To whom it concerns, I strongly oppose ICANN removing .org price caps. More simply, one can consider the following analogy: Your HOA board decides to allow the property management company to charge home owners whatever it likes. It gives the option of home owners to pay at the current price in advance for 10 years (non-transferrable, of course) to soften the blow.
