Yours Paul Hocker, Eden Prairie, MN
