[council] Proposal of next steps for the remaining EPDP priority 2 items

The proposal includes recommendations to deal with the 3 items in 2 separate tracks. There are 2 questions not resolved by the small team and tabled for council input, which are regarding the timeline and the appointment of chair/liaison.
