I am a .org registrant. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. Please do not change the capped rate. The internet system works well if it is affordable to profitable and non-profitable domain names alike. The majority of domain names are not linked to profit centres, and are widely used by individuals as the common method of communication. Changing this will create a damaging situation to our freedom of speech and expression. Thank you for considering my comment Regards Lee

Frankly, I don’t understand why there would be need to increase the rate paid by a small non-profit organization. Please keep our rates low, so we can continue serving our member and the public. I've owned ianwilson.org for 13+ years -- it's become where I share my thoughts, host my mail, and store many, many, many memories over the years. My email address -- me @ ianwilson.org is synonymous with personal self-expression. I usually get a "That's a really neat email!" and, "Oh! That makes sense" when I tell people my email address. Removing the price cap would ultimately lead to an (what I can only assume as) astronomic price escalation when businesses want to maximize profits. You might as, "Ian, why don't you move to a .name?" Simply put: I've had this identity for 13+ years -- I have no desire to change my domain to a .name (or any other extension, honestly). While I have no problems with businesses generating profit, I look at non-profits with limited donations, retirees (yes, there *are* tech retirees) with fixed incomes, and clubs with minimal memberships as an obstacle to obtaining a unique web identity. Please consider leaving the price caps in place for non-profits, individuals, and clubs who are registrants of .org domains. Thank you for allowing me to comment on this issue; Ian Wilson

As a Web Developer in Nigeria who has built several websites for NGOs, I stand against the tragedy looming for the .org domain extensions and states with all sense of empathy that it's not OK to remove these price caps. I join other well meaning humans to appeal to you to protect nonprofits from rent-seeking monopolies. Thank you for your considerations.

I am writing to oppose the removal of price caps on any of the “legacy” TLDs, as doing so will only create a free-for-all on limitless price increases. Already the new GTLDs are accepted as alternative options with price expectations that vary greatly based on the registry; however, current registrants of older well established extensions are expected to maintain some level of stability. These legacy domain names, some of which have been registered for many years, are unlike the new mess being created and owners of these legacy names have a reasonable expectation of affordability and stability. The old manta goes ‘if it is not broken, you do not try and fix it.’ The vast majority of domain owners will remain unaffected so long as the fluctuating and exorbitant prices remain in the newer name space; there will be plenty of years ahead for ICANN to benefit from those while allowing stability within the legacy name space. Please leave well enough alone and move forward without effecting millions and millions of current and well established registrants who expect their domain expenses to remain reasonable, affordable and stable. Further more, unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. "ICANN is a not-for-profit public-benefit corporation with participants from all over the world dedicated to keeping the Internet secure, stable and interoperable." We don't mind a small increase, but the one you are proposing is nothing but robbery. I strongly disapprove of Section a, paragraph 4: Pricing for Domain Name Registrations and Registry Services (Section 2.10 of the .org renewal agreement). This is an exclusive contract which creates a natural monopoly. As with any monopoly, PIR needs to be regulated -- in particular, the pricing structure needs to be controlled. PIR has no incentive to keep prices low since they have zero competition! Uncapping their wholesale prices would be a big mistake. ~John

Please do not remove price caps on .org domains. The inevitable unrestrained price escalation that would follow will badly affect non-profit organizations and individuals. I am one example. I registered pinneo.org <http://pinneo.org/> as my family domain for email use. I am a retiree on a low fixed income. I would be unable to retain my domain at an increased price. As a technical contact for several organizations that utilize .org domain names, I am concerned about the removal of the .org price caps. The .org domain is used extensively by non-profit organizations which should be spending most of their funds on their mission. I understand that the cost of running the registry may have gone up or that new low-character domains should be valued above current rates, but there should be a better way to allow the recuperation of costs or designation of above-value domains without a wholesale removal of price protections. As currently proposed, I am against the renewal agreement due to the price cap removal. Andrew Denman
