Dear Community Members,
Please note that ICANN published<https://www.icann.org/en/public-comment/proceeding/draft-fy2428-operating-fi...> the Proposed for Adoption ICANN FY24–28 Operating and Financial Plan and the ICANN FY24 Operating Plan and Budget yesterday, which the Board will consider for adoption at the end of April. Publishing the plans is an important step in ensuring transparency by showing how the comments received through the Public Comment proceeding were addressed.
These versions have taken into consideration the comments, and where appropriate and feasible, have incorporated them into the plans. There were, however, no significant changes to the draft FY24 plans published in December. Please refer to the Proposed for Adoption highlights document<https://www.icann.org/en/public-comment/proceeding/draft-fy2428-operating-fi...>, which includes a summary of changes from the draft FY24 plans. Additionally, please see the Summary Report<https://itp.cdn.icann.org/en/files/operating-plan-and-budget/summary-report-...> of the Public Comment proceeding published in March.
The Board is expected to consider the Proposed for Adoption ICANN FY24–28 Operating and Financial Plan and the Proposed for Adoption ICANN FY24 Operating Plan and Budget during a Board meeting at the end of April. Under ICANN's Bylaws<https://www.icann.org/resources/pages/governance/bylaws-en>, following the Board's adoption of these plans, the Empowered Community may consider whether to reject the plans as adopted. As long as there is no Empowered Community rejection process pending, the plans will take effect on 1 July 2023.
