As a not for profit organization, we rely on the internet and require reasonable pricing. Eliminating price caps will cause non-profits to be second class digital citizens as we do not have customers to whom we can pass on fee increases. The Public Interest Registry provides no substantive service to the registrant that could justify allowing them to set arbitrary prices for the reservation of domain names. Domain name pricing shouldn't be able to be set arbitrarily for *any* TLD, so "to ensure parity with the gTLD agreements" is *not* an acceptable justification. If parity with the gTLD agreements is desirable, then those agreements should be changed to bring them in line with the much more sensible pricing controls on .org. The structure of the domain name system has ensured that the registries must be monopolies. While there are valid technical reasons for this, it is obviously open to outrageous abuse. ICANN's decision to place limits on pricing increases to limit this abuse was the correct choice, and abandoning those limits can only benefit corrupt officers of unscrupulous companies who would abuse the system for their personal gain. If the Public Interest Registry wants to raise prices beyond what is necessary to provide* the actual service they're supposed to provide*--that is, a monopoly on the assignation of names under the .org TLD--they should present their case to registrants, and let *us* decide whether it's worth paying more for. Paying $10,000 a year for a .org domain name so that a company officer can give themselves a higher salary, or so the company can engage in unspecified "advocacy work," is not an appealing prospect. And to anyone who thinks, "that's silly, why would anyone charge $10,000 for a domain name," ask yourself, "why not? If they have a monopoly on the service, what do they have to lose?" The only way it would be acceptable for PIR to be able to set prices arbitrarily would be if ICANN abandoned its current model of allowing each TLD to be controlled by a single monopoly, and instead allow multiple registries per domain name. Then, PIR could compete with other companies to provide the best service and price to potential registrants. This would be a much less efficient system, however, and not in the public interest. The current system is much better, and should be maintained, even if it means Jonathan Nevett can't give himself a raise.

I speak in opposition to the removal of the price caps on domain names. We are a small 501c(3) corporation that utilizes our domain for internet identity. By removing the price capes we are certain we would very quickly be priced out of the internet identity market. Nathan Lynch

I wholeheartedly support the cap of 10% a year increases on .org domains and fully oppose deregulating those prices. I work for two not-for-profit organizations, one much larger than the other. In neither case is there a large budget for website expenses, either in domain registration or website design and construction. To allow for uncapped increases in domain name registrations would burden the smaller organization incredibly, and would channel funds in the larger organization away from its primary function. For organizations that rely on donor support, as so many of us do, we would be funneling donations meant to support the good works described in the missions in our organization into corporate pockets instead. Please reconsider this plan and keep the 10% cap per year on .org domain name price increases. Thank you! Terry S. To Whom It May Concern: I am the founder of the 501c3 organization AnnieCannons, Inc ( anniecannons.org) I'm writing this comment on behalf of nonprofit organizations around the world, many of whom we work with either (i) developing software for them, (ii) partnering to receive referrals of human trafficking survivors our program might help, and (iii) working together to create technology that helps these nonprofits more effectively achieve their mission. The life of a nonprofit, especially an early-stage nonprofit, is more than an uphill battle. Management spends considerable time working to raise funds and few funder want to pay for the items that really make a nonprofit work. A domain is the classic example of an item that donors do not generally find "sexy" enough to donate for - and this is doubly true of "an increase in domain price." We cannot budget for such things in advance, and most .org domains are purchased by existing nonprofits or individuals paying out of pocket to start one (AnnieCannons was the latter). There are already myriad challenges to this ecosystem that arise from high costs of entry, which result in a disproportionate number of nonprofits being founded (and funded) by wealthier individuals, who (other than in the arts) are less likely to have lived experience of the problems most nonprofits solve. Please do not allow a for-profit business to raise prices for these domains when their cost of administration has not risen, as these costs will be passed through to nonprofits that cannot afford it. We are lucky to be in a position that we would not have to lose our domain given a 10% increase or so in costs, but others would. Still more would choose a different top-level domain that was more affordable, making it harder to do things like use Google Ad Grants (which are tied to .org domains). In addition, that cost increase for us would siphon away precious funding that we would otherwise use to help survivors of human trafficking and gender-based violence rebuild their lives. I am sure you are lobbied heartily by those in positions of wealth, so I hope this alternative perspective offered in the absence of such funds will be considered as well. I am a domain name registrant. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names? Sent from my iPad
