[council] Changes to recommendations with tracked changes

Hello All, Attached is a version of the new gTLD recommendations as agreed during the Council call using the tracked changes function of Microsoft word. This is based on my mark-up of the document during the call, and also picks up some of the word smithing done on the list since the call last night. I hope that is helpful. Regards, Bruce Tonkin
